Charlie Dam, located in Village 17, Nyabane, under Headman Sikhathini, suffered a catastrophic breach in the early hours of Monday, 17 February 2025. Although over 20 years old, the dam had only burst once before, in 2023, prompting villagers to fund repairs to its wall in 2024, given its vital role in the community. The communities of Wards 1 and 17 are struggling to come to terms with the loss of Charlie Dam, their primary water source for livestock and wildlife. As Mpumelelo Somfula, a Ward 17 resident, explained, the dam supported over 3 000 cattle from various villages, and its collapse has shattered plans for a new irrigation scheme. The disaster has sent shockwaves through the community, with villagers fearing that other dams could also give way due to the relentless heavy rains. Of particular concern is Nunu Dam, a critical water reservoir for Ward 17 villagers, rebuilt in 2022 at a cost of over R270 000. With all dams in the area reaching full capacity, villagers are now racing against time to reinforce and maintain dam walls to prevent further catastrophes. Bulilima District Development Coordinator, Mr Onisimo Togara, described the situation as a major setback for the community. “It’s a huge blow to the communities who relied on the dam for farming. We are appealing to well-wishers to assist with rehabilitating the breached section so that villagers can continue benefiting from this vital water source. Assessments are underway to establish the total cost of the damage,” said Mr Togara. The Chronicle ..... *DRC crisis: 3 mediators appointed* (Herald) The SADC and East African Community (EAC) joint process has appointed three eminent former African leaders to facilitate efforts to find lasting peace in the Democratic Republic of Congo (DRC) where hostilities between Government forces and rebels have resulted in the death of thousands of people and left millions homeless. Diplomatic engagements and consultations between the two blocs have seen the appointment of former Kenyan leader Uhuru Kenyatta, former leader of Nigeria Olusegun Obasanjo and former Prime Minister of Ethiopia Hailemariam Desalegn Boshe as mediators in the conflict that was threatening to suck in the whole Great Lakes region until the intervention of SADC Chairman President Mnangagwa and other African leaders. The appointment of the three leaders is a culmination of a joint EAC-Sadc summit, co-chaired by President Mnangagwa and his Kenyan counterpart William Ruto, in Tanzania which deliberated on the conflict in Eastern DRC pitting armed M23 rebel groups against Government forces backed by some Southern African countries under the SADC Mission in the DRC (SAMIDRC). In a statement, the Joint EAC/Sadc said President Mnangagwa and President Ruto continued engagement efforts following the summit held in Tanzania early this month which saw the appointment of the three leaders as facilitators. “His Excellency Dr Emmerson Dambudzo Mnangagwa, President of the Republic of Zimbabwe and Chairperson of SADC and His Excellency, Dr William Samoei Ruto, President of the Republic of Kenya and Chairperson of the EAC have continued engaging on the progress in restoration of peace and security and in consultation with SADC and EAC Heads of State and Government have agreed on the appointment of HE Uhuru Muigai Kenyatta former President of the Republic of Kenya; H.E Olusegun Obasanjo, former President of the Federal Republic of Nigeria; and HE Hailemariam Desalegn Boshe, the former Prime Minister of the Federal Democratic Republic of Ethiopia as Facilitators of the EAC-SADC peace process (the merged Luanda and Nairobi processes) in Eastern DRC,” reads the statement. “Preparatory Meetings of the EAC Chiefs of Defence Forces (CDFs) from EAC Partner States were held in Nairobi on 21st February 2025 to discuss the ongoing security situation in the eastern Democratic Republic of Congo (DRC). The Meeting of the SADC Chief of Defence Forces on the same subject also convened in Dar es Salaam, Tanzania. The meetings followed a directive from the joint EAC-SADC Heads of State Summit on 8th February 2025 in Dar-es-Salaam, Tanzania. Prior to the meeting the EAC, Defense Experts Working Group held two days of discussions on the situation in Eastern DRC. The meeting was guided by six key directives: Immediate and unconditional ceasefire and cessation of hostilities, provision of humanitarian assistance, opening of main supply routes, development of a securitisation plan for Goma and surrounding areas; and immediate reopening of Goma Airport and advice on other facilitative interventions.” The DRC map. —Source: Wires Yesterday, a joint EAC-SADC Chiefs of Defence Forces Meeting was held in Dar es Salam, Tanzania, preceding the Joint Ministerial Meeting scheduled for February 28. “The meeting is expected to work on the details of the ceasefire. Considering the above developments, all actors are urged to observe the ceasefire announced by the EAC-SADC Summit, and the M23 and all other actors are called upon to cease any further advancements in Eastern DRC and to observe and abide by an immediate ceasefire. The Joint EAC-SADC process is actively seized of the peace process in the Eastern Democratic Republic of the Congo,” reads the statement. Conflict between Government forces and M23 armed rebels have escalated over the past months with the armed groups taking control of large swathes of the resource-rich Eastern DRC including the provincial capital Goma. Last Friday, the United Nations Security Council unanimously adopted a resolution that strongly condemned the ongoing offensive by M23 rebels in the eastern DRC. The Security Council demanded that the M23 immediately cease hostilities, withdraw from all areas that it controls, “and fully reverse the establishment of illegitimate parallel administrations in the DRC territory.” The UN body called on the Rwanda Defence Forces to stop supporting the armed group and immediately withdraw from Congolese territory “without preconditions.” It reiterated the urgent appeal for all parties to conclude an immediate and unconditional ceasefire, as called for by leaders from EAC and SADC. Herald ........ *Varakashi Start Persecuting Journalist Who Asked Chiwenga Hot Question* (ZimEye) Bulawayo, Zimbabwe – February 25, 2025 | A wave of online harassment has erupted against journalist Annahstacia Ndlovu after she posed a pointed question to Vice President Constantino Chiwenga during the 21st Movement function in Bulawayo last Friday. The online group, identifying themselves as “Varakashi,” has launched a coordinated campaign of abuse, trolling, and intimidation against Ndlovu, in a development that raises concerns over press freedom and the safety of journalists in Zimbabwe. Annahstacia Ndlovu Ndlovu’s question, which touched on the contentious issue of extending President Emmerson Mnangagwa’s rule until 2030, seemed to ignite the backlash. On the sidelines of the event, she briefly asked Chiwenga for his thoughts on the growing calls for Mnangagwa to remain in power, a query that was met with a diplomatic response from the Vice President. However, the fallout online was swift and brutal. Screenshots of the attacks circulating on social media reveal a barrage of derogatory comments and threats aimed at Ndlovu. The Varakashi group, known for aggressively defending the ruling party and its leadership, has targeted her with accusations of being anti-government and promoting a hostile agenda. Media advocacy groups and human rights organizations have condemned the harassment, calling for immediate action to safeguard Ndlovu and ensure her freedom to perform her journalistic duties without fear. “These kind of threats nd intimidation of journalists doing their duties must be strongly condemned . Faceless thugs stay away from our media guys. Safety and Security of journalists under threat,” said Media Centre Masvingo in a Tweet. Ndlovu has not yet released a public statement regarding the harassment, but colleagues have expressed concerns over her safety and well-being. Calls are growing for law enforcement agencies to investigate the threats and hold perpetrators accountable. This incident comes at a critical time when Zimbabwe’s political landscape is under intense scrutiny, with debates over leadership succession and governance reform taking center stage. The government has not yet commented on the online abuse directed at Ndlovu. ----- *War veterans agree with Geza* (B24) A growing faction of Zimbabwe's war veterans is throwing its weight behind Zanu-PF central committee member Blessed "Bombshell" Geza's call for President Emmerson Mnangagwa to step down, as discontent surges within the ruling party's traditional support base. The War Veterans Pressure Group (WVPG) has added its voice to the mounting criticism of Mnangagwa's leadership, accusing his administration of stifling dissent, violating the Constitution, and abandoning the principles of the liberation struggle. Geza's recent scathing rebuke of Mnangagwa's governance, which reportedly forced him into hiding, has sparked widespread debate. The WVPG's endorsement of his sentiments underscores deep-seated frustrations among former freedom fighters who feel betrayed by the government they helped install. "To that end, our perception of the situation in the country resonates with that expressed by comrades, specifically Cde Geza and war-time commanders who are demanding change," the WVPG declared in a statement. The pressure group painted a bleak picture of Zimbabwe's current trajectory, accusing authorities of widespread corruption, economic mismanagement, and policies that erode the gains of independence. The veterans described the country as being "adrift in a sea of kleptocracy and lawlessness," warning that Mnangagwa's leadership dishonors the sacrifices made during the liberation war. A key grievance is the government's decision to compensate white former farmers whose land was seized during Zimbabwe's land reform programme. In 2019, Mnangagwa's administration agreed to pay US$3.5 billion in compensation for farm improvements, and recently, Finance Minister Mthuli Ncube announced that US$40 million would be paid to 94 former farm owners over the next two years. The WVPG denounced this move as a betrayal, particularly since some former white farmers are now being allowed to reclaim their properties. The veterans also took issue with Mnangagwa's land policies, which require them to purchase land titles for farms they helped reclaim. Citing sections 293(3) and 295(4) of the Constitution—both of which mandate parliamentary approval for such decisions—the WVPG accused the government of bypassing legislative oversight. The controversial proposal to extend Mnangagwa's term by two years under the so-called "2030 Agenda" also came under fire, with the veterans dismissing it as an unconstitutional attempt to cling to power. Their frustrations are not new. The WVPG recalled a 2021 incident in which 39 members were arrested while delivering a petition demanding that the government implement a court ruling awarding war veterans a US$2,000 monthly pension. The charges were dropped three years later due to lack of evidence, but the veterans say the ordeal reflects the state's authoritarian tactics. The group is demanding sweeping reforms, including economic interventions to combat rising prices and inequality, anti-corruption measures, and compensation for victims of the 1980s Gukurahundi massacres. They also want properties seized from the Zimbabwe People's Revolutionary Army (ZIPRA) returned and greater citizen control over the country's natural resources. Veterans of the Liberation Struggle Minister Monica Mavhunga was unavailable for comment. Meanwhile, exiled former Zanu-PF political commissar Saviour Kasukuwere has weighed in, warning that Mnangagwa's presidency is on borrowed time. Speaking from South Africa, Kasukuwere suggested that losing the war veterans' support could be politically fatal. "Once those war veterans say your job is done, that's the end. He's hanging around, but the truth of the matter is he's gone. The most critical branch in Zanu-PF is that thing called the war veterans," Kasukuwere said in an HStv interview. His comments come as some war veterans push for a nationwide shutdown to force Mnangagwa out. The movement is spearheaded by Geza, who denies allegations that he is working on behalf of Mnangagwa's deputy, Vice President Constantino Chiwenga. Authorities have since declared Geza a wanted man on multiple charges, including incitement to commit public violence, undermining the authority of the president, vehicle theft, and fraud. However, his supporters argue that the charges are politically motivated, aimed at silencing dissent. As tensions rise, it remains to be seen how Mnangagwa's government will respond to the growing pressure from a faction that once stood firmly by his side. -------- *G40, Opposition plot to fight pro-ZANU PF clergyman* (B24) by Gideon Madzikatidze A foiled ploy to embarrass all clergymen aligned to ZANU-PF has been exposed, with this weekend's smear campaign to distract Destiny of Africa Network boss, Reverend Obediah Musindo at a local hotel being a testimony on how church leaders have become victims to cyber-bullying and abuse by women. Despite visible harassment and embarrassment by the women (allegedly) from one of Zimbabwe's opposition political parties and some Generation40-aligned (G40) activists and influencers, Reverend Musindo remained calm and unshaken. Speaking during an interview with Bulawayo24News after the incident, Musindo claimed that everything was planned to tarnish his name after he successfully defends ZANU-PF leadership and other prominent people aligned to the ruling party whom social media activists were claiming are too corrupt and liable for the country's economic comatose. "It was during the morning that I warned some activists who are members of social media (WhatsApp) platform titled Zimbabwe We Want. They claimed that Zimbabwe's top three leaders are too corrupt and use Wicknell Chivhayo, Scott Sakupwanya, Paul Tungwarara, among other prominent personalities to shield their corrupt activities and that is when I warned them against demonising and disrespecting the country's leadership," Musindo explains. "One of the ladies initially approached me without concealing her intentions and begs if I could assist her with some money to start a project. I advised her to register her name with our offices tomorrow, but in few moments, she threatened me with unspecified actions before grabbing my iPad and an iPhone, and from nowhere, other opposition Members of Parliament joined in publicly abusing me," Musindo added. "They made false accusations, physically and emotionally abuse myself whilst their backers were recording videos. Just some few minutes after the incident, one social media influencer named Malcolm sends a message on my other WhatsApp number claiming that he had finally managed to deal with characters who defended corrupt ZANU-PF leaders," Musindo added. "I thought it was over when they removed me from their WhatsApp group, but from the moments I received various messages from the activists promising to unleash more violence and public embarrassment for defending ZANU-PF party. Like what they said, I am a victim of defending our country's leadership and prominent philanthropists like Wicknell Chivhayo, Presidential advisor, Paul Tungwarara and Scott Sakupwanya, hence they make false accusations against me," Musindo said. Information gathered from arguments and accusations (conversation screen shots) made before the hotel incident were that, several activists denounced President Mnangagwa, his deputies and other prominent business men as accomplices of corruption, and that is when Reverend Obediah Musindo warned them against implicating the revolutionary party leaders from crimes they did not commit. "Get away Mudhara iwe hapana zvine musoro zvauri kutaura ...Zanu PF is not a church ministry and we will never tolerate zvinhu zvisiina basa when people are stealing because you want to side with Chivhayo, Tingwarara and Scott. These people are plundering national resources while people die daily in hospitals nekuti hamuna mushonga and u expect people to be civil about it ...that's nonsense ...that's not what our war veterans fought for," Malcolm said. "You can't say you are genuine about dealing with corruption and come out defending Chivhayo, hatitereri tsvina dzakadaro because ndezvekupenga izvo," Malcolm added. "We will deal with you today and have the capacity to embarrass you. We know we can find you and it's easier for us to get rid of you," Malcolm added. Of late, several clergymen have been victims of cyber-bullying for their public allegiance to ZANU-PF. Some opposition political parties and factions have abused and extorted various clergymen by taking advantage of their proximity to those in power or authority. Musindo's public defence for Mnangagwa, Chiwenga, Mohadi, Chivhayo, Tungwarara and Scott Sakupwanya has been one of the testimony on how clergymen are suffering from abuse by women and policians (especially women) who fabricate criminal charges in an effort to extort them. The WhatsApp group that saw Musindo being removed is allegedly manned by G40 elements and some members of the opposition. Source - Byo24News ---- *Tungwarara fails to impress ex-combatants, event flops* (B24) by Gideon Madzikatidze/Simbarashe Sithole President Emmerson Mnangagwa's advisor, Paul Tempter Tungwarara has suffered another embarrassment after failing to lure more war veterans in Harare this Tuesday, with his teams distributing regalia amongst members from ZANU-PF affiliates and parade them to fill vacant seats thereby portray them as genuine veterans of the liberation struggle. Some war veterans had to snub the launch of their (war veterans) purse top-ups event under the banner of 'Presidential War Veterans Fund' citing an unprofessional screening process by the main entrance, starvation and nepotism in beneficiary selection. "Hakuna muWar Vet anopfeka twuma jean twunobata netwuhembe twunobuditsa makuvhu panze kana twuzvikabudura twakangobvarukabvaruka. We have never had war veterans who wear bum shots, skinny jeans and crop-tops in Harare. Some ladies and gentlemen from Young Women for Economic Development, Hairdressers for Economic Development, Nurses for Economic Development, Widows for Economic Development, Men BelievED, Varakashi for Economic Development, among others)," one of the war veteran from Harare said. "Hapana zvazvinobatsira kuswedzwa muzuva ndakamirira chiupfu nezvimafuta takarwa hondo handivhunduke cooking oil kana zvimari zvekubvutidzana zvisingachinje raramo kana magariro edu isu (It does now work for us to be waiting for long period of times waiting to receive a small donation consisting a 10 kg and 2 litre cooking oil or scrambling for little money. The donation should be meaningful and sufficient to transform our lives sustainably," the war ver added. "Ah zvinoita kunge vanhu vari pajeri kana kutariswa nemuhasvato nemumbabvu kunge takataura zvombo. Kupinda mukati kwanga kuchirwadza kukunda kubudamo vamwe vatodzokerera pamukova (We were also subjected to indirect torture during the screening and security check process. It was more difficult to get into the room and some were turned away by their deliberate actions to frustrate some war veterans," the war veteran added. The Presidential war veterans fund was initially scheduled to start in the morning, but attendees had to be addressed after around 14:05. Tungwarara is linked to a series of scandals ranging from extortion, bad debts, name-dropping, tenderpreneurship, among others. Tungwarara recently received backlash for trying to buy war veterans silence through construction of matchbox-sized shacks in Manicaland. In Blanket, Tungwarara mainly donated high-tech smartphones to ZANU-PF information and digital social media commissars and activists under Varakashi4ED banner masqueraded as accredited journalists, with only two journalists from state-controlled media benefiting from the digital gadgets bribery scam. One of the criminal charges pressed against Tungwarara include swindling an Indian investor, Razaa Jishan, amount totalling to US$2.3 million, a scam from which he allegedly sold a property he did not own and failed to deliver on promises, including work permits and licenses for Jishan's proposed business in Zimbabwe. In another related case, Tungwarara has another pending police complaint by a man who claims he defrauded him of $300,000, a charge the complainant claims he (Tungwarara) used his political links to suppress police investigations. Source - Byo24News ..... *Economy at critical juncture: Economists* (Newsday) Business By LEE MUSAIDZI | Economist Chenayimoyo Mutambasere ECONOMISTS have warned that the economy is at a critical juncture, requiring stability through predictable policies, controlled inflation and a stable currency that fosters confidence among businesses and individuals. The warning comes as businesses are choking with some opting for corporate rescue while others are closing branches due to high taxation, poor utility service delivery, exchange rate volatility and policy inconsistency. The Reserve Bank of Zimbabwe’s plan to foster stability in the economy involves policy strategy focusing on price, currency and exchange rate stability. “Confidence is built over time when businesses and individuals see consistency in economic policies. Stability means predictable policies, controlled inflation and a currency that holds its value,” economist Chenayimoyo Mutambasere told NewsDay Business. “The issue of a multicurrency must be addressed. Having a local currency now hardly seems to be the right thing to do especially given the country is a net importer with dwindling reserves. Policy thrust must be focused on stability first.” She proposed addressing the multicurrency issue, focusing on stability, controlling money supply growth without causing a cash crunch and ensuring government borrowing was not inflationary. Mutambasere said there was need for a true market-determined exchange rate and called for a more transparent foreign exchange system to reduce speculation and volatility. Economist Stevenson Dhlamini echoed Mutambasere sentiments, saying most Zimbabweans collective memory of economic trauma “requires extended periods of stability to overcome”. “The government should prioritise monetary discipline (money supply growth), fiscal discipline (low budget deficits) and institutional framework strengthening to foster confidence.” He said the central bank was trying to stabilise prices, protect the currency’s value and manage exchange rates. “I recommend interest rate targeting with clear forward guidance and open market operations calibrated to local market conditions that the bank honours timeously to bring price stability,” Dhlamini said. “For currency stability measures, I recommend a structured de-dollarisation programme (similar to Peru’s model), building foreign exchange reserves and a clear communication strategy to create a buy-in.” For exchange rate stability, he called for a managed float system. Economist Vince Musewe said politics played a role in ensuring economic stability. “We must, however, remember that monetary policy is only part of a cocktail of measures that builds confidence. Politics also plays a significant role,” he said. “Stability is about the value of money, yes, but also about consistent policies, effective leadership and accountability, transparency, rule of law and fighting corruption.” ------ *Journalism is not a crime, free Mhlanga.* (Byo24News) by Leonard Koni It is savage and an attack on the free press that Blessed Mhlanga is being held in custody. The media's mission is to amuse, educate, and inform. Without fear, harassment, or intimidation, the media should be free to fulfil its constitutional job. Gagging and choking the fourth estate are once again the regime's frightening strategies. Mr. Government, journalism is not a crime. There was no crime committed by Blessed Mhlanga. When Emmerson Mnangagwa ousted the late Robert Mugabe from office in 2017, his campaigners also employed the same Alpha Media Holdings, but no one was arrested. Blessed Geza is a Zanu-PF central committee member. He could have used the ZBC channel to express his ideas, but he realised the institution had been controlled and he would not have the opportunity; instead, he chose Alpha Media Holdings. Thus, the beauty of media plurality. He is the result of the pressers that Christopher Mutsvangwa and his group put on him. Newsday covered them before, during, and after the coup, so why is Mhlanga being arrested now? Mhlanga was simply a conduit for Blessed "Bombshell" Geza's message, which recently called on President Emmerson Mnangagwa to resign, citing a slew of claims. It is completely ludicrous to accuse him of sending data communications that promote violence in violation of Section 164 of the Criminal Law (Codification and Reform) Act, Chapter 9:23. The Zanu PF administration has threatened to kill Nelson Chamisa, but no one was arrested. This is nothing compared to what we have seen. The law's selective application is still in place. Zimbabwe has now become a banana republic. The cycle continues when they refuse to release him on bond, which leads to his extended detention until the case is dismissed for lack of evidence, but one would have been imprisoned. There is a siege of the media. A country must expand its media landscape and permit the free exchange of opposing viewpoints in order to further its growth. Threatening members of the media or journalists is a surefire way to fail in any democracy. The prevailing peace has been hailed as critical in luring economic investments in the country, with the Zimbabwe National Army committing towards the cause. Chief Witnessing Officer during the leadership handover takeover ceremony at the Mechanised Brigade Headquarters at Inkomo Barracks this Tuesday, ZNA Commander Lieutenant General Anslem Sanyatwe rallied the uniformed forces to remain vigilant in maintaining peace and security in the country. He said, “The people of Zimbabwe have high hopes and expectations for a better future and as the Zimbabwe National Army, we should ensure that the conducive and peaceful environment prevails so that all government developmental programmes are carried out without any hindrance. “Citizens of this nation and its visitors alike should enjoy a sense of belonging and security in this beautiful country. We should all therefore understand the government’s vision for development in its entirety to contribute meaningfully in improving the lives and security of our people. In this regard, the modernisation of the ZNA’s capabilities is one of my priorities despite the prevailing economic challenges.” The incoming and outgoing commanders of the mechanised brigade emphasised the need for discipline within the national army. Mechanised Brigade Headquarters’ Incoming commander Brigadier General Rabhani Nikisi said, “I also want to appreciate the support that we continue to enjoy and get from traditional leaders. I want to pledge my support in augmenting their efforts to safeguard our national heritage. I urge you all to assist in the maintenance of peace that has become synonymous with our region.” “We remained resourceful, orderly, and prudent in the way we utilised resources in all our endeavors to address the challenges in the province. We shunned corruption and dealt with untoward behaviour of whatever form and magnitude without fear or favour. “Under my guidance, this formation remained resolute and steadfast in our fight against the scourge of drug and substance abuse. It remains our commitment that those who want to defend the sovereignty of this beloved nation must never partake in such nefarious activities,” Outgoing commander Major General Josphat Kudumba stated. Meanwhile, Lieutenant-General Sanyatwe also urged the uniformed forces to lead by example in shunning drug and substance abuse. ..... *Zimbabwe Diamond Guards Accused of Killing “Scores of Citizens”* (The Zimbabwean) (IDEX Online) - Security guards working for the government-owned Zimbabwe Consolidated Diamond Company (ZCDC) have killed "scores of citizens in cold blood," according to a coalition of Zimbabwean civil society organizations. They also accuse the ZCDC of torturing artisanal diamond miners in the Marange diamond fields, as a punishment for alleged illegal mining. In a press statement (published on 14 February) they highlight the case of Abel Mutindindi, described as “the latest victim to die at the hands of ZCDC guards”. They say he was chased, beaten and had dogs set on him as he panned for diamonds on 28 January. Eight groups, including the National Mine Workers Union of Zimbabwe, Zimbabwe Artisanal Miners Association and Zimbabwe Diamond Workers Union call on ZCDC to publicly acknowledge their culpability in Mutindindi’s death. They make a series of additional demands, that includes sending all ZCDC security personnel for human rights training, and conducting a voluntary human rights audit to understand the extent and nature of ZCDC human rights violations. In response to the allegations, ZCDC spokesperson Sugar Changonda said: “I wish to acknowledge receipt of your communication, however, please note that this matter is being handled by the ZRP (Zimbabwe Republic Police) who are carrying out investigations. In this scope, it is appropriate that we refer you to them.” The ZCDC started operations in February 2016 as part of a government initiative aimed at enhancing transparency and accountability in the diamond sector. Zimbabwe, the world’s seventh biggest diamond producing nation, recorded an output of 4.9m carats, according to Kimberley Process data for 2023, valued at $303m. It exported 5.6m carats valued at $297m. In 2023 the US sanctioned Zimbabwe’s President Emmerson Mnangagwa for human rights abuses, corruption and smuggling gold and diamonds. Mnangagwa, 81, who has held office since 2017, insists the claims against him are “defamatory” and “malicious”. © The Zimbabwean 2005 - 2025 ----- *Prosecutor acquitted of criminal abuse of office* (NewsDay) PROSECUTOR Tapiwa Kasema, who was arrested for consenting to the bail for four alleged armed robbers led by Musa Taj Abdul, was yesterday acquitted by Harare magistrate Taurai Manuwere after a full trial. Manuwere ruled that the State failed to prove that Kusema received money from the robbers, adding that no evidence was adduced to the effect that a transaction took place. It was alleged that on August 24, 2020, Abdul, Tapiwa Rudolf, Godfrey Mupamhanga and Douglas Mutenda were arrested in Beitbridge over a spate of murders and armed robberies committed around Zimbabwe. On August 25, they were taken to court facing 53 counts of armed robbery, where they were denied bail and remanded in custody. The court heard that on an unknown date in December 2020, Abdul applied for bail and the National Prosecuting Authority assigned Kasema and two other officers to represent the State. On December 8, Kasema allegedly consented to the bail without following procedure. The court heard that the offence came to light after the Central Investigations Department Homicide Division queried the release of the applicants on bail by the High Court on December 11, 2020, and Kasema was cited for unlawfully consenting to the release of the accused. A report was made to the police leading to Kasema’s arrest. ©2025. NewsDay Zimbabwe. ---- *Relief as dam levels increase* (Newsday) WATER levels in dams across Zimbabwe have risen in response to rains received nationwide with some reservoirs reaching full capacity, offering relief after months of water insecurity. Most major dams have also seen notable increases, bolstering water reserves for agriculture and domestic use in the country with reservoirs such as Lake Mutirikwi and Silalabuhwa Dams now at 100% capacity, signalling a strong recovery. Other key reservoirs, such as Manyuchi (99,5%) and Tugwi-Mukosi (96%) have also reached significant levels. However, some dams remain at critically low levels, raising concern over water supply in certain regions including Bulawayo and the Matabeleland region with Inyankuni Dam at 9,8%, Lower Ncema being among the lowest at 7% while Upper Ncema (35,2%) and Mzingwane (33,3%) are also struggling despite the favourable rains. In the Mashonaland region, Mazowe (32,8%) remains below optimal levels, prompting calls for continued monitoring and conservation efforts. On a positive note, several dams have recorded substantial water retention, including Zhovhe (92,6%), Masembura (93,1%), and Arcadia (82,6%). Urban supply dams such as Chivero (73,2%) and Upper Insiza (75,4%) indicate stable conditions for major cities like Harare and Bulawayo. In an interview with NewsDay yesterday, Zinwa spokesperson Marjorie Munyonga yesterday said the national dam level average had risen to 85,8%. “Water levels in the country’s major dams remain on an upward trend on account of the rains being received in different parts of the country. As of February 24, 2025, the national dam level average had risen to 85,8% with the dams gaining a cumulative 28,9% since December 19, 2024,” she said. “This is 18,3% higher than the 10,6%, which the dams gained during the same period in the past season. The country’s two largest inland water bodies, Tugwi-Mukosi and Mutirikwi, which are both in Masvingo are already full and spilling.” Munyonga said improved dam levels marked a significant recovery from recent dry spells that threatened agricultural productivity and water supply. “Dams in Matabeleland North province had the highest percentage gains in terms of inflows at 66,1%, followed by dams in Bulawayo province with 44,4%. Mashonaland East province has so far recorded the least inflows of 5%, followed by Mashonaland West whose dams gained a cumulative 8,1% since December 19, 2024. The gains are expected to improve as more inflows are anticipated,” she said. Munyonga called on communities downstream of dams to be on high alert, monitor the movement of children and livestock as well as ensure that all water abstraction equipment along river channels is removed or properly secured. ----- *Duo arrested with gun at ED function* (Newsday) TWO men were arrested after being found with a gun at a function presided over by President Emmerson Mnangagwa in Beitbridge on Monday this week. Alexander Simbarashe Mutendera (40) and Emmanuel Nyamarebvu (50), employed by the Zimbabwe Consolidated Diamond Company (ZCDC) as chief finance officer and driver, respectively, were remanded to March 19 for trial on US$100 bail each. They were charged with possession of a firearm without a licence. Their lawyer Jabulani Mberesi of Tavenhave and Machingauta said the two were pleading not guilty and would argue that the alleged firearm was a blank pistol used to scare away animals at a farm. Beitbridge resident magistrate Takudzwa Gwazemba, in granting bail, said the State failed to present reasonable grounds for bail denial. He also ordered the release of the car belonging to the duo’s employer after Mberesi argued that the car had nothing to do with the alleged offence and holding it would hinder the operations of their employer. Mberesi also said the possibility of a conviction was almost zero considering that the firearm was not a real gun. On February 24 this year, the two were guests at the ground-breaking function officiated by Mnangagwa at the Xintai Palm River Metallurgical and Energy Industrial Park in Beitbridge. At the security checkpoint the firearm, which is a Blow F92 pistol, without a serial number, was discovered under the driver’s front seat resulting in the duo's arrest. Tawanda Chigavazira, who was prosecuting, did not oppose the release of the car on the ground it did not belong to Mutendera and Nyamarebvu but their employer. He also requested a long remand period saying the Ballistics Section take time to test and verify firearms. Newsday ----- *Agricultural sector withers the El-Nino “storm”* (Zbc) THE agricultural sector has endured the impact of the El-Nino-induced drought experienced last year to post significant improvement in hectarage planted for staple cereals during the 2024 to 2025 summer cropping season. Agricultural yield for maize and traditional grains are forecasted for a rebound this season as farming hectarage for the crops increased by almost 20 000 hectares, according to a Post Cabinet Media Briefing in Harare this Tuesday. “The area planted under staple cereals that include maize and traditional grains increased from the targeted 2 520 000 to 2 540 385 hectares. The planted area is 8.1 percent higher than that achieved during the 2023/2024 season,” Minister of Information, Publicity and Broadcasting Services, Dr Jenfan Muswere said. Zimbabwe’s horticultural exports are also heading for exciting times as notable increases were recorded in the production of blueberries, oranges, and coffee. Effective livestock recovery policies and strategies are also paying dividends as the national herd increased, including milk production. Other important highlights from this week’s cabinet session include the policy review for audit committees in central government. The audit committees are expected to enhance operational variability and management systems within the central government. .... *Zim politics to change very soon, ED is now history- says Kasukuwere* (zw news) Former ZANU PF national political commissar Saviour Kasukuwere says Zimbabwean politics will change soon and called President Emmerson Dambudzo Mnangagwa (ED) history. The troops were part of a Southern African Development Community (SADC) deployment sent in 2023 to assist Kinshasa in combating armed groups destabilizing the mineral-rich region. Last month, 14 SANDF soldiers were killed in an attack by M23 rebels, who Rwanda reportedly backs, while several others sustained serious injuries. “The group of critically injured soldiers who needed urgent medical attention have been successfully repatriated,“SANDFsaid in a statement. The military did not disclose the exact number of personnel who had returned but noted that more wounded soldiers are expected to arrive home “during the course of the week.” SANDF spokesperson Siphiwe Dlamini told AFP that a full tally of the injured will be released once all evacuations are completed. The conflict in eastern DRC has escalated in recent months, with Kinshasa accusing Rwanda of supporting M23 rebels, a charge Kigali denies. The SADC Mission in the DRC (SAMIDRC), which includes South African forces, has been deployed alongside Congolese troops in an effort to restore stability. ---- *Broadcasting Services Amendment Bill goes through second reading* The Broadcasting Services Amendment Bill has gone through the second reading in the National Assembly, with key proposed changes aimed at aligning the country’s broadcasting laws with the Constitution and international standards. The Bill, among other things, seeks to make it mandatory for motorists to first buy a radio licence before acquiring insurance cover. Presenting the Bill for its second reading yesterday, Information, Publicity and Broadcasting Services Minister Dr Jenfan Muswere outlined the reforms, which include technological updates, governance changes, and new licensing frameworks. “The Act was last amended in 2007 and certain Sections of the Act have become inconsistent with the new Constitution, something which has necessitated the current alignment process. Technology has also evolved rapidly over the years pointing to the need for the broadcasting laws to be aligned with other pieces of legislation,” he said. Dr Muswere said the amendments would shift the Broadcasting Authority of Zimbabwe (BAZ) from a control-focused entity to a regulatory body that promotes fair management of the airwaves. The Bill also introduces additional categories of broadcasting licences, including internet-based broadcasting, satellite systems, and data casting services, reflecting technological advancements in the media industry. It introduces a new provision requiring vehicle owners to hold a valid Zimbabwe Broadcasting Corporation (ZBC) radio licence, or an exemption certificate before obtaining a ZINARA vehicle licence or motor insurance policy. This aims to boost ZBC revenue collection. “Clause two introduced additional definitions for new classes of broadcasting services introduced in Section 7 to make sure that all classes of licences are covered. Clause 3 amends Section 2A of the Principal Act to provide the role of the Broadcasting Authority of Zimbabwe to regulate and manage the broadcasting service bands for sustenance rather than to control broadcasting services bands. The intention is to move away from the perception that the legislation is intended to stifle the freedom guaranteed in terms of the Constitution in terms of Section 61 and instead to focus on necessary regulation of the airwaves,” he added. Dr Muswere said this was in line with current international trends as contained in some international instruments among them the African Charter on Broadcasting. While earlier proposals to amend foreign ownership regulations were dropped, the Bill maintains that only Zimbabwean citizens can be directors of licensed broadcasting entities. Additionally, broadcasting frequency spectrum licences will now be applied for once a year to streamline the licensing process. It also mandates that broadcasters air programmes in all languages spoken within their service areas, promoting cultural diversity. Public broadcasters will also be required to allocate 75 percent local content across all channels, while sports channels must ensure 50 percent local content. Dr Muswere encouraged legislators to support the Bill, arguing that it enhanced media pluralism, transparency and technological adaptability. The Bill is now open for further debate in Parliament before it moves to the next legislative stage.
