Here's the answer : Bṛhaspati and Sūrya are Bhāgyakāraka. In 10th, they are 8th from 3rd and 12th from 11th. Hence, the native's siblings are not very fortunate. This is a simple application of Kāraka on the basis of rules given in Sri Sarvārtha Chintāmani.
