UPDATE The High Court has barred counties from issuing new bursaries, citing constitutional limits on funding national government functions. The ruling upholds a Controller of Budget Dr Margaret Nyakang'o's circular restricting county bursaries to pre-primary & vocational education. The case, filed by Katiba Institute, will be heard on Feb 18 & now Thousands of students face uncertainty as county funds remain frozen.
