TREASURER (GRADE 10):
FINANCE DEPARTMENT
*Duties and Responsibilities*
- Supervises, appraises and directs the work of employees in the Finance Department.
- Ensures that correct control documents and Books of
- Accounts are used in the Department.
- Ensures that financial instructions and legal provisions are complied with.
- Consolidates Committee based budgets into the main Council Budget.
- Advises Council and its Committees on financial matters.
- Co-ordinate the preparation of Council's annual budget and report same to the Finance Commitee.
- Carry out regular Budget performance analysis and monitoring.
- Design and implement sound FinancialAccounting Systems.
- Supervises financial transactions of the Council with its
- Bankers and manage Council Investments
- Prepares monthly profit and loss accounts for Council's
- Income Generating projects and advise Council on the viability of such projects.
- Prepares and present year-end financial statements in
- Compliance with the law.
- Timeously implement audit recommendations that relate to Finance Department,
- Collect Revenue for the Council.
- Comply with Financial policies, regulations and internal control systems.
- Insure that Council properties and vehicles and make claim promptly after loss or damage.
- Prepare Financial Reports for Inter-Governmental Fiscal Transfers.
- Any other duties as may be lawfully and reasonably assigned by the Accounting Officer of Council.
*QUALIFICATIONS*
- Applicants should have at least one of the following qualifications:
- Degree in Accountancy
- Master's degree will be an added advantage.
- Full C.I.S/ACCA or CIMA Qualification Institute of Certified Brokers Institute of Administration and Commerce (Finance).
- 5 years' experience in Local Governance.
- Experience in working for a Rural District Council will be an added advantage.
- No criminal record
- Clean Class 4 driver's licence
- A Zimbabwean Citizen
- Atleast 35 years ofage and mature.
- No criminal record within the local authority fratenity.
