Secondly, leak will only take place at sea. Leak in port nahin up sakta because as cargo comes in, the IG pressure goes up and you vent via Mastriser.
Leak means IG pressure is dropping. That’s fine because IG pressure zero is also not unsafe. Cargo is still padded.
First of all check water level. Top up if necessary. Check pressure holding.
Alternate could be leak in pipeline. This is where zero IG pressure helps. Loosen and blank off.
Meanwhile in both cases, you will ask ER to start IG plant. You will have to top up IG pressure carefully.
Also remember, some ships, based on pipeline layout, have IG line isolating valves in all tanks and they have a PV valve for each tank. In those ones, isolate each tank asap to maintain pressure in those tanks and separate the leaking PV breaker section.

As per ISGOTT 7.3.3.2 :. _A loading rate based on a linear velocity of 12 metres/second for loading non-static accumulator cargoes and also for loading static accumulator cargoes into inerted tanks. This velocity is provided for guidance only and is generally considered as a rate above which pipeline erosion may occur at pipe joints and bends._
You can convert velocity times pipeline area times (second to hour conversion) to obtain intake rate per manifold. Time per manifold lines and you have loading rate.
Practically from CP rate, offloading with COW possible within 24 hours. So loading is faster but designed at this rate.
