Initial investigation by the Home Front Command into the missile strike in Petah Tikva, where 4 civilians were killed: The missile hit a wall directly - and hit between two shelters. The direct hit by a heavy ballistic missile left the shelters no chance, and 2 of the civilians were killed inside the shelter. The two additional civilians who were killed - one of whom was apparently outside the shelter, one floor above, and another was apparently killed in the building opposite, as a result of the impact (also outside the shelter). The Home Front Command emphasizes: shelters are not intended to protect against direct hits (which are quite rare), but rather against shrapnel and impact, which are common. Also in this case in Petah Tikva - people who were in the nearby shelters, in the same building (on the floors above and below the shelter that took the direct hit) - were not harmed.
