*Subject: Notice Regarding Former Employee – Johnny (Paneerselvam F)* Dear All, We would like to bring to your attention a serious matter regarding a former employee of KSPCA, Johnny (Paneerselvam F) from Vatakanal. Johnny initially joined us during the COVID-19 period, assisting with cooking food for dogs. Over time, he trained himself in animal handling and veterinary assistance. Unfortunately, his conduct and actions have been deeply unethical and harmful, leading to his termination and police intervention. *Concerns & Misconduct:* 1. *Substance Abuse at Work* – Despite multiple warnings, Johnny frequently came to work under the influence of alcohol, leading to accidents, including damage to KSPCA property. 2. *Theft & Financial Misconduct* – He was found stealing from the facility, including money from veterinary doctors. He also solicited money from people visiting for adoptions, from external workers (electricians, plumbers, etc.), and through unauthorized consultations. 3. *Fraudulent Veterinary Practices*– Johnny conducted unauthorized veterinary treatments, including administering sterile water and possibly other unverified substances in place of actual vaccinations, charging people for these services. Several animals have tragically died under his care. 4. *Failure to Repay Debts & Emotional Manipulation*– When confronted with claims to return money he had taken for purchases, Johnny initially agreed but later resorted to emotional manipulation, including making threats of self-harm in an attempt to avoid accountability. His actions have caused severe financial strain and emotional distress. 5. *Damage to KSPCA’s Reputation & Animal Welfare*– His misconduct has not only tarnished the reputation of our organization but has also resulted in the suffering and loss of innocent animals under his irresponsible care. 6. *Police Complaint & Warning*– Due to his repeated misconduct, a formal police complaint was filed. He was remanded at the station and released with a strict warning. Additionally, he was required to work for three months without salary as a consequence of his actions. However, his behavior has not improved, and complaints continue to arise. *Public Caution:* Johnny no longer works at KSPCA, and we strongly advise against employing him in any capacity, especially in roles related to animal care, handling finances, or any position of responsibility. His actions have caused significant harm, both financially and ethically. *We want to make it explicitly clear that KSPCA is not responsible for any of Johnny’s future actions, either to himself or to others. If we become aware of him engaging in any form of animal care, veterinary assistance, or handling animals in any capacity, we will immediately file a formal complaint with the relevant authorities.* We are sharing this notice to ensure the safety of organizations and individuals who might otherwise fall victim to similar fraudulent activities. The recent surge in dog abandonment cases in Chennai has prompted the Greater Chennai Corporation (GCC) to take a decisive step in addressing the issue. TNAWB member Ms. Shruti played a crucial role in bringing this concern to the forefront. She presented a well-researched PPT to the GCC, highlighting the rising problem of abandoned pets and advocating for a more effective tracking system. Following the presentation, the GCC recognized the urgency of the matter and, during their meeting on January 30, 2025, passed a resolution to make microchipping and licensing of pet dogs mandatory. This decision aims to improve pet tracking, ensure accountability, and curb the growing issue of abandonment. Ms. Shruti’s suggestions were instrumental in the GCC’s decision, and her introduction of vendors to facilitate the microchipping process was key to the initiative’s success. The new system will collect important details about pets and their owners, including breed, age, vaccination records, and contact information. This data will be managed through a dedicated software platform, which will also help ensure annual rabies vaccinations and enable action against pet abandonment. Recently, around 225 pets have been rescued by TNAWB and other NGOs, showcasing a collective effort to tackle the growing problem of abandoned pets. However, the status of other abandoned pets remains uncertain. This initiative marks a significant achievement for TNAWB, other NGOs, and the GCC, who together are working toward creating a safer and more accountable pet care system in Chennai. To support this effort, the Corporation will invite limited e-tenders to develop and integrate the new system with its existing online pet license platform. This system will collect all necessary pet and owner details and will be accessible via a dedicated app, streamlining the process and ensuring better management of pet data.
