الدكتور هيثم أبو سعيد: السويداء نموذج يُحتذى؛ خطوات الإدارة الذاتية تنتج أفضل النتائج Dr. Haissam Bou-Said: Al-Suwayda as a Model; Autonomous Administration Yields Tangible Results رحّب الدكتور هيثم أبو سعيد، رئيس بعثة المجلس الدولي لحقوق الإنسان إلى الأمم المتحدة في جنيف المعتمد بصفة خاصة ايكوسوك، بالنموذج التشاركي الذي تبنته هيئات الإدارة الذاتية والمجتمع المدني في محافظة السويداء، لا سيما لجهة تحديد أولويات الخدمات المحلية، معتبراً أن هذا النموذج يُمثل خطوة أولى مهمة ضمن مقاربة إصلاحية شاملة للإدارة المحلية في سوريا. وتمنّى الدكتور أبو سعيد تعميم هذا النموذج الناجح على باقي المناطق السورية، بما ينسجم مع تطلعات المجتمع المدني، ويعزز من مفهوم اللامركزية الفاعلة التي تُحقق مكاسب ملموسة في الخدمات الاجتماعية، بعيدًا عن النماذج المركزية التقليدية التي ما زالت تعتمدها بعض الأنظمة العربية والإسلامية. وأشار في تصريحه إلى أن التنسيق الأمني المسؤول هو إحدى الركائز الأساسية لإنجاح مثل هذه النماذج، مؤكداً على ضرورة أن يرتقي هذا التنسيق إلى مستوى تفاهمات استراتيجية مع السلطة المركزية، بما يضمن الأمن والاستقرار لجميع شرائح المجتمع السوري. وشدّد الدكتور أبو سعيد على أهمية أن تكون السلطة المركزية مؤلفة من ممثلين حقيقيين عن مختلف مكونات المجتمع السوري، ممن يمتلكون فهماً دقيقًا لطبيعة العلاقات الاجتماعية والأمنية والاقتصادية، بهدف بناء استراتيجية دفاعية وطنية مشتركة تأخذ بعين الاعتبار التحديات المقبلة، وتُرسّخ السلم الأهلي والوحدة الوطنية. Dr. Haissam Bou-Said, Head of the International Human Rights Council Mission to the United Nations in Geneva (UN ECOSOC), welcomed the participatory model adopted by local civil society and autonomous administrative bodies in Al-Suwayda province, particularly in defining priorities for local services. He praised this initiative as an important first step toward a comprehensive reform framework for local governance in Syria. Dr. Bou-Said expressed hope that this model would successfully expand to other regions, highlighting that it aligns with the aspirations of civil society and exemplifies a productive form of decentralized governance. He noted that such an approach has yielded better social service outcomes compared to traditional centralized systems still dominant in several Arab and Islamic states. He emphasized that responsible security coordination is a key pillar for the success of these initiatives, and that this coordination must evolve into strategic understandings with the central authority. Such understandings are vital to ensure security and reassurance for all segments of Syrian society.
