مجلس الخدمة العامة الاتحادي ينظم ورشة عمل حول التحول من موازنة البنود إلى موازنة البرامج والأداء ــــــــــــــــــــــــــــــــ نظم مجلس الخدمة العامة الاتحادي، اليوم الثاني من شباط ٢٠٢٥، ورشة تدريبية بعنوان "التحول من موازنة البنود إلى موازنة البرامج والأداء" في مقر المجلس، بالتعاون مع المعهد الدولي للتدريب والتطوير المؤسسي في كلية الخليج. شهدت الورشة مشاركة عدد من الكوادر المتقدمة في المجلس، لتنظيم وتطوير مهارات العاملين وتعزيز فعالية الأداء في نظام الموازنة. أعرب رئيس مجلس الخدمة العامة الاتحادي، الأستاذ محمود التميمي، عن أهمية هذه الورشة في تعزيز الكفاءة الإدارية والتخطيط الفعال في المؤسسات الحكومية. وأكد التميمي على ضرورة الانتقال إلى نموذج موازنات أكثر فعالية، مشيداً بدور المشاركين في تعزيز ثقافة الأداء والنزاهة في مجال الإدارة المالية، وبدور المعهد الدولي للتدريب والتطوير المؤسسي في تقديم هذا النوع من البرامج التدريبية التي تدعم تطلعات الحكومة في تحقيق التنمية المستدامة. تولى إدارة الورشة المحاسب المعتمد من CMA في أستراليا، الأستاذ الدكتور تقي العبدواني، الذي استعرض خلال الفعالية نتائج الورشة السابقة التي عُقدت في الفترة من ١٤ — ١٩ كانون الثاني ٢٠٢٤، سلط الضوء على الدروس المستفادة من تجربة سلطنة عمان، وما حققته من نجاحات، فضلاً عن التحديات التي واجهتها. كما تناول العبدواني الأركان الرئيسية التي تساهم في نجاح عملية التحول من موازنة البنود إلى موازنة البرامج والأداء، مع التركيز على المكونات الأساسية للتطبيق الفعّال، بدءاً من مرحلة التخطيط لتطبيق موازنة البرامج والأداء، من خلال تحديد الأهداف، الأولويات، والموارد المطلوبة. تهدف الورشة إلى تمكين المشاركين من تصميم البرامج والأنشطة وربطها بمخرجات قابلة للقياس، بالإضافة إلى تخصيص الميزانيات المناسبة لدعم تلك البرامج بفعالية. مجلس الخدمة العامة الاتحادي إرادة دولة …وإنفاذ قانون Federal Public Service Council Organizes a Workshop on the Transition from Line-Item Budgeting to Program and Performance Budgeting ——————————————- The Federal Public Service Council organized a training workshop titled "The Transition from Line-Item Budgeting to Program and Performance Budgeting" on February 2, 2025, at the Council’s headquarters, in collaboration with the International Institute for Training and Institutional Development at Gulf College. The workshop witnessed the participation of senior officials from the Council, aiming to enhance employees’ skills and improve the efficiency of budget management. In this context, Mahmoud Al-Tamimi, Chairman of the Federal Public Service Council, emphasized the importance of the workshop in strengthening administrative efficiency and effective planning within government institutions. He highlighted the need to shift towards a more performance-driven budgeting model, praising the participants’ role in fostering a culture of performance and integrity in financial management. Al-Tamimi also commended the International Institute for Training and Institutional Development for delivering high-quality training programs that support the government’s aspirations for sustainable development. The workshop was led by Dr. Taqi Al-Abdawani, a Certified Management Accountant (CMA) from Australia, who presented key insights from a previous workshop held between December 14-19, 2024. He highlighted the lessons learned from Oman’s experience in transitioning to program and performance budgeting, shedding light on the successes achieved and the challenges encountered. Dr. Al-Abdawani also outlined the key pillars for a successful transition, focusing on the core components of effective implementation from the initial planning phase, defining objectives and priorities, to allocating the necessary resources. The workshop aimed to equip participants with the skills to design programs and activities linked to measurable outcomes while ensuring appropriate budget allocations to support these initiatives efficiently.
