Ref.No.63/WKZIC-GHQ/(Memo)/2023-25 *"OPEN MEMORANDUM"* The 6th June 2025 To, The District and Sessions Judge, Designated Special Court for National Investigation Agency (NIA) Chrachandpur, Manipur. *Subject:* _Strong Resentment over the Arrest of Mr. Kamginthang Gangte of Moreh for suspecion in the killing of Chingtham Ananda Kumar, SDPO Moreh on the 31st October 2023, and Selective Blindness towards Arambai Tenggol (AT) leaders and Chief Mr. Korounganba Khuman, Vide, FIR No: RC-03/2024/NIA/IMP, Dated, 9/2/2024 PS: NIA Imphal district, Imphal West;_ i) Indian Penal Code, 1860: Sections 147, 148, 149, 186, 188, 307, 379A, 395, 504, 505, 506, 34. ii) Unlawful activities (Prevention) Act,1967: Section 18. iii) Official Secret Act, 1923: Section 6(1)(a). iv) Arms Act, 1959: Sections 25(1-B). v) FIR No.1345(11) 2023 at Porompat, PS, Sub-Division Porompat, District, Imphal East, Manipur, dated, 1/11/2023._ *Respected Sir,* _We express strong resentment over the the Arrest of Mr. Kamginthang Gangte at around 3:00 PM on the 5th June 2025 from his residence at Mission Veng, Moreh,Tengnoupal district by the Assam Rifles and NIA, on suspicion in the killing of SDPO Chingtham Anand Kumar in 2023, while keeping silent in the case of Arambai Tenggol (AT) Chief Mr. Korounganba Khuman and others who were responsible for the killing of hundreds of Kukis._ _It is really surprising that the security forces and NIA have so far not been arrested Mr. Mairembam Ramesh Mangang who beheaded by cutting the neck of Mr. David Thiek in the most humiliating manner on the 2nd July 2023, whose picture is pasted here for the information of SF and NIA officials._ _According to the ‘Ukhrul Times/UT Desk’, dated, the 31st October 2023, SDPO Lt. Chingtham Anand Kumar was given Rs. 50,00,000/- (Fifty Lakhs Rupees) as ex-gratia, whereas S.I Onkhomang Haokip (Epao@ Chronicle News Service & Imphal Times News, February 11, 2024) who was killed by a Sniper while on Official Duty at Chingphei was given only Rs. 10,00, 000 (Ten Lakhs Rupees) to his next kins as ex-gratia. This clearly shows “Meitei lives five times precious than Kuki lives, and Kukis lives 5 times lesser than Meiteis in the eyes of the Government of Manipur, who also freely given out 6,000 Arms and 60,000 Ammunitions to Arambai Tenggol (AT) militants from the state Armoury of Manipur for total elimination of the Kukis in 2023”._ _We, therefore urge the Central and State Security Forces and NIA Officials to arrest as quickly as possible the killers of S.I Onkhomang Haokip and give the due amount of Rs. 40,00,000/- (Forty Lakh Rupees) to his family members and arrest Mairembam Ramesh Mangang, Korounganba Khuman and Robin Mangang AT Sekmai and other aggressors, than arresting victimised and defender Kuki Village guards who guarded their homes, villages and family._ Sd/- (T.
