**Question:**
Is the name and charter of the 'World Council' derived from the Quran, Hadith, and the pure Seerah (Prophetic biography)? Or is it taken from the dictionary of Islam’s enemies (Lenin, Stalin) and communists?
If this is an un-Islamic concept, why is it being adopted? First clarify this. If you truly have even an ounce of sympathy for the Muslim Ummah, then answer this first!
Later discussions are secondary; we have no concern with them.
We await your response!"*

### **Collective Work (Ijtima'iyat)**
**• Causes for the Survival of Collective Work:**
1. **Self-Annihilation (Fana'iyat):** Erase individualism. All work must be done through consultation (mashwara).
2. **Delegate, Don’t Personalize:** Assign tasks to fellow workers instead of doing them yourself.
3. **Collective Execution:** All work must be assigned to all members. Do not assign tasks to individuals or small groups (e.g., "these few handle speeches," "these handle discussions," "these handle international gatherings," "these handle translations," etc.).
4. **Focus on Dawah:** Whether in small or large gatherings, only discuss Dawah topics and introduce Dawah work.
5. **Invite to the Work, Not Personalities:** Call people to the work itself, not to personalities or their status.
6. **Rotate Prominent Figures:** Even shining stars sometimes become obscured by clouds. Similarly, renowned personalities should occasionally be intentionally withdrawn from gatherings. The best approach is to withdraw ourselves or excuse ourselves!

### **Guidance from Brother Fazl Karim:**
*He used to say:*
- *"For the survival of oneself and the work: Focus on field efforts. Visit centers only to receive assignments (taqāzē), and fulfill them through general field work."*
- *"If you notice becoming the center of attention, withdraw temporarily until no one awaits you in gatherings or seeks you out."*
- *"Unnecessarily visiting or planning stays at centers is incorrect—except for consultation."*
- *"When called for consultation, go with all fellow workers in a general capacity. Listen to directives and act upon them!"*

### **The Achievement of Maulana Saad Sahib:**
*May Allah bless Maulana Saad Sahib’s life. He imperceptibly redirected the 50-year established Tablighi effort onto the path of the Quran, Sunnah, and Seerah. (May Allah reward him abundantly).*
*That is, he placed the work and the workers on the correct path. (Alhamdulillah).*
*I wish to highlight a few points for clarity:*
**A. Fajr Bayan at Markaz Nizamuddin:**
For 20 years, Hazrat Ji Yusuf Sahib (رح) and for 35 years, Hazrat Maulana Umar Sahib Palanpuri (رح) delivered the Fajr sermon. Maulana Saad Sahib could have continued this himself, but he made it subject to *mashwara* (consultation). Hence, sometimes Maulana Ibrahim Dewla Sahib and sometimes Maulana Ahmad Laat Sahib delivered it.
**B. Delegation in Large Gatherings:**
Previously, only 6–7 select individuals attended major gatherings—the same who now crown themselves as leaders of the "Pakistani World Council" (فتنہ خبیثہ). These few also traveled abroad. Maulana Saad made this subject to *mashwara*. Now, not only these 6–7, but whoever is chosen via *mashwara* attends.
*Result of this step:* Nearly 500 competent individuals joined Tabligh, two-thirds of whom are qualified Muftis and scholars who fulfill responsibilities excellently.
**C. Restraint in Travel:**
Maulana Saad himself travels subject to *mashwara* and rarely attends large external gatherings.
*Prior to 2015:* Only the same 6–7 members attended global gatherings. Appointments with these "celebrities" had to be booked years in advance.
*Author’s Experience:* During the 70s–80s, in South India, veteran workers fasted and prayed for these "elite" to attend their gatherings—often in vain, as only "second-tier" figures were sent.
Maulana Saad made all work subject to daily *mashwara* (updated daily), embodying *"Each day is new, and each day brings new consultation!"*

### **The Rebel Group’s Stance:**
*Benefit:* The Fajr sermon became accessible to all—**but the rebel group never acknowledged this reform in their statements!**
Alhamdulillah! Prophetic methodology refined Dawah work.
While the sincere pray for this, the corrupt have lost sleep. They never imagined such a revolution! Thus, the self-interested "World Council" cries globally: *"The work is no longer as the elders left it!"*
Yes, the method *has* changed: Dawah work was once in the hands of a few; now it is entrusted to the collective *mashwara* at Markaz Nizamuddin.
Dawah has shifted from elite-centric systems to the model of the Sahaba’s footsteps—calling people more to Allah than to personalities.
**This is pure Sunnah:** Leaders (Amirs) train newcomers at the center and send trained workers worldwide—mirroring the Prophet ﷺ and Khulafa-e-Rashideen, who rarely traveled but sent Sahaba everywhere.

### **Repeated Visits to a Country:**
The field of Dawah is the entire world. Our elders managed collective responsibilities for all communities.
*Repeated visits by individuals to specific countries contradict Dawah methodology:*
- **1st visit:** 100% Dawah.
- **2nd visit:** More education than Dawah.
- **3rd visit:** *Tazkiya* (spiritual endorsement): *"Take bay‘ah (allegiance) with this esteemed saint! Donations are welcome. Remember his madrasa too!"*
*Example:* We candidly asked Hafiz Patel Sahib (رح): *"Canada, Trinidad, Panama aren’t the whole world; visit Eastern Europe too!"* He smiled and promised *"Insha’Allah."* Another elder joked: *"Settle Gujarati families there—Hafiz Sahib will go himself!"*
**Warning:** Our blunt honesty isolated us—**this world rewards flattery!** In madrasas, centers, khānqāhs, or mosques: *Flattery earns applause; truth earns oblivion.*
Alhamdulillah! Nomads like us never fit in centers. We speak truth and reject political appeasement.

### **The Question Arises:**
*Why wasn’t this Dawah method adopted during Hazratji Inaamul Hasan Sahib’s (رح) era?*
**Answer:** Study the eras of the Four Rightly Guided Caliphs:
1. **Abu Bakr (رض):** Era of Hijrah, sacrifice, and Nusrah—Dawah took root.
2. **Umar (رض):** Dawah expanded massively; training and supervision were rigorous.
3. **Uthman (رض):** Era of conquests—divine support manifested; Dawah spread like wildfire.
4. **Ali (رض):** Era of divine "separation." Corrupt elements dominated Dawah; distinguishing sincere from corrupt became hard. Allah created circumstances to separate the self-interested from the sincere.
**• The Sincere** will hold fast to Markaz Nizamuddin’s original method.
**• The Self-Interested** have fled. They will briefly showcase "miracles," then be destroyed by the sincere’s prayers or guided by divine will.
*Historical Parallel:* The Khawarij and Mu'tazila—once dominant scholars—were ultimately destroyed despite their brilliance. Even Imam Abu Hanifa (رح) admitted escaping their trap late in life. Similarly, today’s rebels will meet the same fate. History repeats!

### **Relocation of the Center from Madinah to Kufa:**
For three caliphates, the Islamic center was Madinah Munawwarah.
**During Ali’s (رض) Caliphate:** Circumstances forced him to move the center to Kufa.
**The Mu'tazila/Khawarij Agenda:** *"As long as the center is in Madinah, our interests won’t succeed! Move it far away where our own system can rule."* Every self-serving sect tried this—all failed and were buried with their regrets.

### **The Evil "Pakistani World Council" Fitna:**
*"The Evil Fitna of the Pakistani World Council"* learned center-relocation from the Khawarij/Mu'tazila. Following their footsteps, they tried to destroy Markaz Nizamuddin and build a new center elsewhere.
Maulana Dewla and Ahmad Laat Sahib and allies spared no effort in demolishing Markaz Nizamuddin.
**Maulana Ibrahim Dewla** used his God-given oratory to declare: *"The center isn’t fundamental—the work is! So no Tablighi should grieve if Markaz Nizamuddin ends. Centers rise and fall."*
*Satire:* Soon he may say: *"Mosques aren’t fundamental—prayer is! Destroying mosques is no issue."*
**• Claim:** They declared Markaz Nizamuddin superior to the Haramayn and Al-Aqsa.
**• Historical Irony:** Ash‘ari/Māturīdi scholars once said:
*"Samarqand is the axis of the earth! Bukhara is the strength of Islam and faith!"*
These were not ordinary men—they were Hanafi Imams of Aqeedah and Shariah!
*O World Council! Now rant against these giants too for "preferring Samarqand/Bukhara over Makkah/Madinah!"*

### **The Case of Maulana Tariq Jamil Sahib:**
Social media is in turmoil over claims that *"Tablighis disrespected Maulana Tariq Jamil by barring him from speaking at the Manshera gathering."*
We are shocked that scholars like Mufti Taqi Usmani and Mufti Tariq Masood repeat this—**knowing well that:**
- This injustice was committed by the *Raaywind Markaz* (World Council’s center).
- Maulana Tariq Jamil is *their* affiliate.
- The *real* Tabligh center is Markaz Nizamuddin (Delhi).
**Appeal:** *"O Muftis! Do not confuse the public. Clarify that this dispute is between the World Council (Raaywind) and Maulana Tariq Jamil—not Markaz Nizamuddin. Maulana himself knows this. Alas, you are blaming the wrong side!"*
**• Advice for Maulana Tariq Jamil:**
We are not rivals—both Raaywind and Maulana are ours. Allah willed this trial for him. Saints have always been tested.
*Author’s Prayer:* *"I pray day/night for Maulana to overcome this trial like Shaikh Abū ‘Abdullāh al-Andalusī (رح), who stumbled over a Jewish girl but repented and returned stronger after 10 years. May Allah grant my dear one the same grace!"*
**Recommended Step:** Act on the Hadith *"Everything returns to its origin" (كُلُّ شَيْءٍ يَعُودُ إِلَى أَصْلِهِ). Return to Markaz Nizamuddin—the easiest path!*
