بيان حول الانتهاكات المتزايدة بحق اللاجئين في مصر وضرورة التدخل العاجل من الدولة المصرية https://m.facebook.com/story.php?story_fbid=pfbid02o82Lj9DZCjSnrfbH1m8VcjCWoHgV6dx8guJ9t7Gky1YQMoPZMViUX73imL6gVkbUl&id=657250575&mibextid=wwXIfr AbdelFattah Elsisi - عبد الفتاح السيسي رئاسة مجلس الوزراء المصري في السنوات الأخيرة، تتوالى الشكاوى من اللاجئين المقيمين في مصر بشأن التجاوزات الخطيرة التي ترتكبها بعض المنظمات الدولية العاملة في مجال اللجوء، وعلى رأسها المفوضية السامية للأمم المتحدة لشؤون اللاجئين (UNHCR). إذ لم تعد الأزمة محصورة في تراجع مستوى الخدمات، بل تعدتها إلى شبهات فساد ممنهج، وانفصال تام عن واقع اللاجئين واحتياجاتهم الحقيقية. فبدلًا من تحسين أوضاع اللاجئين، يتم تبديد ملايين الدولارات على دراسات غير مجدية تُسند لشركات استشارية مشبوهة، بينما تُهمل تمامًا القنوات الرسمية التي يُفترض أن تستقبل شكاوى اللاجئين وتعمل على حلها. كما تُصرف ميزانيات ضخمة على استطلاعات رأي لا أثر لها على أرض الواقع، في وقت يعاني فيه اللاجئون من انعدام الخدمات الأساسية،الطبية ،شُحّ المساعدات، وغياب أي معيار عادل لتوزيعها. القائمون على العمل في هذه المنظمات يفتقرون لأدنى مستويات الكفاءة والنزاهة، ويتعمدون خلق الفوضى للتغطية على سرقاتهم المتتالية. هذه القرارات تحمل في طياتها تداعيات خطيرة على أوضاعهم، حيث يجدون أنفسهم الآن مجبرين على التوجه قسرًا إلى فرع أكتوبر، بعد أن كانوا يبيتون يومين كاملين في الشوارع لحجز مواعيد لإنهاء معاملاتهم، خاصة تلك التي تستدعي حضور جميع أفراد الأسرة كإغلاق الملفات. لم تعد المشكلة تقتصر على التكدس وطول الطوابير فحسب، بل امتدت لتشمل مخاطر أمنية متزايدة في فرع أكتوبر، الذي بات معروفًا بانتشار عصابات البلطجة والسرقة بشكل علني ضمن هذه الصفوف، حيث يعملون على مرأى ومسمع الموظفين وأفراد الأمن دون ردع، مما يجعل اللاجئين، بمن فيهم النساء والأطفال، عرضة للاستغلال والإيذاء الجسدي والمادي. اللاجئون الذين يأتون من الإسكندرية أو من وسط القاهرة أصبحوا يتحملون أعباء مادية مرهقة للوصول إلى فرع 6 أكتوبر، في ظل تدهور أوضاعهم الاقتصادية. والأدهى أن الإجراءات البسيطة – كإغلاق ملف لجوء – ما زالت تتطلب حضورًا شخصيًا لجميع أفراد الأسرة و المبيت يومين في الشارع ، رغم أنه يمكن تنفيذها إلكترونيًا فالحلول موجودة لكن الإرادة غائبة. بل ويتعدى الأمر إلى استغلال نسبة ضئيلة من اللاجئين كواجهة إعلامية، تُقدَّم لهم كل أنواع المساعدات، بينما يُترك الباقون يواجهون البؤس وحدهم. واللافت أن عددًا من الموظفين في هذه المؤسسات يستفيدون من مخصصات اللاجئين، بل وتُوزّع المساعدات بشكل عشوائي أو عبر وساطات داخلية، مما يضع علامات استفهام كبيرة على نزاهة وشفافية هذه المنظومة. إن استمرار غياب قنوات تواصل فعالة، وتجاهل الإجراءات المبسطة، وعدم توفير الحد الأدنى من الحماية أو احترام الكرامة الإنسانية، كلها دلائل على أن المفوضية لم تعد مؤهلة لأداء دورها المفترض. والأسوأ أن هذه القرارات تتعارض مع قوانين الدولة المصرية، التي تمنع التجمعات العشوائية، وتحظر المساس بالسلامة العامة، مما يعرض اللاجئين لمخاطر قانونية وأمنية. وعليه أتوجه بالطلب من الدولة المصرية بالتدخل الفوري والحاسم لإنهاء هذه الفوضى المفتعلة، وإعادة تنظيم آليات العمل مع المنظمات الدولية بما يضمن خضوعها للقوانين المصرية، وحماية كرامة كل من يقيم على أراضي الجمهورية. فلا سلطة تعلو على سلطة الدولة المصرية، ولا يُسمح لأي جهة – مهما كانت صفاتها – بخلق أزمات أو استغلال الفئات الضعيفة. كما أطالب الدولة، بعد استقرار الوضع، بإجراء مراجعة شاملة ودقيقة لبيانات اللاجئين المسجلين في المفوضية، والتأكد من أعدادهم الفعلية داخل مصر، ووضع آلية لإعادة التوطين في بلد ثالث – وهو السبب الأساسي الذي دُفِعَ بسببه هؤلاء إلى التسجيل منذ سنوات طويلة، قبل أن يواجهوا واقعًا مريرًا تغيب فيه العدالة وتُنتَهك فيه الحقوق. وأدعو في هذا السياق إلى: تبني استراتيجية حقيقية لـ "المفوضية أونلاين"، لا تقتصر على الوعود، بل تشمل خدمات فعالة وملموسة. فتح شباك مخصص في العباسية باشراف مباشر من الدولة المصرية و بانتداب موظف من المفوضيه لإستلام نسخ الاقرار للحفظ في سجلات المفوضية لإغلاق ملفات اللجوء بشكل فوري، أو تفعيل الخدمة إلكترونيًا و استحداث إجراءات مسبقة لإغلاق الملفات عبر الإنترنت تُفعّل عند المغادرة، دون الحاجة لحجز موعد أو العودة للمفوضية. فتح تحقيق رسمي في شبهات الفساد وإعادة هيكلة منظومة الدعم بما يضمن الشفافية والعدالة. تفعيل الرقابة المصرية على أنشطة هذه الجهات، ومحاسبة كل من يثبت تورطه في استغلال أو إهمال أو فساد. إن *صمت* الدولة يعني تمكين هذه المنظومة من التمادي، وإن تجاهل صرخات اللاجئين اليوم سيولد أزمة أكبر غدًا. اللاجئون ليسوا أرقامًا في سجلات المفوضية ، بل بشر، يملكون الحق في تقرير مصيرهم و اختيار الطريق الانسب لهم و لأسرهم حتى وان كان عودتهم الى بلدهم الام. —————————————- English below ——————————————- Statement on the Increasing Violations Against Refugees in Egypt and the Urgent Need for Egyptian State Intervention In recent years, complaints have been mounting from refugees residing in Egypt regarding serious abuses committed by some international organizations working in the field of asylum, foremost among them the United Nations High Commissioner for Refugees (UNHCR). The crisis is no longer confined to a decline in the level of services; it has escalated to suspicions of systematic corruption and a complete detachment from the reality and true needs of refugees. Instead of improving the refugees' conditions, millions of dollars are being squandered on unproductive studies assigned to questionable consulting firms, while official channels meant to receive and resolve refugee complaints are completely neglected. Huge budgets are also spent on opinion polls that have no real-world impact, at a time when refugees suffer from a lack of basic and medical services, scarcity of aid, and the absence of any fair standard for its distribution. Those in charge of these organizations lack the lowest levels of competence and integrity, and they deliberately create chaos to cover up their continuous thefts. These decisions carry serious repercussions for their situation, as they now find themselves forced to go to the October branch, after having spent two full days sleeping in the streets to book appointments for their transactions, especially those requiring the presence of all family members, such as file closures. The problem is no longer limited to overcrowding and long queues, but has extended to increased security risks at the October branch, which has become known for the blatant spread of bullying and theft gangs within these queues. They operate in plain sight of employees and security personnel without deterrence, leaving refugees, including women and children, vulnerable to exploitation and physical and material harm. Refugees coming from Alexandria or central Cairo are now bearing exhausting financial burdens to reach the 6th of October branch, amidst the deterioration of their economic conditions. Even worse, simple procedures – like closing an asylum file – still require the physical presence of all family members and sleeping two days on the street, even though they could be completed electronically. The solutions exist, but the will is absent. Furthermore, a small percentage of refugees are exploited as a media facade, receiving all kinds of aid, while the rest are left to face misery alone. It's noteworthy that a number of employees in these institutions benefit from refugee allocations, and aid is distributed randomly or through internal favoritism, which raises significant questions about the integrity and transparency of this system. The continued absence of effective communication channels, the disregard for simplified procedures, and the failure to provide the minimum level of protection or respect for human dignity are all indications that the UNHCR is no longer qualified to perform its supposed role. What's worse is that these decisions contradict Egyptian state laws, which prohibit random gatherings and forbid endangering public safety, thereby exposing refugees to legal and security risks. Therefore, I request the Egyptian state to intervene immediately and decisively to end this manufactured chaos, and to reorganize the mechanisms of work with international organizations to ensure their adherence to Egyptian laws and the protection of the dignity of everyone residing on the Republic's territory. No authority is above that of the Egyptian state, and no entity – regardless of its status – is permitted to create crises or exploit vulnerable groups. I also demand that the state, once the situation stabilizes, conduct a comprehensive and accurate review of the data of registered refugees with the UNHCR, verify their actual numbers within Egypt, and establish a mechanism for resettlement in a third country – which was the primary reason these individuals registered many years ago, before facing a bitter reality where justice is absent and rights are violated. In this context, I call for: Adopting a genuine "UNHCR Online" strategy, not limited to promises, but including effective and tangible services. Opening a dedicated window in Abbassia under direct supervision from the Egyptian state, with a delegated UNHCR employee to receive copies of declarations for archiving in UNHCR records to close asylum files immediately, or activating the service electronically and introducing pre-procedures for closing files online that are activated upon departure, without the need for booking an appointment or returning to UNHCR. Launching an official investigation into suspicions of corruption and restructuring the support system to ensure transparency and fairness. Activating Egyptian oversight over the activities of these entities and holding accountable anyone proven to be involved in exploitation, negligence, or corruption. The silence of the state means empowering this system to persist, and ignoring the cries of refugees today will create a larger crisis tomorrow.
