The Constitution of Kenya devolved Early Childhood Development Education (ECDE), Vocational Training Centers (VTCs), Homecraft Centres, and Childcare facilities to County Governments.
However, despite this mandate, there has been minimal effort by counties to operationalize and fully invest in these critical areas. Instead, significant attention and financial resources have been channeled into bursaries. Why? Your guess is as good as ours. Unfortunately, this has become a conduit for questionable financial practices, diverting funds from essential educational development.
We stand at a crucial juncture in the advancement of our education system. The quality of education in ECDE centers and VTCs, formerly known as village polytechnics, remains a significant concern. These institutions are essential for laying a strong foundation for future generations and equipping individuals with skills necessary for economic independence. Yet, they continue to suffer from neglect and underfunding.
Public ECDE centers, despite being staffed with some of the best teachers, face a critical shortage of infrastructure, learning materials, play equipment, and digital resources. Teachers work tirelessly, but without the proper tools and environment, their impact is severely limited. It is imperative that county governments take immediate action to improve these centers by providing the necessary resources and modern equipment to nurture and develop our youngest learners effectively.
Similarly, Vocational Training Centers play a pivotal role in empowering youth with marketable skills, yet they are in a state of neglect. Many operate under dilapidated conditions with minimal funding allocated for their maintenance and modernization. County governments must take responsibility for these institutions and invest in their upgrade, ensuring they are attractive, functional, and capable of delivering quality training.
The current situation highlights a larger issue of misplaced priorities. While significant funds are allocated to bursaries, often with concerns about transparency and accountability; very little is directed toward improving these crucial institutions.
In some counties, there is either a negligible or non-existent budget for ECDEs and VTCs, while millions are poured into bursaries, which at times serve as tools for corruption and political maneuvering.
We urge county governments to reconsider their priorities and shift focus from short-term political gains to long-term, sustainable investments in education and skills development. The allocation of funds should be reassessed, with a significant portion redirected towards enhancing our ECDE centers and VTCs. These institutions deserve the necessary attention, resources, and investment to shape a brighter future for all.
It is time to halt the mismanagement of funds and instead invest in our children's future, the youth, and the overall development of our counties. By improving ECDEs and VTCs, we create opportunities for our people to thrive, gain valuable skills, and contribute meaningfully to the growth of the nation.
