Rebate is provided for 12 lacs worth of Income. Other than capital gains . So if a person whose income is more than 12 lacs and 12.75 lacs in case of salaried individuals will not have to pay tax. So if income is more than 12 lacs and 12.75 lacs respectively, tax will have to be paid from 4 lacs.
