Today, the Municipality of Kariba met the beneficiaries of the Kasese Housing Scheme to assess progress on the servicing of the stands and map a way forward. During the meeting, some beneficiaries expressed concern over the prolonged servicing timeline, with a few proposing to occupy the area despite the lack of essential services.
The Municipal Chief Security Officer provided a detailed background, highlighting that:
Kasese stands were sold under a self-aided scheme, where beneficiaries — including members from housing cooperatives, government departments, MOK, and Lake Harvest — were to service the land as a consortium.
After the consortium failed to raise sufficient funds, MOK engaged the Infrastructure Development Bank of Zimbabwe (IDBZ) to support the project. IDBZ managed to install about 55% of the services before the 2018 economic disruptions.
Efforts to resume the project faced funding challenges and legal delays, including work suspension by EMA and Parks. The matter was later cleared by the Supreme Court.
Although the Ministry of National Housing stepped in and resumed work, financial constraints continue to delay completion.
In line with Government Settlement Policy and the Manual on Urban State Lands, no occupation is allowed before roads, water, and sewer services are fully installed.
It was emphasized that MOK's role has always been supportive, not as the primary developer, and this is clearly stated in all agreements.
His Worship, Mayor Cllr R. N Maoneyi acknowledged the concerns raised but urged residents to comply with national policy and refrain from occupying undeveloped land. It was agreed that the Mayor will meet with the Kasese beneficiaries' Committee again tomorrow to further discuss the way forward.
