مجلس الخدمة العامة الاتحادي ينظم ورشة عمل حول “المسؤولية المدنية للموظف العام بين الفهم والتطبيق” —————————— في إطار تعزيز الوعي القانوني والإداري للموظفين الحكوميين، نظمت دائرة التطوير الإداري / قسم التدريب والتأهيل في مجلس الخدمة العامة الاتحادي، ورشة عمل متخصصة بعنوان “المسؤولية المدنية للموظف العام بين الفهم والتطبيق”. شهدت الورشة حضور عدد من موظفي الدائرة، واشتملت على محاضرة تفصيلية قدمتها القانونية زهراء حكمت جعفر، حيث استعرضت خلالها أهمية إدراك الموظف العام لحدود مسؤوليته القانونية داخل مؤسسات الدولة، وذلك بهدف تفادي الأخطاء الإدارية والقانونية التي قد تؤثر على سير العمل الحكومي. تناولت الورشة مفهوم المسؤولية المدنية للموظف العام، والتي تتعلق بالمخاطر القانونية التي قد تترتب على الموظف نتيجة تصرفاته أثناء أداء مهامه الوظيفية، لا سيما تلك التي تتسبب في إلحاق ضرر بالغير. كما تم تسليط الضوء على الأطر القانونية والإدارية التي تحكم هذه المسؤولية في الأنظمة القانونية المختلفة، مع التركيز على تطبيقاتها العملية والآثار القانونية الناجمة عنها. وأكدت الورشة على أهمية التوعية المستمرة للموظفين في المؤسسات الحكومية، وضرورة الاطلاع على التشريعات والضوابط القانونية التي تحكم مسؤولياتهم الوظيفية، وذلك لضمان التزامهم بالقوانين النافذة وتحقيق الإدارة الرشيدة في مؤسسات الدولة. مجلس الخدمة العامة الاتحادي إرادة دولة … وإنفاذ قانون Federal Public Service Council Organizes Workshop on "Civil Liability of Public Employees: Between Understanding and Application" ————————————- In an effort to enhance the legal and administrative awareness of government employees, the Administrative Development Directorate/Training and Qualification Department of the Federal Public Service Council organized a specialized workshop titled "Civil Liability of Public Employees: Between Understanding and Application." The workshop was attended by several department employees and featured a detailed lecture delivered by legal expert Zahraa Hukmat Jaafar. During her presentation, she emphasized the importance for public employees to understand the limits of their legal responsibilities within state institutions, aiming to prevent administrative and legal errors that could adversely affect government operations. The workshop addressed the concept of civil liability for public employees, focusing on the legal risks that may arise from actions taken while performing official duties, particularly those that result in harm to others.
