Seclusion Road in Black Rock, St Michael to be resurfaced Seclusion Road in Black Rock, St. Michael will be paved today, Tuesday, February 11. C.O. Williams Construction, the contractor working for the Ministry of Transport and Works (MTW), will carry out the work from 7:30 a.m. to 4:30 p.m. The C.O. Williams team milled the road on Monday, February 10, in preparation for paving. Local and emergency access will be granted. However, motorists are asked to seek alternate routes where possible and to follow the directions given by flag persons and signage. MTW and C.O.
