While we’re fairly sure Friedrich Merz will be Germany’s next chancellor — the outcome seems almost nailed on according to the polls — that’s just where the story begins, as the design of Germany’s political system means a coalition of parties is almost inevitable.
And while the overall winner of the Feb. 23 election looks boringly predictable, the makeup of the coalition is still very much up in the air.
