"This is a preliminary agreement that envisions the creation of an investment fund for Ukraine’s reconstruction, where Ukraine and the U.S. will jointly manage and finance the fund on equal terms. [...] This agreement is directly tied to security guarantees. Neither the president nor the government will consider it separately from security guarantees for Ukraine," Shmyhal said.
