The Philippines piloted the internet voting system for Filipino voters abroad during the 2025 elections to increase voter participation but was met with a dismal 18.12% voter turnout. In Issue 05 of the Elections and Technology Reader, ANFREL looked into the implementation of the internet voting system and presented key e-voting standards and principles to draw lessons and areas for improvement. ANFREL hosted a stakeholder exchange with the National Citizens' Movement for Free Elections (Namfrel), Parish Pastoral Council for Responsible Voting (PPCRV) and Legal Network for Truthful Elections (LENTE) during the interim report launch of the ANFREL IEOM to the 2025 Philippine elections. The ANFREL members in the Philippines shared their observations and insights about the elections as well as their effort in pursuing electoral reforms in the country.
