Background
Zim-TTECH is seeking highly qualified and experienced applicants to be considered for the above-mentioned position. Zim-TTECH is a registered Private Voluntary Organization (PVO 125/23). Its activities occur primarily in the technical areas of health system strengthening; epidemiology and strategic information strengthening, health workforce development; operations research and evaluation; and prevention, care, and treatment of infectious diseases.
Position Summary
The position reports to the DREAMS Monitoring & Evaluation Manager and is responsible for DREAMS, Community Interventions program monitoring and evaluation activities using the PEPFAR monitoring, evaluation, research, reporting and learning (MERRL) framework and related indicators. The position entails the generation and reporting of high-quality DREAMS program, community interventions data through adherence to PEPFAR data quality and ensuring that data is collated, analyzed and reported in a timely manner. The successful candidate shall also develop DREAMS community intervention log frames, results frameworks, performance monitoring plans (PMPs), and design Theories of Change (TOCs) and related MERRL and research tools.
*Duties and Responsibilities*
Responsibilities
• Leading the DREAMS program community interventions’ development of information systems for routine data collection and analytics including robust systems to monitor referrals and linkages to post violence nonclinical services.
• Collecting, aggregating and reporting data into the DREAMS DHIS2 central database and overseeing performance monitoring of PEPFAR secondary program completion and saturation.
• Ensuring alignment of monitoring and evaluation activities to programs MERRL frameworks and plans, log-frames, PMPs, theories of change, data quality standards and guidelines.
• Spearheading the monthly data quality assessments (DQAs) based on the PEPFAR data quality dimensions.
• Offering remedial solutions where errors are identified in data by addressing these at the point of service delivery as well as in the reporting systems as soon as possible with all data fed into the DREAMS DHIS2 or other data repositories available to the program which include CommCare.
• Conducting On-Site Data Verification (OSDV) visits in liaison with the data team using standardised MERRL tools.
• Managing DREAMS program community interventions data at districts level to ensure that data is accurate; is correctly and timely captured into the relevant DREAMS DHIS2 and CommCare database.

• Ensuring that reporting and other MERRL tools are correctly, utilized by district teams.
• Providing evidence informed capacity building needs for staff on data management.
• Capturing, cleaning, verifying, and validating data in DREAMS DHIS2 and other reporting templates, flagging and correcting data inconsistencies before making weekly, monthly and quarterly reports.
• Conducting routine analyses, visualization of DREAMS community interventions program data and cascades across core indicators to enable data driven programming including onsite-data-verification and continuous quality improvement to monitor data quality.
• Tracking performance against annual targets and reviewing performance with district level staff.
• Working closely with Zim-TTECH, MoHCC, NAC, MOPSE and other stakeholders, to track and report both challenges and outcomes of various interventions implemented in the program.
• Conducting compliance MERRL checks with all partners; and ensuring the complete and correct up-to-date maintenance of DREAMS community interventions MERRL files, and other relevant files, on a monthly basis.
• Attending and participating in organisational meetings, including program inception and strategic meetings.
• Ensuring the timely, quality, informative, detailed, verified and complete reports submission to key stakeholders on a monthly, quarterly, and yearly basis; and as and when requested to do so.
• Perfoming any other duties as assigned by the supervisor.
*Qualifications and Experience*
Qualifications, Skills and Experience
• Minimum of a degree in Statistics/Operations Research/Economics/Information Systems/Social Sciences or related.
• Master’s degree in Biostatistics/Population Studies/Statistics or any relevant field is an added advantage.
• Minimum of 4 years’ relevant experience in spearheading MERRL/SIE support for community HIV/ SRHR related programs.
• Advanced computer literacy skills including the use of DHIS2, CommCare, Kobo, SPSS/STATA/SAS, Excel and Access, and MERRL mobile applications.
• Excellent communication including writing, reporting and documentation skills
