Allah says in surah al-Shura [42]: [وَجَزَاءُ سَيِّئَةٍ سَيِّئَةٌ مِّثْلُهَا ۖ فَمَنْ عَفَا وَأَصْلَحَ فَأَجْرُهُ عَلَى اللَّهِ ۚ إِنَّهُ لَا يُحِبُّ الظَّالِمِينَ] _The retribution of a harmful act is a harm like it. But whoever pardons and makes reconciliation, then his reward is due from Allah. Indeed, Allah does not love the unjust ones._ [40] Commenting on this, al-Qurtubi wrote: [قال العلماء : جعل الله المؤمنين صنفين ، صنف يعفون عن الظالم فبدأ بذكرهم في قوله وإذا ما غضبوا هم يغفرون . وصنف ينتصرون من ظالمهم . ثم بين حد الانتصار بقوله : وجزاء سيئة سيئة مثلها فينتصر ممن ظلمه من غير أن يعتدي . قال مقاتل وهشام بن حجير : هذا في المجروح ينتقم من الجارح بالقصاص دون غيره من سب أو شتم ] The scholars have said: that Allah has divided the believers into two categories. One category is those who pardon wrongdoers, so He began by mentioning them first in His statement: [وَإِذَا مَا غَضِبُوا هُمْ يَغْفِرُونَ] _"And when they are angry, they forgive"_ [al-Shura ayah 37] The second category is those who take revenge against those who wrong them. Allah then laid out the limits for taking revenge by saying, "The retribution of a harmful act is a harm like it." So one can take revenge on the one who wronged him but without overstepping the limit. Muqatil and Hisham ibn Hujayr both said: This is referring to one who has been wounded, so he takes revenge on the one who wounded him through the process of qisas without doing anything more such as cursing or insulting him.
