_Hon. Chadzamira Champions Land Tenure Reform at Masvingo Polytechnic Engagement_

Masvingo — In a high-level engagement at Masvingo Polytechnic College today, the Minister of State for Provincial Affairs and Devolution for Masvingo Province, Hon. E.R. Chadzamira, addressed delegates on the critical role of land tenure in economic development and rural transformation.
The event drew a notable crowd, including senior government and ZANU PF officials such as Dr. A. Pazvakavambwa, Cde Trust Mugabe and Senator R. Mavhenyengwa. The gathering sought to unpack key policy issues surrounding land tenure, especially its implementation and impact on agriculture, economic security, and youth empowerment.
In his keynote address, Hon. Chadzamira emphasized that secure land tenure is fundamental for socio-economic progress, particularly in rural communities where agriculture remains the backbone of livelihoods. “Land tenure is not just a legal formality,” he said. “It is a driver of security, investment, and productivity. For us to achieve Vision 2030, we must ensure that our land policies reflect this reality.”
He commended the Second Republic's efforts in empowering citizens through initiatives such as the issuance of title deeds, noting that such moves reinforce ownership, unlock investment opportunities, and bolster food security.
The Minister outlined how enhanced land tenure arrangements can catalyze agricultural transformation, enabling farmers to confidently invest in land improvements, mechanization, and climate-resilient practices. With Masvingo Province being one of Zimbabwe’s largest and agriculturally strategic regions, he stressed the importance of land reform policies tailored to local needs and realities.
Hon. Chadzamira also spotlighted the government’s commitment to youth empowerment, reiterating the 20% youth share policy in all government allocations. “Our young people must not be left behind. Understanding land tenure is key to ensuring they have a stake in the land economy,” he remarked, urging youth to engage actively in agribusiness and rural enterprise.
Concluding his remarks, Hon. Chadzamira welcomed Dr. Tagwirei and all facilitators, expressing gratitude for their contributions to the dialogue. “This platform is more than a meeting it is a call to action. Let’s take the knowledge shared here today and turn it into tangible outcomes for our communities,” he said.
