Today, we highlight *Presidential Decree No. 251/12, of December 27*, which establishes the “Procedures for the Implementation of Executive Decisions.”
*Target Audience and Importance*: For those who wish to understand how to draft a law in the Republic of Angola; it establishes the rules and principles for law drafting.
According to its preamble, *Presidential Decree No. 251/12, of December 27* aims to: (i) align the procedure for the preparation, execution, and oversight of the country's general policy and public administration, as defined by the President of the Republic and Head of the Executive, with the requirements of efficiency and effectiveness in executive actions; (ii) regulate the intervention and responsibilities of the Auxiliary Bodies of the President of the Republic and Head of the Executive; and (iii) establish legislative drafting rules to guide the development of normative acts by the Executive.
*Presidential Decree No. 251/12, of December 27* consists of forty-seven (47) articles organized into seven (7) chapters, titled and structured as follows:
• Chapter I — *General Principles* (Articles 1 to 6);
• Chapter II — *Preparation of Executive Decisions* (Articles 7 to 12);
• Chapter III — *Decision-Making and Its Execution* (Articles 13 to 15);
• Chapter IV — *Monitoring, Oversight, and Accountability* (Articles 16 to 18);
• Chapter V — *Systematization and Drafting of Normative Acts* (Articles 19 to 29);
• Chapter VI — *Formal Legislative Drafting* (Articles 30 to 44);
• Chapter VII — *Final Provisions* (Articles 45 to 47).
Article 21(1) stipulates that “[p]rovisions must be systematically organized according to the following units:
- a) Books or parts;
- b) Titles;
- c) Chapters;
- d) Sections;
- e) Subsections.”
Article 30(1) mandates that “[s]entences must be simple, clear, and concise”; Article 30(2) specifies that “the language level used must correspond to standard Portuguese.”
