"Gadaa represents an indigenous African democratic system, characterized by its centuries-old, innovative, egalitarian, and meritocratic governance structure. Scholars have extensively examined this system, with Jalata describing it as "the totality of Oromo civilization" [Jalata2012]. Similarly, Plowden noted that "of all republican systems, Gadaa is superior" [Plowden1868]. Donald Levine observed that Gadaa is "one of the most complex systems of social organization ever devised by the human imagination" [Levine1974]. Renowned Gadaa scholar Asmarom Legesse characterized the system as "one of the most astonishing and instructive turns the evolution of human society has taken" [Legesse1973].
