Harare is witnessing the mushrooming of cluster houses across the city despite the municipality not allocating any land for their development and this has laid bare the destructive influence of land barons.
This emerged last week when City of Harare housing director, Edmore Nhekairo, appeared before a commission of inquiry investigating council operations since 2017.
The commission that is chaired by Retired Judge Justice Maphios Cheda was appointed by President Emmerson Mnangagwa in May last year to investigate council operations following reports of gross mismanagement and unbridled corruption.
Commission evidence leader Thabani Vusa Mpofu asked Nhekairo what his role was in the development of cluster houses since he was the housing director. This is an Ignite Media Zimbabwe news production.
In response, Nhekairo said his role is very minimal, adding that the development of cluster houses fell within the purview of the Town Planning Department.
When asked to comment on the proliferation of cluster homes, Nhekairo said he was also shocked as the municipality had not allocated any land for their development in seven years.
“We have not been allocating any such stands during the period that I have been in Council,” he said.
“That discussion has been held, in fact, there was a stakeholder consultation meeting that was also held at Town House where we profiled the interested stakeholders, particularly from areas of Greendale, Vainona, and Borrowdale, which areas were experiencing a proliferation of this conversion of single dwelling units into cluster homes.
“I would not say they have not been, because out of that discussion, the town planner is now mindful of the concerns of residents and the impact it is having on not only sewer and water reticulation infrastructure, but even the availability of ancillary facilities like schools, because ordinarily for every 500 stands, there must be a primary school.”
Nhekairo said councillors needed to be questioned as they were actively involved in the allocation of cluster homes.
“Yes that part of the process of this allocation of these cluster houses is that councillors are actually involved in site visits and inspections of proposed cluster developments,” he said.
“Some of the developers are now being extorted by councillors because they are anxious to commence their development.”

Today, I stand before you with a heavy heart, burdened by the state of our beloved nation, Zimbabwe. As we gather in this sacred space, I urge you to join me in prayer for our country, whose citizens’ morals have reached alarming proportions.
We are living in a time where the youth of Zimbabwe have lost their way. They have abandoned the values of their parents, guardians, and teachers, and have become a law unto themselves. Instead of pursuing education and a brighter future, they are ensnared by the destructive grip of drugs and substance abuse.
As it is written in Proverbs 22:6, “Start children off on the way they should go, and even when they are old they will not turn from it.”
But alas, our youth have strayed from the path, and the consequences are dire. They commit crimes, such as theft, rape, and murder, under the influence of intoxicating substances.
The elders of our nation had hoped that the youth would rise up and become leaders who would shape a better future for Zimbabwe. But instead, they are being manipulated by power-hungry politicians who exploit their vulnerabilities for personal gain.
As the Bible warns us in 1 Timothy 4:1, “The Spirit clearly says that in later times some will abandon the faith and follow deceiving spirits and things taught by demons.” We see this happening before our very eyes, as our youth are led astray by false promises and fleeting pleasures.
But we must not lose hope. As people of faith, we have the power to intercede on behalf of our nation and its youth. Let us cry out to God, as the Psalmist did in Psalm 119:126, “It is time for you to act, Lord, for they have disobeyed your law.”

Dear Heavenly Father,
We come before you with heavy hearts, burdened by the state of our nation. We pray for the youth of Zimbabwe, who have lost their way and are ensnared by the destructive forces of sin.
We ask that you intervene in their lives and guide them back to the path of righteousness. Help them to see the error of their ways, and to seek after you with all their hearts.
We pray for our leaders, that they would be men and women of integrity, who would seek the welfare of our nation and its people. May they be guided by your wisdom and justice.

_*Law Society of Zimbabwe issues warning against errant and bogus lawyers*_
THE Law Society of Zimbabwe (LSZ) has issued a stern warning to lawyers, who stray from their professional obligations and engage in corruption, among other unacceptable behaviour.
LSZ says that such conduct will not be tolerated.
The caution comes in light of recent accusations of corruption cartels allegedly involving judicial officers, lawyers, and journalists.
Speaking during a media training workshop in Harare on Friday, LSZ president Lison Ncube stressed commitment to combating the vice, assuring that anyone caught off guard will face appropriate punishment.
“Accusations of corruption fronted by alleged cartels between judicial officers, journalists and legal practitioners have been flying around.
“Such accusation must be frowned upon and the LSZ takes a very dim view of this situation.
“We decided, however, that we will not join the chorus of accusations; rather we now seek to work with authorities on a campaign to educate our members and stakeholders on the dangers of corruption,” he said.
Ncube also highlighted that the integrity of the justice sector is crucial for Zimbabwe’s economic and social development.
He further said that Zimbabweans must have confidence in the justice system, noting that the media plays a vital role in achieving this objective.
“We are acutely aware that complaints against our members may have the effect of eroding public confidence in the legal profession.
“However, the flip side for us is that the increase in complaints is a sign of growing confidence in the ability of the society to discipline its members and effective regulation of the profession in the public interest,” Ncube said.
The LSZ expressed concern over the rise of bogus lawyers, which has contributed to an increase in complaints received.
“The LSZ is a stickler for rules and will not waiver. We take this opportunity to reassure stakeholders that there is no place for errant lawyers to hide.
“The wheels of administrative justice may turn slowly, but they certainly do turn.
“Our processes may appear long and winding as things stand, but this is as provided by law, and unless there are amendments to existing legislation, we can only follow what is available to us.”

NINE Zimbabwean nationals have been formally charged with a single count of murder and illegal entry into Botswana following the gruesome killing of fellow Zimbabwean man, Tavonanashe Mariga, who was brutally assaulted by stomping on his testicles.
The nine Zimbabwean nationals, who are facing the two offences are Crispen Gasura, 33, Desmond Dube, 23, Takesure Fraser, 38, Abbisai Gasura, 29, Justice Mafukidze, 25, Clayton Chiwa, 35, Spencer Gasura, 35, Calvin Mafukidze, 27, and Alouis Gasura, 23. All nine accused persons are male.
The accused were arraigned before the Broadhurst Magistrates’ Court last Friday.
The shocking incident occurred at the Matebele Farms on January 5, 2025, after the nine accused alleged the slain Mariga had stolen money amounting to P1,500.
Ganging up on him, the nine accused allegedly beat the slain Mariga to a pulp and visually shot the whole ordeal. Tied up, Mariga was beaten by the nine men with sticks and stomped on his testis until he lost consciousness.
He was certified dead upon arrival at the hospital.
Due to the brutality the deceased suffered prior to death, Prosecutor Mmoloki Selofera asked that the accused be further remanded in custody.
“The accused persons shouldn’t be granted bail as this is a relatively new matter. And we are still waiting for the post-mortem results, forensic affidavit, and the photo album,” he said.
Meanwhile, the accused persons who are farm workers at the Matebele Farms didn’t contend the submissions made by the State after being asked by the presiding Magistrate Goratile Moremi-Ramakoloi. The magistrate acceded to the prosecution’s plea.
“The nine accused persons are further remanded in custody until the next mention date on February 13, 2025,” she ordered. The case continues.

AFRICAN leaders have called for an immediate and unconditional ceasefire in the Democratic Republic of Congo (DRC), which will be enforced by army chiefs within five days.
The Southern African Development Community (SADC) and the East African Community (EAC) leaders held a joint summit in Tanzania, Saturday, to find a way forward and an end to the crisis in the eastern DRC where Rwanda backed March 23 Movement (M23) rebels have captured Goma.
The two regional blocs both expressed concern over the crisis and directed military generals to lead the ceasefire process as well as assist injured soldiers and facilitate repatriation of those slain in the attacks.
“The Joint Summit directed the EAC-SADC Chiefs of Defense Forces to meet within five (5) days and provide technical direction on immediate and unconditional ceasefire and cessation of hostilities, provision of humanitarian assistance including repatriation of the deceased and evacuation of the injured,” a communique on the resolutions of the summit reads.
The summit also called for the reopening of main supply routes and Goma airport.

Soldiers from South Africa, Burundi, Malawi, Tanzania, and Uganda have been sent to DRC as part of a regional development community mission and 16 of them were killed two weeks ago by the M23 rebels. Over 400,000 Congolese have been displaced since January due to the violence.

CAPE TOWN, SOUTH AFRICA —
The administration of U.S. President Donald Trump is interested in developing the mining sector in Africa. On the first day of his second term, Trump signed an executive order focusing on minerals, mineral extraction, and mineral processing.
"Mainly in the United States but if you read closely there are also multiple references in that executive order to international partnerships and you know, cooperating with partner nations," said Scott Woodard, the acting deputy assistant secretary of state for energy transformation at the U.S. State Department.
Woodard spoke at a recent African mining conference — also known as an indaba — in Cape Town, South Africa.
Moderator Zainab Usman, director of the Africa Program at the Carnegie Endowment for International Peace, asked Woodard whether the U.S. understands that in addition to mineral extraction, Africans want projects that add value to the raw material in order to boost the continent's industrialization.
Woodard replied that the Trump administration is still putting together its policies. This is an Ignite Media Zimbabwe news production. In recent years, America's investment in the African minerals needed for cleaner energy has been driven by the Export-Import Bank of the United States.
In 2022, the U.S. entered into agreements with the Democratic Republic of Congo and Zambia to establish a supply chain for electric vehicle batteries, underscoring its interest in both countries' copper, lithium and cobalt resources.
The U.S. also has funded the rebuilding of the Lobito Rail Corridor, which will transport minerals from Congo, Zambia and Angola on the west coast.
Speaking in the exhibition hall during the indaba, Zambia's minister of transport and logistics, Frank Tayali, thanked the U.S. for its leadership.
"We have something like a $350 billion gap in terms of infrastructure gap financing that the continent needs," said Tayali. "Now this focus on infrastructure development is really key in helping the African economies to be able to improve so that they are able to look after their people more effectively."
China, meanwhile, is invested in rehabilitating the Tanzania-Zambia Railway Authority — known as TAZARA — to bolster rail and sea transport in East Africa.
And in South Africa, the conference's host country, transport and logistics problems at the state-owned Transnet railway system are being considered.
"The CEO of Transnet is very open about the state of the rail network," said Allan Seccombe, head of communications at the Minerals Council of South Africa. " ... it needs a lot of work."
How will they raise the money?
"They are going out on public tenders to try and get that investment in," said Allan Seccombe, head of communications at the Minerals Council of South Africa. "Also, significantly they're speaking to their customers who are by and large, large mining companies to maybe through tariffs they can invest in the rail network, improve it, then have private trains they can operate on the network."

_*ZIMRA Team Uncover A Goblin (Chidhoma) Hidden Among Smuggled Goods From South Africa To Zimbabwe*_
Recently, the Zimbabwe Revenue Authority (ZIMRA) has been actively involved in combating smuggling across the country’s borders, particularly from South Africa. One of the most unusual seizures was a “goblin” or “chidhoma,” which was discovered hidden among smuggled goods coming from South Africa into Zimbabwe.
This peculiar find highlights the creative methods smugglers use to evade detection, often hiding illicit items among legal goods. The confiscation of such unusual items underscores the vigilance and thoroughness of ZIMRA’s inspections.
ZIMRA’s efforts are part of a broader initiative to curb smuggling, which has been a significant challenge for Zimbabwe’s economy. Smuggling not only deprives the government of revenue but also poses risks to public safety by introducing unregulated and potentially harmful goods into the market. In a recent nationwide crackdown, ZIMRA, in collaboration with other law enforcement agencies, seized smuggled goods worth approximately US$2.4 million. This operation targeted cross-border trade routes, focusing on commercial and passenger vehicles to enforce compliance and combat smuggling.
The operation resulted in the seizure of dozens of vehicles, including buses and haulage trucks, along with illicit goods such as second-hand clothes and unregulated foodstuffs. ZIMRA Commissioner-General Regina Chinamasa emphasized that the operation aims to encourage voluntary compliance and promote ethical business practices.
Chinamasa noted, “This operation is designed to curb smuggling, encourage voluntary compliance, and promote ethical business practices. Once compliance improves, these controls will remain part of ongoing risk management strategies.”
The initiative also involves setting up 24-hour roadblocks and conducting surprise raids on retail shops. Businesses unable to provide documentation for the legal importation of goods face heavy fines and confiscation of their stock.
In another significant operation, ZIMRA intercepted a major smuggling ring at the Beitbridge Border post during the 2024 Easter Holiday. The operation resulted in the seizure of 113.7 kilograms of cannabis and 2,682 bottles of Benylin cough syrup, valued at approximately US$140,520
_*Real Madrid, Atletico penalty drama, draw keeps LaLiga title race tight*_
MADRID -- Real Madrid's 1-1 draw with Atletico Madrid in Saturday's derby means there's no change at the top of the table, with just one point still separating the two teams. Julián Álvarez's first-half penalty had Atletico hoping they might secure their first win at the Santiago Bernabéu since 2016, but Kylian Mbappé's equalizer early in the second half meant the visitors had to settle for a point.
Real had the better of the second half as both goalkeepers, Thibaut Courtois and Jan Oblak, making important late saves. Here are three talking points, after a result that leaves LaLiga's title race wide open.
1. Penalty call means more ammunition for ref debate
After all the noise this week -- the refereeing complaints, the open letters, the social media posts -- it was time for the football. Or was it?
The build-up to this derby was dominated by Real's demands for "structural reform" of refereeing, and Atletico's critique of their rivals for putting officials under pressure. So of course, when the game began, it was no different.
Naturally, the spotlight was on referee Cesar Soto Grado and his VAR colleague Ricardo De Burgos Bengoetxea. There were deafening whistles for both officials' names when they were read out over the stadium tannoy, pre-match. The only question was: when would the first big decision come? And would they get it right?
For the first half hour of the game, very little happened: it was exactly the game Atletico and Simeone wanted, with not much football and precious few chances. Then, that moment of polémica (Spanish for "controversy") arrived.
Aurélien Tchouaméni, once again playing out of position at centre-back, reached for the ball inside the box and seems to catch Samuel Lino's foot with his studs. A long, drawn-out VAR check followed. Tchouameni had trodden on Lino's foot, but by the time the contact came, the ball had gone.
Referee Soto Grado came across to check the pitchside monitor, and as the stadium held its breath -- or rather, whistled vociferously -- he awarded a penalty that Julian Alvarez coolly converted, chipping the ball down the middle of the goal. At halftime, there were more whistles as Soto Grado walked off the pitch, but that was as much a reflection of fan frustration at Real's performance as anything. In the first half, they had created very little, with an xG (expected goals) of just 0.23.
2. Mbappé leads the fightback to underline his improving form
After the break, Real Madrid looked a different side. It took just five minutes in the second half for Mbappé to equalize, pouncing on the ball inside the box, after Jude Bellingham's shot had been blocked by defender José María Giménez. Mbappé's instinctive, confident finish, struck hard into the ground to bounce up and past goalkeeper Jan Oblak, was one of a player whose form continues to curve upwards.
The France star now has 23 goals in all competitions this season, with nine of those coming already in 2025. Further proof of his form could be seen in the pre-game as he briefly celebrated with LaLiga's Player of the Month award.
Mbappé is becoming one of this team's leaders, and his reaction to the goal -- racing back to the centre circle, hungry for more -- showed that.
The goal was also a precursor to Madrid's best spell in the match. Moments later, Bellingham headed against the crossbar, reaching the ball just a fraction of a second ahead of Mbappé. Madrid were well on top, but Oblak kept Atletico in the game, weathering the storm. Later, Mbappé could have provided the perfect finale, but he was denied by Oblak in the 89th minute; at the other end, Courtois saved too in added time.
_*Brighton knock misfiring Chelsea out of FA Cup fourth round*_
Kaoru Mitoma sealed Brighton & Hove Albion's 2-1 comeback home victory over Premier League rivals Chelsea to send the south coast club into the FA Cup fifth round on Saturday.
Brighton keeper Bart Verbruggen gifted Chelsea a fifth-minute lead when he bundled a cross by Cole Palmer into his own net under no pressure.
The hosts were not behind for long, however, as Georginio Rutter equalised seven minutes later with a glancing header.
Palmer should have restored eight-times Cup winners Chelsea's lead before halftime but Brighton were superior after the break and Japanese winger Mitoma sealed the tie in the 57th minute with a flicked finish over Chelsea goalkeeper Robert Sánchez. This is an Ignite Media Zimbabwe news production.
Defeat means Chelsea have not won away in any competition since early December and their only realistic chance of silverware in manager Enzo Maresca's first season at the helm is in the UEFA Conference League.
Brighton have been inconsistent in the league under their 31-year-old manager Fabian Hurzeler but they provided a great response to last week's 7-0 drubbing by Nottingham Forest, especially after such a calamitous start.
"It's good that everyone rallied around and showed their fighting spirit," Brighton winger Tariq Lamptey said.
"We showed that we are together and we turned it around."
Things looked bad for the hosts when Palmer volleyed a cross towards goal and Verbruggen spilled the ball into his goal.
Rutter spared his blushes soon after though as Joël Veltman's cross from the right evaded two Chelsea defenders and the Frenchman guided his header beyond Sanchez.
There was a hint of controversy about Brighton's winner with a suspicion of handball in the build-up before Mitoma showed a cool head to lift his finish over Sanchez.
