Additionally, 3,214 officers experienced multiple job group changes, including 24 who changed their job groups three times. Discrepancies were found in personnel records, such as payroll numbers linked to different national identification numbers and tax PINs. Notably, key positions were filled by individuals lacking the required qualifications; for example, a Director of Infrastructure and Information Security was appointed without the necessary academic credentials.
