It does NOT say ECDIS must be PMN (Primary Means of Navigation) SOLAS then says if ECDIS is PMN, then backup must be ECDIS. So whether ECDIS is PMN can be confirmed visually in bridge (2xECDIS) supplemented by confirmation in Form E. (ECDIS listed as PMN). If you see Paper and ECDIS in wheelhouse, you know ECDIS is not PMN and can confirm from Form E. === You could say Form E directly but how many CO have certificate file access on joining? Better to say requirements, what you see and then confirmation from Certificate. ECDIS can meet nautical chart requirement 2.1.5 says backup required if (2.1).4 is met partly or wholly by electornic means === Nowhere it says you MUST have two ECDIS to meet carriage requirements. It can be: 1. paper charts (2.1.4) as *PMN* + ECDIS (2.10) *OR* 2. ECDIS as *PMN* (2.1.4 + 2.10) + ECDIS BACKUP (2.1.5) In case 1 above, the requirements of 2.1.5 dont kick in because carriage requirement is met wholly by non-electornic means.
