[18/06, 00:53] +91 98334 68917: Answer is no although flag state can import sanctions which have the similar effect as to detention.
The reason is that the term detention stems from Port state control requirements.
It means that the vessel is prevented from departing the port until the inspected item, which in the eyes of the PSCO, possess a grave danger to the safety of life and or environment if the vessel be allowed to depart with that particular deficiency .
There is another reason where the number of deficiencies is so many that the inspection is suspended, vessel detained, and the flag state informed to conduct a full inspection of the vessel.
In all these cases it is the detention by the port state control and not by the flag state.
In terms of flag state, a flag state cannot detain their own vessel in overseas port. They do not have local authority there. They have instead other sanctions such as rectify prior departure which they can enforce on their own vessel.
