MUKHWANA 1. OCS Talam told him that he had received instructions from DIG Lagat that someone would be brought in by the DCI at 8, and that he (Mukhwana) should visit the cell and elect inmates to "sort him kidogo." 2. At 9, the DCI arrived with a cuffed Mwalimu, in a black Subaru. 3. He called Talam who confirmed that indeed, that was the 'guest' to be worked on. 4. Mukhwana asked for the exact 'dose' of beating to be administered. 5. OCS Talam directed that he should suffer injuries serious enough to require hospitalization. 6. What emanated from the cells were screams from Mwalimu, as he was being worked on by other officers. 7. Mukhwana visited the cell and saw a seriously injured Mwalimu seated and leaning on the wall, bleeding. 8. The Deputy OCS was instructed to take him to the hospital. 9. The following day, he was called by colleagues inquiring if he had any news on what had transpired. 10. He called the OCS, who assured him that all was well. 11. On the 11th, he recorded a statement with IPOA, narrating what had transpired. 12. He recanted his initial statement and gave a new one after realizing his colleagues had attempted to toss him under a speeding mbukinya. He was arrested. 13. Ojwang' wasn’t supposed to die.
