Despite HR leaders prioritising engagement (67%), manager communication (53%), and leadership visibility (47%), barriers like low capacity (49%) remain. Workforce well-being remains fragile, with 33% reporting declines. Gallagher stresses the need for strong C-suite direction to help HR and communication teams navigate these challenges.
