In his viral article “Match-Fixing Maharashtra”, Rahul Gandhi is clearly demanding the EC release voter rolls in machine-readable formats like CSV or Excel. Why this is a vital reform grounded in principles of transparency, data integrity, and democratic accessibility. 1️⃣ Enhancing Electoral Transparency Through Structured Data Machine-readable formats (CSV/XLSX) enable automated comparison, validation, and auditing of electoral rolls. By contrast, scanned PDF voter lists: • Lack consistent formatting, making automation difficult. • Impede detection of duplicate entries, dead voters. • Obscure anomalies that can only be spotted through computational analysis. Structured data allows civil society groups, political parties, and data scientists to perform independent audits, increasing public confidence in the electoral process. 2️⃣ Enabling Real-Time Fraud Detection and Prevention Machine-readable data is critical to ensuring electoral integrity: • Algorithms can flag inconsistencies such as multiple registrations with similar credentials. • Geospatial analysis can identify improbable clusters of voter registrations. • De-duplication can be automated across constituencies – impossible with PDFs.
