Freezing overnight conditions have prompted Exeter City Council to introduce emergency measures to bring rough sleepers inside over the next few nights. The City Council is activating its Severe Weather Emergency Protocol (SWEP) from Thursday 27 February until Monday 3 March, as sub-zero temperatures are forecast for Exeter. Temperatures are expected to go up next week but the Council will review the Protocol on Monday.
