Chronology of amendments to Conduct of Elections Rules: 1. Punjab and Haryana HC directed ECI to provide Form 17Cs and CCTV footage of Haryana elections on Dec 9, 2024. 2. A week later, ECI wrote to Union Law Ministry for amending Rule 93 of Conduct of Elections Rules on Dec 17, 2024. 3. Union Law Ministry received the letter of ECI on Dec 19, 2024. 4. Union Law Ministry convened a meeting with ECI officials on Dec 20,2024; raised objections to the language of proposed amendment. Revised draft provided to ECI. 5. ECI confirmed the revised draft of Law Ministry on the same day, Dec 20,2024 with a request “may be notified at the earliest”. 6. Law Ministry finalised the note for the amendment notification and the same was approved by ALC, DLC, Additional Secretary, Secretary and Union Law Minister on the same day, Dec 20,2024. 7. The amendment to Conduct of Elections Rules was notified on the same day at 10:23 PM. *Discussion, objection, revision, confirmation, finalisation, approval and notification - all done in less than 48 hours !!* P.S: ECI’s letter confirming the revised draft of Law Ministry was physically received by the Ministry only on Jan 1/2, 2025 while the amendment was notified on Dec 20,2024.
