*Team AIGETOA Meeting with PGM (Pers) on the issues of Transfer & postings of BSNL Executives*
Yesterday , May 21, 2025, the AIGETOA CHQ leaders had met with PGM (Pers) to discuss the issues faced by BSNL executives due to discrepancies in transfer orders in Promotions, OTP, Long Stay and Hard Tenure cases. We have again highlighted the submitted cases to PGM (Pers) and Director HR, emphasizing the need for prompt resolution and bringing the matters to the right perspective. Team AIGETOA continued its efforts on the ground, and today also, we met with PGM (Pers) for a follow-up meeting regarding our previous discussions about the consideration of the discrepancies we submitted.
*We discussed the discrepancies in transfer orders issued vide letter dated 02.05.2025, specifically focusing on the individual problems as well as policy related discrepancies and non consideration of genuine grounds. Focus was also laid on non issuance of HARD TENURE Transfer orders despite completion of tenure long back. We strongly opposed the slow approach towards these cases, particularly for executives who have completed their hard tenure service and waiting for their transfer orders for many months. The discussed cases were broadly classified into several categories, including:*
1. PWD cases
2. Caregiver cases
3. Transfer policy non-adherence cases
4. Medical cases (self and dependents)
5. Educational ground cases
6. OTP non-consideration cases
7. Modification in circles of unimplemented transfer cases unilaterally (executives transferred to different circles despite previous orders)
8. Association immunity cases
9. Spouse working in the same or other government department cases.
10. Retention of deficit circle executive cases.
11. Execitives who will be above 56 years in March 2026.
12. Other genuine cases.
_*We also discussed the remaining OTP cases where the executives are waiting for their turn but many have missed in the last executed list even some of the cases have been considered without completion of minimum 2 years service period.*_
*We also highlighted that rumours are on that one more list is on anvil. We categorically told that any such move shall be opposed by association strongly. It was assured that there will not be any further list of long stay transfers except local rearrangement in BSNL CO.* It was also clarified that remaining OTP requests shall be also considered in a phased manner. *The tenure orders shall also be issued once regular Director HR joins back on duty.*
With respect to consideration of retention, modifications and cancellations with respect to provisions of transfer policy and past precedences (Both Promotions as well as Long Stay) like medical immunity, PWD, Child in twelfth class, association immunity etc , it is informed that discussions are on and the ice is slowly melting. The Association has raised all the cases with concerned higher ups and discussions are moving towards positivity now.
*The PGM (Pers) also assured us that the matter is progressing positively, with all relevant documents and inputs being scrutinized for genuine cases. We strongly advocated for the early issuance of modified orders and consideration of AIGETOA's submissions, given the nearing completion of the relieving period.* *The PGM (Pers) responded with a very positive and supportive gesture.*
Our efforts and persuasion will undoubtedly yield positive results. As we have received numerous queries regarding the orders for modifications, we request everyone to exercise patience. *The CHQ team is on the job and pursuing it for the positive results.* Let's hope for the best.
