Haryana Real Estate Regulatory Authority (HRERA) must reflect: Who do we serve? If the answer is “consumers,” Regulation No. 2 needs urgent reform—simplified, modernized, and humanized. Otherwise, HRERA risks becoming a gatekeeper, rendering justice a distant dream.
