*House Committee on Constitution Review to Convene Legislative Dialogue on National Security Architecture*
*Abuja, FCT | Sunday, June 15, 2025* – The House of Representatives Committee on the Review of the Constitution of the Federal Republic of Nigeria (1999), in collaboration with the Office of the National Security Adviser (ONSA), is set to host a high-level Legislative Dialogue on Nigeria’s National Security Architecture as follows:

Themed “Nigeria’s Peace and Security: The Constitutional Imperatives,” the dialogue s a key part of the House's ongoing efforts to reform Nigeria’s security and policing framework through constitutional amendments.
It will bring together top leadership from Nigeria’s security sector, including:
- Nuhu Ribadu, National Security Adviser
- Gen. Christopher Musa, Chief of Defence Staff
- Kayode Egbetokun, Inspector-General of Police
- Oluwatosin Ajayi, Director-General, Department of State Services
- Amb. Mohammed Mohammed, Director General, National Intelligence Agency
Other participants will include senior officials from Nigeria’s security agencies, legal and policy experts, civil society organisations, and community leaders, especially from frontier regions.
They will join members of the Constitution Review Committee, chaired by Rt. Hon. Benjamin Okezie Kalu, CFR, Deputy Speaker of the House of Representatives, and other key lawmakers to provide critical input on legislative gaps and propose actionable constitutional solutions.
Among the critical proposals to be discussed is HB-617, a bill seeking to establish state police and adjust the framework governing law enforcement in Nigeria.
The Dialogue will also feature goodwill messages from Rt. Hon. Abbas Tajudeen, Ph.D, GCON, Speaker of the House of Representatives, and a keynote address by His Excellency, Bola Ahmed Tinubu, GCFR, President, Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria.
This event comes at a decisive moment. As Nigeria faces evolving internal and transnational security threats, the House of Representatives recognises the urgent need for constitutional clarity on policing authority, inter-agency collaboration, and national security coordination. It is within this narrow but strategic legislative window that the 10th House is engaging directly with operational actors to co-create reforms.

1. Comprehensive recommendations on the proposed bills to strengthen Nigeria’s security architecture.
2. A collaborative framework for inter-agency cooperation in addressing security challenges.
3. Increased awareness and understanding of the legislative pathways necessary for effective security reform.
4. A roadmap for enhancing border security and regional stability in collaboration with local communities.
