**The Palestinian Authority Continues to Incentivize Terrorism in Defiance of International Law**
Since 2018, the Palestinian Authority has paid over 3.7 billion shekels to terrorists and their families as part of its "Pay-for-Slay" policy. The Taylor Force Act, enacted in response to the 2016 murder of Taylor Force, states that these payments incentivize terrorism, yet the Palestinian Authority persists with this policy, even at the cost of severe financial crises.
Lt. Col. (res.) Adv. Maurice Hirsch, researcher at the JCFA, writes: "An entity that pays enormous sums to terrorists as a reward for their participation in terrorism cannot be considered a partner for peace. Such an entity must be recognized for what it is—a terror-sponsoring organization."
