Walter Mzembi Arrested After Return to Zimbabwe Former Foreign Affairs Minister Walter Mzembi was arrested on Friday, just two days after meeting with President Emmerson Mnangagwa. His arrest is reportedly linked to an old warrant issued in 2018 when he failed to appear in court during his trial for criminal abuse of office. Mzembi recently returned to Zimbabwe from Zambia, where he had been living in exile. Before that, he had spent time in Eswatini, where he was granted asylum, and later in South Africa. Mzembi was among a group of former ministers who left the country following the November 2017 military takeover, which ended Robert Mugabe’s long rule and brought Mnangagwa into power. In a report released Saturday, the human rights watchdog documented 83 human rights violations across various areas, including during government-led food aid distribution, instances of political harassment, and restrictions on freedom of assembly and expression. . “In May 2025, the Zimbabwe Peace Project recorded a total of 83 human rights violations affecting 5,376 victims nationwide, a 10% decline from the violations recorded in May where 6,059 people were affected,” part of the report reads. “These violations included breaches of personal security, acts of intimidation and harassment, assault, political discrimination in the distribution of government-sponsored food aid, restrictions on freedoms of expression, assembly, and association, as well as limited access to social services. “Other incidents included unjustified arrests, unlawful evictions, malicious damage to property, inhumane and degrading treatment, and restricted access to information.” For the second consecutive month, ZanuPF has been identified as the primary perpetrator of violence, followed by the Zimbabwe Republic Police (ZRP). Of the 5,376 people affected, 3,107 were female and 2,269 were male. The report detailed some of the alleged perpetrators. “Among the perpetrators, those affiliated with the ruling party, Zanu PF, accounted for 35.38%, followed by members of the Zimbabwe Republic Police (ZRP) at 13.77%. “Other violators included local authorities (16.53%), government officials (11.44%), artisanal miners (5.93%), traditional leaders (6.14%), members of the MDC-Alliance (0.64%) and unaffiliated individuals (6.36%).” Worryingly, members of the Zimbabwe National Army (ZNA) are also implicated, accounting for 0.21% of reported violations. The report highlights that “other State security actors, particularly those mandated to protect the public, continue to feature prominently among perpetrators of human rights violations.” Despite these concerns, the ZPP expresses cautious optimism about the potential for future improvements. It welcomed and embraced the opportunity to engage with the Zimbabwe Independent Complaints Commission (ZICC) through its goodwill ambassador to promote a rights-based, accountable approach in security operations. “We are hopeful that other implicated institutions will be open to such engagements, paving the way for lasting solutions to end impunity and foster sustainable peace in Zimbabwe,” the report adds. Geographically, Masvingo and Harare provinces recorded the highest number of violations in May, with 13 e.Midlands followed closely with 12 violations, while Manicaland and Mashonaland West each documented 10. ZPP commended the Zimbabwe Human Rights Commission (ZHRC) for highlighting “urgent issues needing government action,” including collapsing public services, a shrinking civic space, and restrictive conditions. _*Justice minister quizzed over granting of bail to murder suspects, as political prisoners rot in jail: alleged corruption in the judiciary system*_ A MEMBER of Parliament in the National Assembly last week alleged that there was a lot of corruption in the courts leading to murder suspects being granted bail, increasing chances of evading prosecution. In Zimbabwe, bail is granted to individuals in custody pending trial unless there are compelling reasons for continued detention. During a Question-and-Answer session last Wednesday, Zanu PF Shamva North MP lsaac Chinodakufa told the Speaker Jacob Mudenda that due to a high number of reported murder cases currently in the country, some elements were committing several murders but still getting away with it after securing bail. Without giving any statistics, the legislator alleged the police, perpetrator, magistrate and the prosecutor were involved in corruption, leading to granting of bail to murder suspects. Although it is a constitutional right for the suspects to be given bail, the High Court has the constitutional right to approve bail applications for high profile criminal cases such as armed robbery, murder, fraud and money laundering. “A lot of people are being murdered. The perpetrators are going to the courts and they pay bail. A person can get three or four bails. What is the government policy in making sure that we remove the corruption between the perpetrator, the magistrate and the prosecutor?” Chinodakufa asked. The Speaker, reminded the MP that his question required statistics. “The question requires statistics, probably the minister of Justice can respond accordingly,” Mudenda said. Justice Minister Ziyambi Ziyambi shared Mudenda’s sentiments. “The question is in two parts. Firstly, the question talks about the problem of murderers. The murderers are granted bail. We need to look at the numbers, the statistics of the situation. “Some of the parts require statistics but when you talk about bail, that is protected by the Constitution that an accused person is innocent until proven guilty and may be granted bail. “The other part of the question is for those people to be granted bail. Marondera East MP Vimbayi Mutokonyi raised the issue regarding the efficacy of the Integrated Electronic Case Management System (IECMS) in nipping graft. “On this issue of corruption, I would also want to find out from the minister how the Integrated Electronic Case Management System has managed to eradicate corruption,” Mutokonyi highlighted. The incarceration of former Foreign Affairs Minister Walter Mzembi is a typical example of how roles can shift and how those once seen as untouchable can find themselves at the mercy of the very justice system they once presided over. Walter Mzembi, a senior figure during Zimbabwe’s First Republic, once graced international forums, represented the nation on the global stage and held influential cabinet portfolios. Today, he finds himself in remand prison, a facility he and many others in leadership once neglected to upgrade into a true correctional centre. The irony is bitter but not surprising. For years, Temba Mliswa made calls to transform Zimbabwe’s prisons into humane rehabilitation institutions rather than overcrowded holding cells. Those in power paid little heed, never imagining they would one day experience these conditions firsthand. Yet today, Mzembi is living within the very system he helped shape or, more accurately, failed to reform. This is a moment that serve as a reflective wake-up call to those in ZANU PF and the broader political class. No matter the prestige, no matter the portfolio, positions are temporary. Today’s minister could be tomorrow’s accused. Today’s high table guest could be tomorrow’s remand prisoner. The lesson is clear, leadership must be exercised with integrity, foresight and accountability, ladies and gentlemen. One enduring hallmark of the ZANU PF-led government, often overlooked by critics, is its stated commitment to the rule of law. The case of Walter Mzembi reaffirms this principle. The justice system, albeit imperfect and burdened, has shown a willingness to pursue individuals regardless of their past prominence. Mzembi’s legal troubles reinforce the notion that no one is above the law, not even those who once operated at the heart of government. This principle extends to all corners of society. If a man of Mzembi’s stature can be detained and prosecuted, it stands to reason that others, regardless of their wealth, popularity, or perceived protection must also be held accountable. High-profile individuals such as businessman Wicknell Chivayo, who has had his time at remand prison and Chikurune Maximum Prison, is often been associated with the corridors of power, are equally subject to the law. However, rather than wait for the justice system to remind us of this equality, such individuals can choose to contribute meaningfully to national development. For instance, Chivayo, with his resources and influence, is well positioned to champion or even source funding for the much-needed modernisation of Zimbabwe’s correctional facilities, transforming them into humane rehabilitation centres fit for a just and democratic society. Equality before the law is not merely a slogan enshrined in the Constitution; it is a reality that must be matched with action and responsibility..This is not to celebrate anyone’s downfall, but rather to remind those in power that Zimbabwe is a country with laws and institutions that should outlast any political party or administration. When leaders act with impunity, believing they are immune to accountability, they not only undermine public trust but also erode the very institutions meant to safeguard national stability. The shifting fortunes of figures like Walter Mzembi should serve as a tale, not only for politicians but for every public official and businessperson who believes their current proximity to power grants them permanent immunity. Today you may control policy, command respect and enjoy state security. Tomorrow, you may stand in court, shackled not by politics but by the consequences of your own decisions. Aaron Pedzisai sought Masvingo Mirror for an interview because he has been dying to get a platform to address Mnangagwa and tell him to step down. “We are crying like Israelites in Egypt. Emmerson must step down. We need new leadership to free us,” said Pedzisai. One of the issues that troubles Pedzisai is the inhuman circumstances that millions of Zimbabwean economic refugees live in the region and overseas. He said Mnangagwa was a big let down as he had supported him at the time of the coup in 2017. He said the country needed someone younger to lead it. “I was a ward secretary for Zanu PF for all these years but I saw what Mugabe and Grace had turned out to be. I warned Grace against blocking Mnangagwa from becoming the leader of the party and appealed to her to give Mnangagwa a chance. Now this is what we get from Mnangagwa. What a big letdown. “Emmerson must step down. We need new leadership that is able to free us. Our children in their millions have become economic refugees all over the world and many perish there. Masvingo Mirror _*Body of a village head allegedly assaulted and killed by Chief Fortune Charumbira’s bodyguards over a boundary dispute in 2021 still in the mortuary at Masvingo Provincial Hospital four years-on amid allegations of a ploy to sweep the case under the carpet*_ MASVINGO – The body of a village head allegedly assaulted and killed by alleged Chief Fortune Charumbira’s bodyguards over a boundary dispute in September 2021 is still in the mortuary at Masvingo Provincial Hospital four years-on amid allegations of a ploy to sweep the case under the carpet. The delay in closing the case has baffled the Takawira family which paid US$1 050 for DNA tests for the deceased. Family members accused Police of acting in cahoots with the Charumbiras and trying to sweep the alleged murder of headman Taurayi Lovemore Takawira (38) under the carpet. The murder case is pending at the High Court. Police allegedly tried to close the case of murder against Charumbira’s alleged 11 bodyguards after it declared that the body which was found in a state of advanced decomposition did not belong to Takawira. The Takawira family however insisted that the body belonged to the headman after positively identifying several things including the clothes that the deceased wore on the day of the alleged murder. The family blocked Police from giving Takawira’s suspected corpse a pauper’s burial after appealing to the High Court for DNA tests. The deceased’s wife said they are grieved and pained by the slow pace of the case and the constant realization that her husband’s body is there in the mortuary. Takawira’s relatives who spoke on condition of anonymity said burial is not taking place now because Police is blocking Aleck Maunganidze, the Chief Technician in the Department of Applied Biology and Biochemistry at the National University of Science and Technology (NUST) from releasing DNA results for a process carried out on October 17, 2023. Several efforts to get a comment from Maunganidze were futile as his mobile was not reachable. National Police Spokesperson Paul Nyathi was not picking his calls when Masvingo Mirror contacted him. Chief Charumbira denied allegations of his involvement in the concealment of the murder case. He initially told Masvingo Mirror that he was unaware of the case and threatened to sue the newspaper if it went ahead and published the story. He later changed his statement and said that he was only aware of one similar incident which took place along the power line near Bondolfi. He said that the suspects involved in that incident were arrested and have been acquitted by the High Court. The wrangle between Chief Bere and Chief Charumbira arose following the re-establishment of Bere chieftainship 125 years after it was abolished. Boundary disputes arose and it is the State case that Winterton Chirove, a Zanu PF activist who was only five months out of prison after serving 18 years for murder was among 11 of alleged Chief Charumbira’s bodyguards. They allegedly attacked Takawira and two other village heads, Mike Wengedzai Matambanadzo and Luckson Sinamai (all under Chief Bere) who were clearing a piece of land allocated to Sinamai by Chief Bere at village 17A Mushandike Resettlement Area, Masvingo Sinamai and Matambanadzo escaped, leaving Takawira who was not feeling well behind. Takawira was not seen again until November 3, 2021 when his decomposing body was discovered by a man looking for his cattle. The matter was reported to Police leading to the arrest of the suspects. The accused argued in court that the discovered body was not that of Headman Takawira. They insisted that Takawira went to South Africa. Takawira’s family argued that they positively identified the deceased’s body including the clothes that he was wearing on the day that he was attacked by the suspects. Initially, the body was supposed to go to South Africa for DNA tests but for reasons of costs, the process was done in Zimbabwe by Maunganidze. The deceased’s molar tooth, a piece of his skin, his toothbrush and two of his brothers Joseph and Leon Takawira were provided for the DNA tests. “We paid for the DNA tests however, when we went to collect the results, Maunganidze informed us that Police had instructed him not to release them. This is what’s delaying our brother’s burial. I don’t understand why Police is withholding the results,” said Takawira He said the longer the results are kept back, the more different stories they hear from the Police. “It is a ploy to prevent Charumbira’s alleged people from going to prison but we are suffering because we can’t bury our brother,” said Takawira. The 11 suspects are Chirove, Shelton Samuel (54), Nogo Zicheche (65), Moleon Mbengo (50), Eriya Kwangwari (76), Elfas Mudhenge (76), Brighton Madzivire (33), Vunganai Makono (68), Ratiel Muvingi (86), Aquilla Muzenda (61) and Paul Clever Munankopa (75). Chirove murdered Petros Jeka an MDC polling agent in 2002. The incident happened at Bondolfi Business Centre in Masvingo Rural. Chirove was the Zanu PF youth chairperson and was jointly convicted of the murder along with Blessing Sonono. _*’Walter Mzembi Failed Bid to Meet Mnangagwa’ -Sources*_ Former Foreign Affairs and Tourism Minister Walter Mzembi was arrested on Thursday on longstanding corruption charges after a surprise return to Zimbabwe, quashing widespread speculation that he had met with President Emmerson Mnangagwa to negotiate his homecoming. Mzembi, who fled the country in 2018 facing allegations of criminal abuse of office and theft of trust property, resurfaced in Harare on Wednesday but failed to secure an audience with Mnangagwa, contrary to reports circulating in some media outlets. The former cabinet minister is among several high-profile allies of the late former President Robert Mugabe — including Jonathan Moyo, Saviour Kasukuwere and Patrick Zhuwao — who went into self-imposed exile following the dramatic November 2017 military coup that ousted Mugabe and ushered Mnangagwa to power. Mzembi and Kasukuwere have both made previous unsuccessful attempts to return to Zimbabwe, only to be thwarted by unresolved corruption cases and a hostile political climate. In 2023, the pair made a fresh foray into Zimbabwean politics when Mzembi served as Kasukuwere’s campaign manager in his bid to challenge Mnangagwa in the presidential election. Kasukuwere’s candidacy was ultimately blocked by the courts, further entrenching their status as vocal critics of the current administration. Despite this, both men have repeatedly expressed their desire to return from exile in neighbouring countries. Mzembi’s latest attempt appears to have backfired, culminating in his arrest yesterday. He remains in police custody and is expected to appear in court soon to answer to charges stemming from his time in government. His arrest has reignited debate over whether the Zimbabwean government is genuinely committed to reconciliation with former officials or merely using the courts to settle old political scores. _*City of Harare launches blitz against businesses evading rates payment*_ CITY of Harare (CoH) has launched an operation to clampdown businesses operating without paying rates. In a statement Friday, CoH warned that it will disconnect water supply to industrial and commercial properties with rates arrears or those without valid business licences. “The City of Harare is clamping down on lawlessness and illegal buisness operations in and around the city. “We urge all people who are operating businesses in and around the city to pay their rates, settle their arrears and obtain relevant business licences. “The city will disconnect water from all commercial and industrial properties that are in rates arrears and have no valid business licences,” the statement reads. Businesses without running water are required by law to be shutdown. The city also urged building owners with multiple tenants to ensure all tenants pay their rates and obtain necessary licences to avoid the entire building being closed due to non-compliance by one or more tenants. “Premises with more than one tenant, are required to make sure that all of them pay their rates and business licences to avoid inconveniences caused by closure of the whole building due of non compliance by some tenant(s). “Those without valid business licences are urged to urgently visit our Rowan Martin Building to regularise their operations and settle their arrears,” the authority added. CoH has for years been accused of massive corruption, as it collects rates yet fails to deliver basic services, leading to many people neglecting to pay dues. The local authority has been failing to provide clean and safe water regularly, collect garbage, light up streets, among other services. It also struggles to maintain and upgrade sewage disposal systems in resulting in unchecked overflow of raw excreta posing a health hazard to residents. _*Defaulters owe City of Harare over US$18 million*_ CITY of Harare has launched a strict campaign against long-term tenants in council-owned properties, who have failed to pay rent and service charges, aiming to recoup more than ZiG$500 million (US$18.53 million) in outstanding debts. The operation will focus on Dzivarasekwa, the central business district (CBD), and nearby areas. According to officials, the unpaid bills—accumulated over five year, have severely disrupted essential services in the capital. Council’s first move will be to cut off water supplies to all defaulting properties, after which they will be forcibly closed under public health laws. City of Harare spokesperson Stanley Gama said the municipality will be disconnecting water to the identified premises. “We are disconnecting water supplies to all properties within the CBD and industrial areaa that owe the city for rates and services. “Following this, our City Health Department will shut down these properties for operating without water, which violates the Public Health Act and the Harare Licensed Premises by-law,” said Gama. Gama confirmed that tenants in council-rented premises owe over ZiG500million, stressing that inflation and prolonged non-payment have deepened the crisis. “This has led to major revenue losses, partly due to the devaluation of money from the ZWL era, while the lack of payments has severely affected service delivery,” he said. The crackdown could have severe consequences for small businesses, informal traders, and tuck shops operating in council properties. Many of these tenants sublease their spaces and now risk sudden closure—even though they are not directly liable for the debts owed to the municipality. While officials did not specify when the enforcement would start, they warned that all defaulters, regardless of how long they have occupied the properties, would face action. All Fines Must Still Be Paid In Person He reiterated that traffic fines in Zimbabwe are not paid online, and the official process still requires motorists to settle violations in person at designated police stations. “Fines for traffic violations are currently being paid in person at prescribed police stations, as stated in previous Zimbabwe Republic Police press statements and official communication platforms. We urge members of the public not to fall victim to this scam and to be cautious of such fraudulent activities,” Nyathi said. Police Launch Investigation into Scam Commissioner Nyathi added that any future changes to the payment system, such as the introduction of online payments, would be formally announced via official ZRP platforms. But now she is homeless and in debt – this is her story LONDON – Thousands of overseas workers hired by care companies across Britain have been left broke and desperate after losing their jobs in what campaigners say is a national crisis. In 2022, Britain launched a visa scheme to encourage migrant workers to bolster its ailing care sector. About 150,000 have arrived from countries including India, Nigeria and Zimbabwe. But reports of exploitation have soared. The government has since banned hundreds of companies from sponsoring migrant workers – but this has left carers they had already hired jobless and terrified of deportation. Zola, a 45-year-old Zimbabwean care worker, was recruited by a firm in the northern city of Leeds in 2023 but is now £10,000 ($13,500) in debt. She told her story to Context but asked to use a pseudonym for fear of repercussions. The way we’ve been treated is outrageous. We were encouraged to come here to contribute our skills, but the jobs never materialised and now we’re trapped in debt. We came here in good faith, but other people have used us to fatten their own pockets. Revoking these companies’ licences is not enough. They need to be held accountable, and so does the government. The first shock when I arrived was the accommodation. They promised us housing, but the property was crammed with people and under renovation. There were bed bugs, there was no heating and we had to use a bucket to wash ourselves. I thought I’d start work immediately, but they kept saying they were losing clients and didn’t have shifts. I think they had hired about 100 of us because we were all in a large WhatsApp group. My annual salary was supposed to be £20,480, but I only received a few shifts and was paid £930 in total in all the time I was with the company. We were caring for people in their own homes. Shifts started early and finished at 10 at night, but they only paid for the time you spent in clients’ homes, not the time you were on call. By October, it was very cold outside and we had nowhere to go between appointments so I’d spend hours riding around and around the city on buses just to stay warm. If the carers complained about anything, the managers would threaten to remove them from the rota or report them to the Home Office. Everyone was afraid of losing their visa and getting deported. There were constant threats. Then last year the company lost its sponsor licence so I have to find a new sponsor. The emotional and financial strain has affected me very badly mentally, especially as my children are still in Harare. When I applied for my visa, the government said carers could bring their children. I was hoping my children would join me once I got established, but that never happened. Now I dread calls from home – I took the job hoping to create a better life for my children, but I can’t even provide them with the basics, which breaks my heart. Sometimes my daughter is crying because she misses me. It’s gut-wrenching. Back in Zimbabwe, I was working as a sales rep for a farm, but they were struggling to keep afloat. I’m a single mum with three kids so I needed to find something else. My sister told me the UK was looking for care workers so I quit my job and did a Red Cross course and a work placement to get experience. I heard about a company that would sponsor me for £5,000. It seemed expensive, but some people were paying £10,000. I only discovered later it was illegal to charge these fees. I borrowed money from friends and relatives and my kids moved in with my mum. There were other expenses for things like an English test, police background check, my visa and flight, so altogether I paid about £7,000. But I’ve had to borrow even more money since coming here just to survive. I’ve had to use food banks or ask for groceries from the church. A friend of my sister has given me a place to sleep. It’s very difficult to find a new sponsor because companies providing home care ask for a driving licence. Another problem is they often want six months’ experience, but some carers lost their jobs soon after arriving here. The government is partly to blame because they allowed these companies to sponsor a lot of people without doing background checks to see if they had enough work for everyone. So yes, the government should be held accountable. I came here through the proper channels, I did everything they asked, and now I’m treated like someone who came through the back door.
