A leaked document from the EU’s foreign policy service states that “there are indications that Israel would be in breach of its human rights obligations under Article 2 of the EU-Israel Association Agreement.” Despite this finding, the EU has stopped short of calling for immediate sanctions against Israel. The conclusion follows a review of the agreement, prompted last month by 17 EU member states—led by the Netherlands, a long-standing ally of Israel. EU officials were tasked with assessing whether Israel’s domestic and international conduct aligns with the agreement’s requirement for “respect for human rights and democratic principles,” amid near-daily fatal shootings of Palestinian civilians seeking food.
