Yvonne: The argument of moving from NHIF to SHA was that NHIF basically dealt with the salaried and enabled them to get access to healthcare. Moving towards SHA and creating the three funds, the idea was to ensure that every Kenyan has access to quality and affordable health care. Was the government too ambitious?
