WHAT WAS PETER KAPALA DOING AT THE MINISTRY OF ENERGY? One reason why progress has eluded Zambia is the shoddy, and highly partisan manner that seriius national affairs are tackled. An example of this is what is currently being portrayed as having transpired at the Ministry of Energy, in relation to fuel procurement. Just a couple of years ago, there were volumes of articles written by praise singers of course, touting the business acumen exhibited by Outgoing Dictator Hakainde Hichilema reconfiguring and realigning Indeni and Tazama to provide a long term solution to Zambia's fuel supply chain. Even at that time, there was thus same talk about "what all presidents before him had failed to do, he has accomplished within a short time". Well, what has happened now? All the genius solutions have produced contrary results and the fuel sector seems more disorganised today than it was in 2021. Suddenly, all government propaganda machinery has been deployed to find a scapegoat so that the genius President who had come up with the plan which all precious presidents had not seen, is protected from any blame for the current mess. Surprisingly, the man who was at the helm of the Ministry of Energy at the time of implementing the genius solution to end all fuel procurement problems for Zambia, Engineer Kapala, is deathly quiet while this debate is raging. Zambians, surely all that Kapala said in justifying the new arrangements has been totally forgotten in the space of just two years?! What did he say then about contracts for importation of diesel? Eng. Peter Kapala is still among the living and has simply moved to the Ministry of Livestock and Fisheries, which is part of this same government now fishing for a scapegoat for the apparent and growing mess in the duel sector. Why is the whole country unable to ask Kapala to explain how he allowed contracts which are now being portrayed as scandalous? It is well known that nothing of the magnitude national fuel importation can pass without the approval of State House (as we learnt in the case of fertiliser procurement, from the horse's mouth). This being the case, why has Peter Kapala escaped any kind of censure from Outgoing Dictator Hichilema, and has attracted not a single mention in the propaganda media for his part in creating the current mess? The answer is simple. Kapala himself provided to clue while campaigning in one of the by-elections in Luapula Province. He declared that his personal objective is to deliver all the Constituencies in Luapula Province to President Hichilema andnthe United Party for National Development (UPND). To Outgoing Dictator Hichilema, the allure of that prize is strong. And this is the reason that the name of Peter Kapala is not being mentioned in relation to the fuel importation contracts.
