President Mnangagwa Receives Harare City Council Inquiry Report
President Emmerson Mnangagwa this afternoon received the long-awaited report from the Commission of Inquiry into the governance of the Harare City Council, during a formal handover ceremony held at State House.*
The Commission, chaired by retired High Court judge Justice Maphios Cheda, was mandated to investigate allegations of corporate governance failures, financial mismanagement, and legal non-compliance at the capital’s local authority dating back to 2017.
Appointed to restore confidence and accountability in the troubled municipality, the Commission conducted a series of extensive public hearings over the past months. These hearings drew testimonies from a wide spectrum of stakeholders, including current and former council officials, ex-mayors, and members of the public.
Speaking at the handover, Justice Cheda said the Commission’s findings paint a worrying picture of systemic weaknesses within the city council’s operations, particularly around procurement, financial control, and compliance with legal frameworks.
“Our investigations have revealed serious lapses in governance that have severely compromised service delivery to residents. The report outlines actionable recommendations to address these shortcomings and promote transparency,” Justice Cheda stated.
President Mnangagwa commended the Commission for its thorough work and reaffirmed his government’s commitment to upholding good governance across all levels of public administration.
“We must restore efficiency and integrity in our local authorities. The findings of this Commission will not be taken lightly. Government will study the recommendations closely and act decisively,” said the President.
The report comes amid growing concerns about Harare’s deteriorating infrastructure, erratic water supplies, and persistent allegations of corruption within the council. While the full contents of the report have not yet been made public, sources close to the inquiry indicated that several high-profile figures may be implicated.
The Zimbabwe Anti-Corruption Commission (ZACC) is expected to review the report as part of broader efforts to combat graft in public institutions.
Further announcements regarding the report’s implementation plan are anticipated in the coming days.
