Kuwadzana East legislator Chalton Hwende was ejected from the National Assembly on Wednesday after making remarks directed at Health Minister Douglas Mombeshora, mocking his apparent exclusion from President Emmerson Mnangagwa’s recent tour of Harare’s public referral hospitals.
Hwende’s comments came during a parliamentary session in which fellow Citizens Coalition for Change (CCC) MP, Prosper Mutseyami of Dangamvura/Chikanga, raised a policy question regarding access to healthcare services in public institutions. Said Mutseyami:
What steps is the government taking to improve access to affordable health care and ensure the availability of essential medicines in public hospitals and clinics across the country?
In his response, Mombeshora began explaining the country’s patient treatment processes in Shona, even though the initial question had been posed in English.
This prompted Hwende to raise a point of order, saying, “The question was asked in English. The Standing Orders are clear that the Hon. Minister should respond in English.”
Deputy Speaker of the National Assembly, Tsitsi Gezi, interjected to clarify that parliamentary rules permit responses in local languages.
Following Mombeshora’s extended explanation, Hwende interrupted again, dismissing the minister’s answer as inadequate.
He went on to claim that Mombeshora’s exclusion, along with his deputy, Sleiman Timios Kwidini, from President Mnangagwa’s recent visits to Parirenyatwa and Sally Mugabe hospitals was proof of the minister’s shortcomings. Said Hwende:
Ndosaka makatizwa na President pavakaenda ku Parirenyatwa (That is why the President left you when he visited Parirenyatwa hospital).
Hwende was immediately ordered to leave the chamber by Deputy Speaker Tsitsi Gezi and was escorted out by the Serjeant-at-Arms.
