Transport Cabinet Secretary Davis Chirchir has gazetted new draft traffic rules aimed at tightening road safety and vehicle regulation across Kenya. The rules cover vehicle inspections, school transport, drink-driving, and commercial vehicle operations.
*1. Vehicle Inspections*
Mandatory for vehicles over 4 years old.
Applies to school, commercial, and PSV vehicles.
Required after accidents, salvage registration, or ownership info changes.
Licensed private inspection centres will issue standardized compliance stickers.
*2. School Transport*
All school buses and providers must be licensed.
Must have seat belts, fire extinguishers, and tracking systems.
Clear qualifications set for drivers, attendants, and crossing guards.
Private use of school buses banned unless a temporary licence is obtained.
Mandatory colour coding and school transport signage on vehicles.
*3. Drink-Driving Controls*
Legal alcohol limits introduced for all drivers.
Testing via breathalysers, blood, or urine is now permitted.
Refusing a test will lead to automatic penalties.
Repeat offenders face licence suspension or cancellation.
*4. Commercial Vehicle Safety*
Licensing now required for vehicle owners, drivers, and operators.
Vehicles must be equipped with speed governors, telematics systems, and underride guards.
Driver working hours will be regulated to prevent fatigue.
Mandatory safety training and conduct rules for drivers and operators.
