Conducted by *Noida MMD*
Internal: *Capt. Rajendra Poswal*
External: *Capt. Pramod Sharda*
Ship Type Sailed: *VLCC*
Asked about Trading Route, Port of Loading, Port of Discharge etc.
Checked my Passport, asked to adjust Secondary device and confirm whether I am prepared for both functions (1 & 3), I said "Yes Sir".
Asked Attempt: *2nd for both F1 & F3*
*Final Result:*
*F1* - Failed 💔.
*F3* - Passed ❤.
Started Rapid Fire of Questions without break.
--------------------
_Function: *1*_
--------------------
*1. CBD Vessel Crossing from your PORT Bow at 3NM, Action.*
Ans: I said, It is my duty to keep clear as per Rule 18D(i), So I will alter to STBD and will not impede her passage.
He said OK, Next Question.
*2. One Vessel Right Ahead, You can see her both masthead lights and both Side Lights, What is the Aspect?*
Ans: I said, Aspect is Zero sir.
He asked, Action? I said , I will alter to STBD as per Rule 14 Head On Situation.
He asked, How much you will alter? I said, I will use trial manouever and will decide, He again asked How much in degrees, so I mentioned *not less than 30°.*
He asked, What will be your aspect after altering 30° ?
I said, The aspect at that particular instant will still remain ZERO but gradually it will keep on increasing towards RED as both vessels start moving away with respect to each other.
He said OK, Next Question.
*3. Which all Rules applicable in Restricted Visibilty ?*
Ans: I answered as per below:
Part-A: 1-3
Part-B: 4-10 & 19
Part-C: 20-31
Part-D: 32-37 (Except 34)
Part-E: 38
Part-F: 39-41
*4. When will you take action as a "Stand On" vessel in terms of Rule 17 ?*
Ans: I Quoted, 17a(ii) and 17b.
He Changed Question When I was quoting 17b.
*5. Explain "Safe Speed" as per Rule 6.*
Ans: I quoted Rule 6.
He asked: How will you determine Safe Speed with operational radar?
I started quoting part (b) of Rule 6. He stopped me in the first line itself.
*6. What are Characteristics and Limitations of Radar?*
Ans: I mentioned as follows:
Characteristics: VBW, HBW, PL, PRF, WL, RPM
Limitations: Range discrimination, Bearing discrimination, Min. Range, Max. Range, Range Accuracy, bearing Accuracy.
Next Question.
*7. What is Pulse Length of "X-Band" Radar ?*
Ans: I said, 0.05 µs. He laughed and asked, "Are you sure?".
Next Question.
*8. Explain the meaning of "Any Constraints imposed by the RADAR range scale in use".*
Ans: I said, "If I am using short range scale, I cannot appraise the ROC developing with vessel at Long Range....",
Question change.
*9. What is objective of "RANSCO" Course ?*
Ans: I started my answer with, This course enables the effective use of RADAR operation at Management Level which includes:
"Blind Navigation";
"Navigation for SAR Operation" and....
Question Change.
*10. What is the meaning of Scanty RADAR Information ?*
Ans: I said, Scanty means "Insufficient" or "Inadequate".
He said give example: I said, If I come to a conclusion or take action with only a single bearing of a target then it means I am acting on the basis of scanty information.
He asked then how many bearings you need? I said, Sir, to determine ROC we should take atleast 3 or more consecutive bearings of the approaching vessel.
He said, "Accha tum 3 bearing me pata kar loge ki ROC hai ya nahi" ?
He laughed and Changed question.
*11. Explain the meaning of "Close Quarters Situation" ?*
Ans: I said, it is the situation in which both the vessels (Give-Way and Stand-on) should take avoiding action.
The action by "Give-way" vessel alone will not be sufficient to avoid the collision.
He laughed and asked "Accha" ?
Next Question.
*12. How will you plot WOP on Paper Chart ?*
Ans: Due to panic, I started my answer with talking about "F" Distance.....
He shouted "What F Distance" ?
Next Question.
*13. Explain 1-2-3 Rule for avoiding TRS.*
Ans: I Explained fully about first plotting the current position of 34Knot Wind Circle from the Weather Warning and then plotting the forecasted positions of TRS as follows:
24hr. position with 100NM added to radius,
48hr. position with 200NM added to radius,
72hr. position with 300NM added to radius.
Then I Will join the tangents and will keep out of the shaded area obtained.
He said Ok, Next Question.
*14. What environmental factors you will consider for Weather Routing while planning your passage?*
Ans: I said, "Will check for the areas in which there is a possibility of formation of TRS in my planned route.
Will check for currents affecting my passage.
Will check for observation of average winds observed in the area with the help of Routeing Chart.
He stopped in between and said, "Why the hell you will use routeing chart" for Weather Routing in your passage plan.
Question Change.
*15. What is Safety Margin in terms of Passage Planning ?*
Ans: I didn't knew the exact answer, So I said, I will check for Navigational dangers which are outside my track and see how much sea room available for manoeuvring in case of emergency or required for traffic alteration. I will check the depth and UKC available outside of planned track and will keep some margin before marking of NO GO AREAS.
He asked, What will you consider for deciding this "extra space", I said "Manouevering Characteristics" of my vessel, He laughed and changed question.
*16. What is the effect of Upwelling Current on the navigation of your ship?*
Ans: I said, It can affect the vessel's course and speed. Navigation can be hampered due to presence of fishing traffic due to good fishing ground near the coast because of upwelling current.
Question Change.
*17. What is magnetic anomaly ?*
Ans: I didn't knew the exact answer, so I said: "The places on Earth where the Magnetic Compass of a vessel gets severely deflected due to high value of Variation".
He asked, "What..?" "High value of variation ?"
Again Laughed and changed question.
*18. Tell me Hazards of Ice Navigation ?*
Ans: I started answering with Crew fatigue due to cold temperature; Stability issues due to accretion of Ice on deck; damage to Hull due to impact of thick ice.....
Question Change.
*19. What is Position Line in Celestial Navigation?*
Ans: I said, it is obtained in "High Altitude Observations".
Question Change.
*20. You got 3 Position Lines, and it formed a Cocked Hat. How will you determine your position?*
Ans: I said, If all the 3 bearings are within 180°, then position will lie outside Cocked Hat and the vice versa.
He asked, how will you solve, If it is outside. I said using Angle Bisector method, he said wrong, laughed and said *"Ok we move to Function-3"*.
--------------------
_Function: *3*_
--------------------
*1. What all Entries you will make in OLB ?*
Ans: I started answering as per "MS Act Sec 214"
I spoke 2 or 3 points and he said Next Question.
*2. What is the requirements of Collision Bulkhead ?*
Ans: I didn't knew the exact answer, so I started with "0.05 L...."
He Changed Question.
*3. Tell me all the Certificates as per SOLAS applicable to your VLCC as per Regulation Number?*
Ans: I mentioned all certificates as per SOLAS CH-I Reg.12
Cross Question: What is there in "Cargo Ship Safety Certificate"?
I said: Sir, It combines other 3 Certificates into one: Safety Construction, Safety Equipment & Safety Radio.
He asked: What is the attachment for "Cargo Ship Safety Certificate"?
I said: Form C
He asked: What are the attachment for other three?
I said: Form E, Form R, Form C.
Ok Next Question
*4. Tell me all the marine pollutants as per MARPOL Annex 6 ?*
Ans: I said, NOx, SOx, ODS, PM, Green House Gases.
Next Question.
*5. Name some Green House gases.*
Ans: I started my answer with Carbon Monoxide, He started laughing and asked "Carbon monoxide" Green House Gas hai?
I said, Sir, Carbon Di-Oxide (Co2)...
He said: "Kya CO2 bhi GHG hai?"
I kept quiet for a second and he changed the Question.
*6. In which all places a ship is stregthened?*
Ans: I said, In Forward-BOW and in Aft-STERN
Cross Question: Why strengthening members in FWD?
I said, to withstand the impact of Panting and Pounding.
Cross Question: Why strengthening members in AFT?
I said, to withstand the heavy load and vibration of Machinery and Propeller (He started Laughing).
I continued, Sir, also to withstand the forces at Stern Frame during drydock and In heavy weather the similar pounding of stern....
Next Question.
*7. Tell me all the entries of ORB Part-1 and Part-2 with their _Entry Codes_ ?*
Ans: I said, Sorry Sir, I don't remember the exact "Entry Codes" but I can tell you all the entries. I will refer to the particular codes which are given in the ORB.
Again he laughed and changed the question.
*8. As per which MS ACT master can fine crew members?*
Ans: I said, As per MS Act Sec-202.
He said, "Kuch bhi ??" "Matlab Master yahi kaam karega jahaj pe... sabse Fine collect karke Shipping Master ko dene jaayega ?"
I kept quiet and he started with another question but in between...Capt. Poswal Interrupted and asked, *"Sir How is he ?"*
Capt. Sharda told, *"F3-He is good; F1-He should come again."*
