JOB TITLE : PRINCIPAL ENVIRONMENTAL HEALTH OFFICER GRADE : G/M4 DUTIES: Prepares plans, implements and monitors Health Education activities. Facilitates training programs for all Health and related personnel. Coordinates and monitors all environmental health matters. Promotes health and safety issues. Organizes interventions on Health-related issues. Collaborates with relevant authorities and ensures participation and involvement in health information. Any other relevant duty assigned from time to time. Educational Qualifications Applicants must be serving Senior Environmental Health Officers (Grade H/M5) regardless of experience at that grade or Environmental Health Officers (Grade I/M6) with a minimum of four (4) years’ experience at that grade in Local Authorities. JOB TITLE : PRINCIPAL MEDICAL OFFICER GRADE : G/M4 DUTIES: Serve as Head of Clinical Services department at the Council; Take lead in clinical Work (patient care) including being on call. conduct ward rounds and OPD clinics both at the hospital and peripheral health facilities; Recommend the procurement of drugs, medical supplies and medical equipment for the district; Coordinate the preparation of annual budgets for the hospital in collaboration with the DHMT; Compile periodic reports as determined by the DHMT on the performances of the hospital and curative services in the district; Ensure that all deaths in the hospital are audited and measures taken to prevent unnecessary deaths. Supervise all medical staff under his/her control. Educational Qualifications Applicants must be serving Senior Medical Officers (Grade HH/ M5) with a minimum of four (4) years’ experience at that grade in Local Authorities. Competencies The job holder must demonstrate in-depth knowledge and hands on experience in all aspects of clinical medicine. Must demonstrate ability to manage multi-disciplinary health care teams at the Council. Deputizes the chief medical officer and assist on operational matters. JOB TITLE : PRINCIPAL ANIMAL HEALTH & LIVESTOCK DEVELOPMENT OFFICER GRADE : G/M4 DUTIES : Coordinate the formulation of annual work plan and budget preparation for all animal husbandry and disease control programmes, in the Council. Responsible for the supervision and implementation of livestock production activities in the District Responsible for development and delivery of improved livestock development technologies for use by farmers. Organize and conduct campaigns against livestock diseases in the District Coordinate surveillance activities to prevent entry/spread of livestock diseases in the District. Responsible for the improvement of hide and skins trade, registration of dealers in hides and skins in collaboration with relevant organizations Departments and ministries. Assist in reviewing and updating the various ACTS of the Department. Assist in identifying and drafting proposals on new livestock development projects and monitoring of on – going projects in liaison with the planning section. Perform any other duties that may be assigned, by the Director of Agriculture Environment and Natural Resources. Educational Qualification Applicants must be serving Senior Animal Health and Livestock Development Officers (Grade H/M5) regardless of experience at that grade or Animal Health and Livestock Development Officers (Grade I/M6) with a minimum of four (4) years experience at that grade in Local Authorities. JOB TITLE : PRINCIPAL BUILDINGS ENGINEER GRADE: G/M4 DUTIES: Ensure that estate management and valuation activities are properly performed. Review building regulations Ensure that development plans are in compliance with building regulations Advise the Council on building control matters. JOB TITLE : SENIOR HEALTH PROMOTION OFFICER. GRADE: H/M5 DUTIES: Creating and implementing health promotion strategies to address specific health. Support localized implementation of state-wide programs Continuously look for opportunities to be upskilled and educated on matters relating to the role and to improve functionality, efficiency and effectiveness. Provide input into the development of evidence-based health promoting planning and delivery. Any other duties deemed necessary for the post. JOB TITLE : AGRICULTURE EXTENSION DEVELOPMENT OFFICER GRADE: I/M6 DUTIES: Formulate annual work plans and budgets for the Extension Planning Area in liaison with extension workers and stakeholders. Conduct EPA management meetings to interpret Agricultural development policies and discuss other relevant issues. Coordinate Day Training (DTC) farmer training as determined by needs assessment results for Extension Planning Area. Promote collaboration with other stakeholders in Agriculture development in the EPA. QUALIFICATION Applicants must be serving Senior Assistant Agriculture Extension Development Officer (Grade J/M7) with a minimum of four (4) years’ experience at that grade OR in possession of a Bachelor’s Degree in Agriculture Extension or Agriculture General obtained from accredited institutions. JOB TITLE : FORESTRY OFFICER GRADE : I/M6 DUTIES: Enforce and interpret the Forestry Policy and By-Laws. Conduct forest resource assessment and mapping. Monitor, maintains firebreaks, forest boundaries against Encroachment. Ensuring that fire equipment/communication structures are in order Conducting fire awareness campaigns Conducting training for forest resources protection Raising awareness on investment opportunities in forestry plantations Carrying out needs assessment in relation to forest resource management Any other duties as assigned from time to time. JOB TITLE : WATER SUPPLIES OFFICER GRADE: I/M6 DUTIES: Plan and initiate Participatory, Implementation, Monitoring and Evaluation. Organize regular meetings with Stakeholders. Organize Supervisory visits to Water Supply and Sanitation Projects with Stakeholders. Plan, Conduct, Coordinate and evaluate training Programs for extension workers and Communities. Coordinate and supervise the drilling, trenching, pipe laying, Pump installation, construction and Operation and Maintenance of Water Supply and Sanitation investments. Take a leading role in all districts Water Supply and Sanitation activities. Carry out any other relevant duties assigned from time to time. Educational Qualification Applicants must be serving Senior Assistant Water Officer (Grade J/M7) with a minimum of four (4) years’ experience at that grade OR in possession of a Bachelor’s Degree in Public Health, Environmental Sanitation, Water Resource Management and Health Management OR Earth Science majoring in Hydrogeology, Hydrology, Geography obtained from accredited institutions. JOB TITLE: OPHTHALMIC CLINICAL OFFICER GRADE: I/M6 DUTIES: Perform major eye tests and measurements Prepare patients for examinations and treatments Document patient medical historv Properly sterilize ophthalmic instruments Ensure the comfort of patients before, during, and after procedures Provide patients with pre- and post-procedure instructions Order and maintain supplies and equipment Perform a basic clinical low vision assessment and prescribe necessary interventions. Perform practical procedures involved in examination, investigation and treatment of common eye problems. Perform refractive and prescribe spectacles to patients. Job Title : SENIOR CLINICAL TECHNICIAN (ANAESTHESIA) Grade:HJ/M7 DUTIES Manage the department of anesthesia at a district Hospital as in charge; Supervise and evaluate all anaesthetic technician below his/her grade; Ensure that staff on duty is sufficient; Ensure that staff members attend clinical meetings and refresher courses to update themselves; Manage critically ill patients in HDUs/ICU; May be a member of hospital management committees. Job Tittle : ASSISTANT LAND RESOURCE CONSERVATION OFFICER GRADE : K/M8 Duties: Implement catchment conservation programs among farmers. Conduct campaigns on good land use- use practices in the district. Assist LRCO in the training of field extension staff and farmers in land resources conservation techniques. Provide advice on implementation of land resources conservation components of physical development programs in the district. Carry out conservation farm planning upon request from smallholder farmers. Perform any other duties as assigned by the Land resources Conservation Officer. Educational Qualifications Applicants must be Senior Land Resource Conservation Assistant (Grade L) with a minimum of four (4) years’ experience at that grade or must be in possession of a Diploma in Agriculture, Earth Science or Environmental Studies obtained from a recognized University/Institution. Job Tittle : DENTAL THERAPY TECHNICIAN GRADE: K/M8 Duties: Carrying out simple surgical extraction of teeth (Scaling, polishing and filling teeth). Prescribing drugs and conducting oral teeth hygiene for patients. Conducting oral Preventive dental work programmes in Institutions and centers. Making artificial teeth and fitting them. Recording data in relevant registers and instruments following HM1S guidelines. Routinely monitor the dental services and take necessary actions to improvethe service quality and oral health status of the people. Any other duties deemed reasonable for the post. Educational Qualifications Applicants must be Senior Dental Therapy Assistant (Grade L) with a minimum of four (4) years’ experience at that grade OR must be in possession of a Diploma in Dental Therapy obtained from a recognized University/Institution and must be registered with Medical Council of Malawi. Job Tittle : ASSISTANT FORESTRY OFFICER GRADE: K/M8 Duties: Assist with, and implementation of, Forest Management Plans and project annual plans. Assist in leading on Forest Management, Conservation and Sustainability activities. Assist in complying with National Forestry Laws and international regulations.
