Short answer: The regulator is using a (sensible) method to get cost reflective pricing; the IMF and government shld not have had a different method. In the event of disagreement, apart from legislation and appeal to the judiciary the rule of law (established by parliament) does not give authority to the executive, and thereby to the IMF, to overrule the independent regulator.
