Audit exposes Sakaja for hiring thousands of ‘inexperienced’ staff An audit report for the 2023/2024 fiscal year has raised concerns about the recruitment practices within Nairobi City County's Executive branch under Governor Johnson Sakaja. The Auditor General's findings reveal that 3,834 staff members were hired without public advertisements, and the county failed to publish long and shortlists during the hiring process, making it difficult to verify the recruitment procedures and the necessity of these positions. The audit also uncovered irregularities in salary administration, with some officers' basic salaries changing up to six times within a year. Additionally, 3,214 officers experienced multiple job group changes, including 24 who changed their job groups three times. Discrepancies were found in personnel records, such as payroll numbers linked to different national identification numbers and tax PINs. Notably, key positions were filled by individuals lacking the required qualifications; for example, a Director of Infrastructure and Information Security was appointed without the necessary academic credentials. These findings have prompted scrutiny of Governor Sakaja's administration, with calls for accountability and adherence to transparent hiring practices to ensure qualified personnel manage the county's affairs.
