[27/05, 11:18] +91 99870 98332: 1. Supervision of Cargo Operations • Ensure proper planning and safe handling of loading and unloading operations. • Coordinate with the stevedores (dock workers) and the port authority. • Make sure that cargo is handled as per safety standards to prevent accidents or injuries. • Ensure that dangerous goods (if any) are handled according to IMDG Code and port regulations. ⸻ 2. Ensuring Safety of Dock Workers • Chief Officer must ensure a safe working environment for dock labour on board, including: • Proper lighting and ventilation. • Availability and use of Personal Protective Equipment (PPE). • Safe access to cargo holds and decks. • Report and rectify unsafe conditions. ⸻ 3. Documentation and Compliance • Maintain and provide required documentation like cargo plans, manifest, stability calculations, and safety reports to port and labour authorities. • Ensure that cargo securing manuals and safety instructions are followed by ship’s crew and dock workers. ⸻ 4. Liaison with Dock Labour and Port Authorities • Act as the point of contact for the ship regarding cargo and labour matters. • Communicate with the Port Labour Board and other agencies about labour allotment, shifts, and any issues arising during operations. • Respond to inspections by dock labour officials, ensuring compliance with employment and safety standards. ⸻ 5. Accident Reporting and Emergency Response • In case of an accident involving dock workers on board, the Chief Officer is responsible for: • Providing first aid or emergency assistance. • Reporting the incident to port and labour authorities. • Participating in any investigation or inquiry. ⸻ 6. Avoiding Exploitation and Ensuring Fair Labour Practice • While this is more of an administrative duty for the employer, the Chief Officer is expected to: • Ensure that no undue pressure is exerted on dock labourers to exceed work limits or ignore safety protocols. • Report any violations of labour rights or disputes to the Master, who may take it up with the agent or labour board. ⸻ Note: While the Dock Labour Act primarily regulates employment conditions of dock workers through the Dock Labour Boards, the ship’s officers (especially the Chief Officer) are indirectly responsible for ensuring a safe and compliant working environment for these workers when on board. Harindar Singh (QC- Ques Change) External was alone Last time failing question (said last time I said GM @ LOLL = 0, and didn't include FSE in my reason for Angle of LOLL,) He said that means you have prepared well for stability. I said yes. 1) how does list affects your stability (I have 4 random reasons UKC will reduce, GM not in line etc. he was constantly replying "wrong" for each answer then helped me...he asked "did u do any calculation for GZ" - then I said the residual area will reduce in statical stability diagram, hence there may b problem in complying with intact stability criteria....residual area upto 30 deg may not be 0.055 Mrad )... QC Stability criteria for Chemical tanker (started with GM...area upto to 40 deg...) QC Drydocking stability (Answered about calculation of GM, Keeping lower trim, higher GM, low FSE)....QC Margin line definition and significance ( I said refrence for intact stability calculation...Asked where is it used in intact stability...I corrected " Damage Stability" Seemp ( Explained all 3 parts in short)....QC Annex 6 amendments ( Medi area and BDN)....QC Surface preparation ( Solvent cleaning, power tool , sand blasting, hydroblaster, as per rust scale etc)....QC Docking plan and content ( almost half things I said)...QC SEP .... ( Shell plate details, grade, thickness, type of weld, frame numbering, about keel, sheer, gardboard strake and numbering I explained)....QC CLC Oil CLC Bunker....( Full form, applicable to any ship carrying oil as a cargo in bulk, if pollution caused respective P&I club has to pay) .... QC PSC FSI (Gave him Definitions. Started giving example....QC) berthing in river port no tug ... ( Gave him danton book answer...said we can use anchor dredging also...QC) When use running moor How to do it ( restricted sea room) Few more questions can't recall but answered everything very well. He was happy. He will move to next question if he gets that u know it. After few hrs Internal came External was not there He asked which ship, company, vsl etc. If u have done Dry Dock (I said No) 1) Where will u know grade of steel plate. 2) How will u renew it. 3) what to do after plugging in bottom plugs - I said vacuum test He said vacuum test failed. What will u do now. . I said replug it tighter . Do modification as required. What kind of modification can b required. I said thread may b damaged, hole can b damaged. He asked r u making up answers or u know it. ( I said guessing as I have no experience)...Got little angry said it can't be answer. Asked capt Martin how I performed in F3. Martin was not online. Said something barely audible( hoping "we r passing u") Asked to send the next guy. Still waiting for EXN to confirm my result 😂😂 [28/05, 01:44] +44 7948 538896: On cargo ships: * Inform Flag (via Tech Super) and local authorities (via agent) * Port of Call Authorities will force you to go out of EEZ, conduct BWX, return and then dock for cargo. * Also expect PSC on docking. Ensure spares etc, orderd. Airfreight same to connect vessel prior departure if possible else same story next port of call. If unable before dep, ensure delivery in transit eg GIB/SZC/SIN etc * Flag might attend to verify proper operation after repairs. They will conduct operational test. Very difficult, rather impossible to show retention on board on cargo ships. Possible on Ro-Ro / Pax / Ro-Pax because arrival and dep displacements are nearly same. There you will: * Inform Flag (via Tech Super) and local authorities (via agent) * _propose_ - seal BW overboard, inform seal beforehand to authorities, ensure internal transfer only, record such in BWRB, ensure seal always locked (for any surprise inspection) sail out , pass EEZ, only then remove seal.
