REASONS FOR HH FAILURE TO PUT GOOD PERFORMERS IN GOVT JOBS Good evening. All who have commented on the mediocrity represented in the team of advisers, ministers and permanent secretaries assembled by Outgoing Dictator Hakainde Hichilema, have praised Laura Miti for the points she has made. It is not to begrudge her the accolades that the Zambian Whistleblower joins this debate. Rather, it is to point out a very significant ommission, or to say that she, and all who have commented thus far, have feared to profer any explanations to help Zambians appreciate why their political saviour has turned out another "missed call". Laura Miti's very good points simply swam in the shallow waters of her own anguished opinions, in an article that has been a remarkable debate-starter. Nothing wrong with that. Unfortunately, none of the authors after her has dived any deeper, to propose reasons, right or wrong, for whatever disease afflicts Outgoing Dictator Hichilema, resulting in failure to cobble together a competent government team, over the four years he has been in power. The opening of an article by Dr Lawrence Mwelwa has summed it all up very well for us: "A king is known by his court. A leader is judged by those he appoints. And yet, in Zambia today, we are witnessing a presidency surrounded not by the sharpest minds, but by placeholders, political loyalists, and professional cheerleaders who add no value to the governance of the country." The Zambian Whistleblower now gives you reasons why Outgoing Dictator Hichilema has been a miserable failure in this regard. You may add your own. The major reason is so obvious, and has been starring us in our faces all this time. The ZWB would also have continued glossing over this factor, had one particularly perceptive colleague not asked this question: "So, you people say that Hakainde Huchilema is a rich businessman, what business has he really built up from scratch and grown into a multi-million entity. We can tell who started and grew Zambeef, and other big companies today. How come you cannot name one that Hichilema has started and grown big?" The truth is that there is no such visible business. Even his cattle ranching has not produced its own big nationwide beef processing company owned by him. Why is this important? It points to the fact that picking talent, remunerating it well and building a company over the long term has eluded him. Therefore, you cannot fault him for mistaking the loudest cheerleaders among his party loyalists, advisers and civil service appointees for competent performers. We are now left to speculate that whatever money he has comes from opportunistic stakes grabbed in businesses started and run by others, aided by the "insider" perspectives he gathered while doing work for an accounting/ audit firm, which later morphed, together with others, into financial advisory services. Therefore, sorry Laura Miti and all you other followers, your faith in the said corporate experience of Outgoing Dictator Hichilema, was seriously misplaced. From the corporate world, Outgoing Dictator Hichilema did not acquire the tools for choosing performers to help him run Zambia effectively. The other two major factors, which have crippled him when searching for cabinet and other public service help, have to do with his own misguided practices as Republican President. Number one is the apparent tribalism and regionalism in the manner appointments have been made to government, civil service, state commissions, defence and security services and state-owned enterprises. In the last four years, these have been skewered in favour of individuals from what constitutes Zambia's Zambezi region provinces- Southern, Western, North-Western and political allies from parts of Central and Lusaka provinces. Outgoing Dictator and his government have one response to allegations of tribalism- arrest of complainants. The very things Chishimba Kambwili warned about are now in full bloom. Tribal or regional considerations cannot be prioritised if the goal is competent performance. Failure to choose quality leadership colleagues by Outgoing Dictator Hichilema can be traced to this factor. He cannot demand superb performance from individuals he clearly knows are not in their positions because of their proven capacities. The second factor has been raised several times by the ZWB - the Cult of HH, promoted by his praise singers, which he has has done nothing to dissuade. To the ruling United Party for National Development (UPND), Outgoing Dictator Hichilema is a demigod. In performance of his work he carries himself as such, and since he is "the doer of every work", what would be the need to have government colleagues who are performers? Before you protest, answer this question for yourself: Who is responsible for crafting the Mopani Mine deal which gave majority shares to IRH of Abu Dhabi? Do you think Minister of Mines Paul Kabuswe was responsible? Not at all. If he was privy to its intricacies, he would not have so fumbled his answers to questions in parliament, that he had to be given time to go and memorise answers and present a second ministerial statement on the same subject. Even his repeat answers were unsatisfactory. Why was Kabuswe so much out of his depth on this one? It was his boss who was the real doer in this matter. Second piece of evidence comes by way of the equally incompetent but quarrelsome Sylvia Masebo. The damage she left to the drugs procurement system in the Ministry of Health will need decades to repair. In its place Masebo was the go-for, in brokering a deal for importarion of bulk medical supplies from Egypt. Although health experts warned about its dangers, and some of its consignments ended up being marooned at a Lusaka warehouse for six months, this deal of dubious value is receiving very little criticism from doctors, experts and even donors. Do you know why? It is because everyone knows Masebo was just used to consummate this deal "to end drugs shortages in Zambia's public health facilities". This has not happened. And the people know that the Outgoing Dictator Hichilema was instrumental in this government to government deal. Any kind of criticism of this deal would amount to talking ill of the Cult Leader. In this kind of scenario, therefore, it is wishful thinking to believe that Outgoing Dictator Hichilema can fire Sylvia Masebo for the negative outcomes she left at the Ministry of Health. Just take her to Ministry of Lands! What applies to Masebo applies to other cabinet ministers. They are simply figurehead whom Outgoing Dictator Hichilema maintains while he makes all the major decisions. Real performersnare not needed in this set up because he believes he is well able, by himself. The question that ZWB would like to pose to you Zambians is this: Why are you now pretending to be surprised that Outgoing Dictator has ended up being the most disappointing (Laura Miti's words) when it comes to assembling a team of capable people to help him govern? Outgoing Dictator Hichilema is a big talker, caught in many lies before. What he sold Zambians as being "Methodical" was just to mask the fact that he is a dawdler, who took too long to appoint people because his government was putting tribal and regional considerations ahead of capacity and proven competence of individuals. This has cost Zambia in terms of potential progress foregone over the last four years. And that, dear Zambians, is not hate speech. The ZWB rests its case, as it awaits Laura's predictable next move of steering this discussion in the direction of the intended "but looking at the current political field, there is no one who can do better than HH." SPEAKER NELLIE MUTTI’S ALLEGIANCE TO UPND HAS PLUNGED PARLIAMENT INTO DISREPUTE To say that what goes on in Zambia's parliament is largely disregarded by ordinary people is probably an understatement. Since independence, this particular parliament will go down with a seriously unndistinguished record. And a major reason for this is the crass partisanship displayed in the last four years by the Speaker of the National Assembly, Nellie Mutti, and her two deputies. Their biased presiding has been well documented; they see their chief role as that of curtailing debate by opposition members, whom they often treat with disdain and general unfairness, suspending them at every whim. It is now expected that no serious ruling can be made against the executive in this House. That is why it is not surprising that today, Speaker Mutti, a confirmed cadre of the ruling party refused to rule on the matter of Patriotic Front members who have been deemed to have crossed the floor by campaigning for the ruling party in the last by-elections. Granted that there is a court ruling which determined that nullification of parliamentary seats is the preserve of the High Court. But even in acknowledging this fact, Nellie Mutti's UPND leanings could not be completely hidden. In her ruling she claimed that Nkana MP Binwell Mpundu, did not provide evidence of the three "foolish" PF MPs' crossing the floor. This is not correct because Mpundu had done so, even quoting precedents and supplying video clips. Which in any case are public knowledge. How is it that Mpundu could fail to provide such easy proof? The truth is that even in reviewing the evidence presented, Nellie Mutti's team did so with a biased eye. This is why Zambia's Parliament, once a highly respected institution, is currently viewed with derision. This institution has lost its credibility and integrity, ever since the UPND converted it into an arena for partisan point scoring, than for serious policy debates on such issues as how to tackle the emergency of the current high cost of living. Speaker Nellie Mutti has played a huge part in this descent. Today's ruling by Speaker Nellie Mutti was thus highly predictable. Contrast this with the eagerness displayed by these presiding officers and the UPND, When Miles Sampa took over the PF through the help of the state and parliament, and expelled nine PF MPs. The presiding officers did not hide their glee at the prospect of ridding parliament of the nine MPs. The UPND was then very confident they would grab those seats from the opposition. The Zambian Whistleblower knows a number of people who even started buying materials and printing T shirts expecting to be adopted in one of the nine seats that were set to be declared vacant. However, that confidence has evaporated after their resounding defeat in Petauke Central Constituency. The UPND is now scared of by-elections after the embarrassing loss in Petauke. The ruling party is now very scared of losing another election, especially in Eastern Province, where citizens are displaying independent thought. The writing is on the wall. Even biased Speaker Nellie Mutti now seems to have perceived this. "IMITA UFOLE" REMARKS SHAMEFUL: By Rev Chilekwa Mulenga Sun 23rd February, 2025 Luke 17:1-2 Jesus told his disciples, “It is inevitable that temptations to sin will come, but how terrible it will be for the person through whom they come! It would be better for him if a millstone were hung around his neck and he were thrown into the sea than for him to cause one of these little ones to sin" We find the "IMITA UFOLE" (translated as; fall pregnant to get paid) remarks reported in The Mast paper dated Saturday 22nd February 2025 attributed to Her Honour the Republican Vice President Madam W.K Mutale Nalumango as unfortunate and therefore frown upon it with deep contempt. Her remarks are misleading and dishonourable. Zambia is a Christian Nation with a rich cultural heritage. Given the high poverty levels faced in the Country, her remarks has the potential to encourage further moral decay and push women and young girls into unwanted pregnancies for money. Zambia remains one of the Countries with a significantly high prevalence of teenage pregnancy in Sub-Saharan Countries with a stagnant rate that declined slightly from 31.6% in 1992 to 29.2% in 2018. Her remarks can actually escalate teenage pregnancies, STIs & HIV cases in the Country for especially the poor girls facing economic hardships and coming from poor homes. We therefore respectfully counsel the Vice President to clarify her careless remarks and project the right message that would inspire the girl child to abstain from sex outside marriage, avoid teenage pregnancy and sexual diseases. The Vice President should never be seen as the one driving woman and young girls into sex for food. It is a shame to hear of such coming from a woman and mother we respect. We encourage her to reflect on her misleading remarks. She's meant to be God's maidservant called into politics to be the light and salt. We urge her by the mercies of the Lord to reflect the face of Christ on the political arena. REPUBLISHED: UPND TIGHTROPE WALKING “HE WHO SPARES THE ROD HATES HIS SON, BUT HE WHO LOVES HIM IS CAREFUL TO DISCIPLINE HIM.” 13 January 2023 Zambia as a diverse community, has potential both for peaceful coexistence as well as for conflict. Since Zambians cannot always agree on all matters, exercising tolerance is an acknowledgement of individual and community differences and acceptance of diverse points of view. In recent years we have seen a sudden and continuous rise of intolerance around the country, especially in political strongholds, in the form of divisive talk or threats against citizens with divergent views. Have we forgotten that Democratic societies are built on the concept of political tolerance? In a democratic society it is expected that we put up with those who do not share our political beliefs, and should respect their right to free speech, freedom of assembly, and the right for them to promote their political objectives. Sadly, the governing party – United Party for National Development (UPND) has relentlessly grumbled at the growing number of critics. UPND members loathe all who criticize this government and have conjectured that the critics are hired guns of the opposition, with the ill intention of undermining the government. These supporters convey the impression that only governing party officials and cadres should have opinions on how this country should be governed. The governing party through their President Mr. Hakainde Hichilema and their Secretary general Mr. Batuke Imenda have unleashed a spate of insults. It is worrisome to witness the intolerance being propagated by the President Hakainde Hchilema, who has on a number of occasions responded to critics by calling jokers, dull, illiterate and other demeaning words, while his Party Secretary General Batuke Imenda recently described the Archbishop of Lusaka Alick Banda as “ the Lucifer of Zambia”. One wonders, what is wrong with criticism? Or when is the right time to criticize the government and it’s governing party? Should Zambians wait for five years or ten years before they can have a say on how they are being governed? Or should we wait for the governing party to be back in opposition for it to be criticized?Must we now act like the Anti-Corruption Commission (ACC) who wait for politicians to leave office before they initiate corruption investigations? What happened to the assurance that the UPND party would change how politics was done in Zambia? As a matter of fact, Zambians voted for UPND because they expected this administration to be more tolerant of critics, something most Zambians did not experience during the reign of the Patriotic Front (PF). Hence, the increase in the number of people criticizing the governing party. This can be validated by the silence of many Zambians when the PF was the governing party.A number of Zambians described the 2021 general elections as a silent protest. The silence of many Zambians can be attributed to the violence that used to be unleashed on people who differed with the previous regime. It is in the interest of the UPND to grasp the fact that people tend to criticize what they love, in the concept of “Spare the rod, spoil the child”. Does it mean the UPND do not understand what made them win elections? Governance is a collective; it means all Zambian’s play their part in the running of the country. Some will govern, others will criticise those in government, when they perceive things to be going in the wrong direction. Zambians did not vote for UPND because they were convinced it had all solutions. Much of the margin of victory was due to the silent protest votes against the PF. ARROGANT UPND WALK OUT OF COST OF LIVING PARLY DEBATE SIGN THEY CARE ABOUT POLITICS, NOT PEOPLE'S CURRENT SUFFERING Good evening. Something happened at parliament yesterday, which will determine how ordinary Zambians regard the ruling party from now till 2026. Walking out of parliament is usually done as a form of protest at some injustice, or to force collapse of a quorum and shut down proceedings. There is no other credible reason for MPs and cabinet ministers to have staged a walkout, simply because a member of the opposition brought up a debate on the high cost of living. In this case, a member of the opposition Patriotic Front (PF), Mutotwe Kafwaya, Lunte Constituency, attempted to steer the House to a quick debate on the current cost of living. If ever there was one realistically non-controversial subject that both sides need to discuss, it is this one. There is no political leader, whether from the ruling party or opposition, who can dispute that Zambians are currently enduring some of the most debilitating negative economic conditions ever experienced in Zambia since independence. Of course, the causes of these adverse economic conditions have been compounded over decades of mismanagement, wrong policies, and corruption. But the effects of this cannot be denied. Neither can any sane Zambian dispute the dire need and search for what immediate measures can be implemented to alleviate the suffering of Zambians, as millions of families are now in a daily battle for economic survival. This need transcends partisan party politics. It is therefore, very sad that cabinet ministers and MPs feom the ruling party failed to see this yesterday. They chose to walk out when PF's Kafwaya started to discuss the cost of living. By this action, they have spoken loudly that for them, making a political point against the opposition in parliament, is more important than consideration of ideas that might help ring down the cost of living and give Zambians some economic relief. The UPND cabinet ministers and MPs who walked out of that debate signified, like never before, that they care very little about the auffering of Zambians. To them, defeating, harassing and humiliating the PF in parliament is more important. The excuse attempted by UPND Chief Whip, Stafford Mulusa, just renders the logic of the walkout even more pathetic. By saying that these thoughtless ruling party lawmakers staged their walkout because the cost of living debate was introduced through a wrong procedure, still elevates a simple matter of procedure over near-emergency economic conditions in Zambia today. It is still not a sign of a caring ruling party to scuttle a debate on such a serious matter over a flimsy gripe over procedure. It is simply inexcusable. As Zambians have come to learn over these four years, the UPND will unleash their hordes of paid propagandists to twist facts, attack those who will complain about this behaviour, and simply attack Mutotwe Kafwaya and other opposition MPs over the matter. But the majority of Zambians are no longer gullible. There is nothing the UPND ministers and members of Parliament can give as a credible excuse for walking out of a debate on the cost of living, at this present moment when millions of Zambians are actually looking up to their leaders to debate and find ways of reducing the cost of living. WHY DICTATOR HICHILEMA WISHES SOCIAL MEDIA WOULD SHUT DOWN IN ZAMBIA Good evening. If Outgoing Dictator Hakainde Hichilema had his way, he would compeletely block Zambians from the internet. It is the source of most of his nightmares. This is why he keeps harping on the subject of abuse of social media each time he has a microphone. He has tried everything to make sway Zambians from using social media to criticise his failed government project, but has failed. He has tried discouraging people from spending too much time on social media, while he himself posts on multiple channels and even recently invited Zambians to meet him on tik tok. He has attempted threats, warning Zambians that he is aware of what they post in their private WhatsApp groups, because he has planted his agents in those platforms. As content critical of his failing and increasingly corrupt government has grown bolder, Outgoing Dictator Hichilema tried a desperate move. His government drafted amendments to the cyber security and cyber crime laws to further restrict use of social media by Zambians. Included in these amendments were loose and vague extensions to the definitions of hate speech, and ridicule of individuals, which would have virtually outlawed satirical articles and even simple comedy. Sharp reactions to the proposed amendments, from Civil Society Organisations(CSOs), independent media, the Catholic Church in Zambia, and other church mother bodies, embarrassed Outgoing Dictator Hichilema forcing him to backpedal and withdraw the amendment bills "to allow for consultations". The truth is that his government feared the issue would hand the opposition a potent anti government item. Chances are that these bills will not come up again before the 2026 elections. But why has Outgoing Dictator Hichilema come to hate Zambians' use of social media to this extent, when it helped propel him to the 2021 election victory by helping surmount restrictions placed on his physical campaign activities by the previous government? The answer is simple. The works of the government propaganda machinery, thousands of paid praise singers who troll known government critics, and the help of western foreign backers and cheerleaders, have failed to divert the attention of ordinary Zambians from the pain of the harshest economic hardships in the history of their country. Complaints about the high cost of living are now a daily chorus. The evidence of Outgoing Dictator Hichilema's failed economic policies and management are stinging. The population is groaning, and there are no visible signs of any large scale development projects done in the four years he has been in power. And social media is the channel and host of daily complaints about the high cost of living, by individuals and organised groups. Outgoing Dictator Hichilema and his government are now in panic as the 2026 elections approach. But even the spate of arrests of independent journalists, civil activists, opposition politicians and clergymen, for alleged hate speech, seditious practices and criminal libel, he unleashed, all based on media reports, have failed to put the lid on open dissent and criticism of his government. Those arrests have now opened an investigation of increased violations of citizens' freedom of expression and opinion, resulting in the January country visit by United Nations Special Rapporteur on freedom of expression and opinion, Irene Khan. Now Outgoing Dictator Hichilema is in serious panic, especially after the ruling United Party for National Development (UPND) lost the Petauke Central Constituency by-election recently. Therefore, Outgoing Dictator Hichilema simply cannot help himself, but continue his love- hate relationship with social media. He loves communicating directly, daily with the people, but is loathe to read the feedback from the people he is governing because they are saying things about his failures, which he does not like. In the light of approaching elections, there is an even bigger reason why Outgoing Dictator Hichilema wants to restrict use of the internet. As a politician campaigning to be President of Zambia, he told too many lies, and uttered many without conviction because now in government, his actions have proved contrary. Even on the subject of cyber security and cyber crime laws, Hichilema the candidate and his party committed that these two laws were going to be the first ones to be repealed, if he was elected President because in their current form they restricted people's freesom of expression. Now in the fourth year of his Presidency, Outgoing Dictator Hichilema is instead trying to make these two laws even more draconian! It is not surprising then that social media is awash with criticism of Outgoing Dictator Hichilema for his politics of expediency, rather than conviction. Apart from this, Outgoing Dictator Hichilema has been know to tell plain lies. Perhaps this is why he is now so forcefully against social media usage. The Internet has helped Zambians keep a record of all his lies, and now constantly remind him about them. Social media has also been exposing the discrepancies between what Outgoing Dictator Hichilema says and what he actually does. Because of this, social media is making it harder for him to revise his false narratives or hide contradictions in his statements and actions. He now erroneously hopes that limiting citizens’ use of social media can minimise constant damage to his personal reputation and preserve for him a little bit of image going inton2026. But it is too late for him to control his public image in the face of telling falsehoods and exaggerations. Social media is actually helping Zambians hold Outgoing Dictator Hichilema directly responsible for his poor performance, and his words and actions since he decided to run for office of Republican President. And it is a good thing that he will not have his wish of blocking Zambians from full access to the Internet. DOES DICTATOR HICHILEMA HAVE A HAND IN THE MUFULIRA BLACK MOUNTAIN TROUBLES ? Good evening. The Zambian Whistleblower has been waiting for Zambians to digest the news of how Mopani Copper Mines (MCM) insulted Kankoyo United Party for National Development (UPND) member of Parliament Heartson Mabeta over developments at the Mufulira minerals slag dump known as Black Mountain. MCM Chief Executive Officer Charles Sakanya, through his Corporate Affairs Manager, Nebert Mulenga, told off Mabeta for simply announcing that he would meet the MCM management over the troubles between the mine and Zambian artisanal mine licence holders. So far nobody has come out with the truth over this matter because they are afraid of facing the ugly truth. Even MP Mabeta is skirting around the real issue. This is a simple matter of UPND senior leaders' corporate greed gone wild. The documents we publish tonight help tell the story. The four Zambian individuals so far mentioned, Febian Mubuyaeta, Faith Mushongo, Georgina Muleya Mwansa and Voster Hampako, were granted artisanal mining licences by the Ministey of Mines early in January, 2025. They had applied for their licences on an area which had been held by a company called Jubilee Metals. This company's licence was later rendered non compliant. The four applied to the Ministry of Mines Cadastre portal, online, and were given licences, as can be seen in the certificates given to ZWB and published on this page. On 17th January, 2025, all four of them were granted written authority to commence their mining activities at the Mufulira Black Mountain. They proceeded to present their papers to the Zambia Police for security escort to the slag dump to prepare for commencement. Further proof that these licence holders had been given specific areas to mine was provided by a letter written to Mopani Copper Mines by the Mines Safety Department on 20th January, 2025, over its illegal dumping activities. The letter, signed by Senior Inspector of Mines, Engineer Kashimu Brian Mulewa, referenced a boundary verification exercise done in the presence of four named MCM officials. The exercise found that MCM was dumping waste in four mining areas, listed as numbers 39380, 39381, 39385 and 39377, which did not belong to the company. "As you are aware, and as the records show from Cadastre Mining Department, Madam Faith Mushongo, Mr Febian Mubuyaeta, Mr Voster Hampako and Madam Georgina Muleya Mwansa, are the licence holders respectively of the four artisanal mining rights granted under this Act and your actions are in direct breach of the conditions of the grant of licence issued by the Ministry of Mines and Minerals Development to Madam Faith Mushongo, Mr Febian Mubuyaeta, Mr Voster Hampako and Madam Georgina Muleya Mwansa." "Furthermore, your actions amount to illegal dumping of materials in another's licence area," the letter stated. In simple language, these four Zambian citizens followed the law and applied for artisanal mining licences in areas that became avaliable because the licence held by a company called Jubilee Metals had been found non compliant. They got their licences and written authorisation to commence mining activities. Imagine their shock then when suddenly, police officers accompanying them to the area were withdrawn, and all four of them were blocked from entering their licenced lots, because Mopani Copper Mines is claiming them as its own. They have tried everything and have failed, hence they approached MP Mabeta for help to talk to MCM which now is claiming those four areas fall under its licence. The biggest shock is news that this action to block them has been sanctioned by Minister of Mines Paul Kabuswe and Permanent Secretary Kabeta Muleya. But how is that even possible? Would clueless Paul Kabuswe have the guts, nor pompous Kabeta Muleya have the personal cheek, to stand in the way of citizens- empowerment in this manner? The answer is a big NO. They can only do this on orders from their superior. Even "Caretaker CEO" Charles Sakanya can only be this rude to Mabeta knowing he is backed by the most powerful interests in this government. Evidence? Know how to read your media outlets. There is one private media outlet favoured by State House to break its critical stories for controlled narrative. For example, the government has said only that the four artisanal mining licences given to these Zambians were cancelled by Minister of Mines Paul Kabuswe, but has not given reasons for such cancellation. Here is what the ZWB has learnt. All this is tied to how the government structured the deal to give MCM majority stake to International Resources Holdings (IRH of Abu Dhabi), the investors who have up to now failed to inject the promised $1.5B into MCM operations, probably awaiting injection from these secret Zambian interest who could be banking on the proceeds from the slag dump. This deal has long been suspected to have secret Zambian shareholders, whose identities Forum for Democracy and Development (FDD) President Edith Nawakwi speculated about in one briefing shortly after the deal was announced. It is now understood that the Zambian shareholders had cleverly built into this deal the use of proceeds from the Mufulira Black Mountain as contribution for their share of MCM. Jubilee Metals was to be the vehicle for raising these funds. Knowing very well that when selling assets, the government does not include wastes(dump sites), the dump site was not listed. Before Jubilee Metals, the slag dump was owned by Brustan a foreign company. But after acquiring its intetest in the black mountain, Jubilee Metals went to sleep and its licence became non compliant, resulting in the said citizens applying for the same. They were issued with licences because it was done online and there were no faces attached. When the real owners realised Jubilee Metals had lost the areas, and the dump site areas, the political and business powers behind Jubilee Metals became enraged, and panic set in at the Ministry of Mines. Kabuswe and Kabeta Muleya have to fashion a reason to cancel these four artisanal mining licences, without confirming that the UPND government is promoting interests of a group of elite business people, at the expense of empowering ordinary citizens. The big question is this: can any of these things be done by these two officials at the Ministry of Mines, without the knowledge of Outgoing Dictator Hakainde Hichilema, the consummate micromanager? Can you really believe that Outgoing Dictator Hichilema, who had a hand in the process of bringing IRH to invest in MCM, allow anything to spoil this deal? Think on these things. THREE INSTANCES OF GOVERNMENT INTERFERENCE IN FORTHCOMING FAZ ELECTIONS Good morning. We are compelled to go back to the never ending debate of how Mr Andrew Kamanga was declared the only successful nominee for President of the Football Association of Zambia (FAZ). This morning the Zambian Whistleblower, will avoid all the intricacies of the law, as is being bandied about by what is clearly the government-sponsored anti- Kamanga forces. We shall not beat about the bush, as others want to do. We have enough reasons for saying that, and here is the narrative. The ZWB had reported last year, before the current shenanigans became public, that there was a plot by the government to replace Andrew Kamanga with Keith Mweemba. Since we republished that story just a week ago, we shall not belabour the points we made. That still remains rhe crux of the current developments. All other pretender candidates are merely the supporting cast for this drama. The drama was kicked off by the charade of accusing Andrew Kamanga of misuse of funds given to FAZ by the government. We stated then that this was orchestrated by Sports and Youth Minister Elvis Nkandu. This marked the first third party interference in the forthcoming elections for FAZ President. That plot failed at the first challenge, and the government side had proposed a reapproachnent, resulting in the often quoted consent agreement. The Ministry of Sport then left matters in the hands of the Drug Enforcement Commission (DEC), to throw up last minute innuendo that the investigation started as a result of the childish allegations from the Ministry of Sport, as a last ditch effort to make Andrew Kamanga fail the FIFA Integrity Test. The DEC ploy then became the second instance of the government's third party interference in the forthcoming election of the FAZ President. When the DEC gambit was challenged as suspicious, owing the complainant having withdrawn the matter, the government was left to reach for another straw. In the meantime the bombshell. The nomination papers of the government-sponsored "people's choice", and other seven candidates for FAZ President were declared invalid by both the Governance and Electoral committees. Faced with this dilemma, the government goaded a hapless head of the National Sports Council of Zambia, Sombwa Musunsa, to issue a meaningless threat that the FAZ Council would not be recognised after February 28, and also issue an unenforceable ultimatum for FAZ to hold elections by that date. This is effectively the third instance of third party government interference in thiselection for FAZ President. What the National Aports Council of Zambia hapless Chief Executive Officer overlooked is that the FAZ Council had sought FIFA guidance and permission to set the March election date. Now the Zambian government will have to answer to FIFA for all these confirmed instances of third party interference in the elections for FAZ President. Dear Mr. President, We heard your speech today, read by Vice-President Mutale Nalumango during the Public Private Dialogue Forum (PPDF) 3rd Private Sector Day Re-Run meeting at Mulungushi Conference Center. It was filled with the usual promises—promises of economic growth, job creation, and a renewed commitment to the nation’s development. But with all due respect, those words mean nothing when they don’t match the lived reality of the people. The people in the compounds, the heart of Zambia, continue to suffer, and it’s becoming harder to ignore the glaring contradictions between your speeches and the dire conditions we face on the ground. You claim that the government is committed to economic growth and job creation. However, the truth is that economic growth on paper often doesn’t translate into immediate, tangible benefits for ordinary people. Unemployment remains a huge issue, and many people in areas like Lusaka’s compounds are still jobless or underemployed. The promise of job creation can feel hollow when the economy doesn’t seem to be improving for the average citizen. Our Question: Where are these jobs? Why do we still see so many youth with no meaningful opportunities, other than turning to drugs or illegal activities out of desperation? Your speeches claim economic growth, but for many, it feels like that growth is nowhere to be seen. You have spoken about how reforms will lead to growth and job creation, aided by the private sector. But while the private sector can certainly play a major role, there are significant barriers. Small businesses, which form the backbone of the economy in the compounds, struggle with unstable economic conditions, lack of capital, and the high cost of doing business in Zambia. Until the private sector is empowered with more consistent support and a conducive environment, it’s hard to see how it will lead to massive job creation, especially in places where people need it most. Our Question: Is the government doing enough to support small businesses and entrepreneurs who could provide jobs in areas like Lusaka? Are they focusing on the right sectors to bring about change? You’ve called the Constituency Development Fund (CDF) a game changer. While the CDF has potential, there are concerns about its actual usage. You’ve mentioned that it may be lining the pockets of a few. This is a common problem in many countries, where funds meant for development end up being mismanaged or misappropriated. The fund could help communities if there were more transparency and proper accountability. But as it stands, it’s hard to see the true impact. Our Question: Who is actually benefiting from the CDF? Are local communities seeing the benefits, or is it just another tool for political gain? Without transparency, we fear it may continue to be misused. You’ve mentioned the importance of free education, but the reality is that many children in the compounds are going to school on empty stomachs. They can’t concentrate or succeed in their studies because their basic nutritional needs are not being met. Education is crucial, but without addressing poverty first, children’s education will always be compromised. Our Question: What is being done to tackle the root issue of poverty that’s affecting children’s ability to succeed in school? How can the government ensure these kids are getting enough to eat and can focus on their studies? Without tackling hunger, education will continue to be an uphill battle. The Junkie Issue and Youth Unemployment, you’ve acknowledged the youth unemployment crisis, but the issue goes deeper than just jobs—it’s about hope, mental health, and poverty. The rising addiction rates among youth are not isolated; they are a direct result of hopelessness, lack of opportunities, and a poor social safety net. Addressing this issue is not just about providing jobs, but creating a support system that tackles the root causes. Our Question: Is the government offering enough support to help youth who are at risk of falling into substance abuse, or are these deeper issues being overlooked in favor of shallow solutions? The junkie issue is a symptom of a larger societal failure. You’ve mentioned the importance of the full participation of women, youth, and the private sector in Zambia’s development agenda. But inclusivity goes beyond just words. Are women and youth really being given a seat at the table in decision-making processes, or are their voices still being drowned out by the powerful? Real participation requires not just token gestures, but actions that allow marginalized groups to shape the direction of their communities. Our Question: How can the government ensure that the voices of marginalized groups, especially youth in compounds, are truly heard and acted upon? Is their participation truly being integrated into policy and development, or is it just a facade? You’ve spoken about the creation of technical working groups under the PPDF, including a focus on the green economy. While technical groups can be beneficial, they often become bogged down in bureaucracy and inefficiency. Delays in issuing licenses or conducting environmental assessments can slow down development and progress. The question is whether these reforms will result in real, tangible change, or just more paperwork. Our Question: How quickly can these technical groups make real changes, and will they be transparent about their progress? Will they lead to genuine improvement on the ground, or just more red tape that delays solutions? The people need action, not bureaucracy. You may claim that the government has created over 30,000 jobs in the last four years, but let's get one thing straight: Governments do not create the kinds of jobs that reach the ordinary man. The private sector does. The private sector is the lifeblood of any economy, and yet, under your leadership, the environment for business is not conducive for growth. Businesses are downsizing or shutting down altogether. Those that remain open are barely surviving, and most are not increasing wages to keep up with the rising cost of living. How can the people of Zambia benefit from your so-called job creation if businesses are struggling and the private sector is choking? The reality is that the government has failed to create a climate in which businesses can thrive. It’s not just about handing out numbers of new jobs—it’s about ensuring that the businesses which should be creating those jobs can operate without excessive red tape, high taxes, and an unstable economic environment. The government’s role is to enable businesses to flourish, not to suffocate them with bureaucratic obstacles. But the truth is, this government’s policies have created more barriers than opportunities. You may argue that you’re addressing the issues, but the truth is, the cost of living is unbearable for ordinary Zambians. We can no longer ignore the fact that parliamentarians walk out of sessions whenever the cost of living is brought up, as if it’s a trivial matter. Who are they trying to protect by avoiding this conversation? The people who can barely afford a meal, or themselves, as they continue to sit comfortably in their cushy offices? This is an insult to the people who are struggling every single day. If the current government can’t face the hard truths, maybe it’s time to step aside. Let the opposition take over and address the concerns of the people. At least they would be forced to confront the issues directly, instead of focusing on fighting individuals who have the courage to speak out against the glaring failures of this administration. Your government seems more interested in silencing critics than in solving the real problems facing the people of Zambia. Mr. President, we are tired of hearing speeches and promises. We are tired of waiting for change that never seems to arrive. The people in the compounds, the heart of Zambia, are suffering—many are starving, unemployed, and hopeless. The government must confront the root issues head-on and stop hiding behind rhetoric. This is not about politics; this is about the lives of real people who are desperate for solutions. If the current government is not willing to address these issues, then perhaps it’s time to step aside and allow those who are ready to tackle the real problems to take the lead. The time for action is now, not in 2025, not in 2027. People are hungry, people are unemployed, and people are desperate for real change.
